Due to unforeseen incidents dates are subject to change.<br />

The Grantville Area Food Pantry, located at Faith United Church of<br />

Christ (on Route 743, just north of Route 22) is a mission project of<br />

Faith and of the Grantville Ministerium. The other participants are<br />

New Life Assembly of God, Shell’s Lutheran Church, St. John’s United<br />

Methodist Church and Zion Lutheran Church.<br />

Each church sends volunteers one week a month to unload and shelving<br />

of supplies on Wednesday mornings. They distribute food from the<br />

Pantry on Thursday evenings from 6:00 to 8:00 p.m. and on Friday<br />

mornings from 10:00 a.m. to 12:00 p.m.<br />

The Pantry relies on donations from sponsoring churches of the<br />

Grantville Ministerium to pay for the food and other items which are<br />

“purchased” from the Central Pennsylvania Food Bank, and receives<br />

and welcomes food donated by various organizations, institutions, businesses<br />

and individuals in the community. The Pantry also provides a<br />

clothing service where donated clothing is sorted and hung for free<br />

shopping by clients. Other missions include summer games at Penn<br />

National, free tax preparation for low income individuals, new free<br />

books for children, emergency gas, heating fuel, lodging and referral<br />

information.<br />

Taxes are based on assessed value. Real estate assessments are noted<br />

on the right-hand corner of each bill. To determine your real estate tax<br />

bill, multiply the assessment times the millage rate (ML) times .001 (a<br />

mill is one-tenth of a percent). It can also be determined by multiplying<br />

the assessment times the millage rate and then moving the decimal<br />

point three places to the left.<br />

The first total amount is a discounted amount. Two percent (2%) of the<br />

total bill is subtracted as discount for early payment. Early payment<br />

enables the taxing body to earn interest on the deposit and saves the<br />

property owner money as well. The second amount is the base fee.<br />

The third amount is the base fee plus five percent (5%) penalty for late<br />

payment and the fourth amount is the base fee plus ten percent (10%)<br />

for later payment.<br />

Personal taxes are based on assessments and equal fees. Individuals are<br />

assessed at two hundred and fifty dollars ($250) and pay one hundred<br />

percent of that assessment as a School Occupational Tax.. The other<br />

amounts are each a five dollars ($5.00) equal fee.<br />

The first total amount is a two percent (2%) discounted amount for early<br />

Local Government<br />

BOARD OF SUPERVISORS<br />

Local governments exist for the purpose of providing services and public<br />

facilities to the people who live within their jurisdictions. What they<br />

must do and what they may do is specified in the codes and laws enacted<br />

by the Commonwealth of Pennsylvania. <strong>East</strong> <strong>Hanover</strong> <strong>Township</strong> is<br />

a second class <strong>Township</strong> and is governed by the Second Class <strong>Township</strong><br />

Code which was enacted and amended in 1995. Since January 2,<br />

2001, the Board of Supervisors has consisted of five people. The expansion<br />

of the Board from three to five members was approved in the<br />

1999 municipal election.<br />

All Supervisors now have a six year term of office. The Supervisors<br />

have created the positions of Manager, Secretary-Treasurer, Administrative<br />

Assistant, Park & Recreation Director, Public Works Director<br />

and Road Crew, Building and Park Maintenance, Codes and Zoning<br />

Officer, Sewage Enforcement Officer, Wastewater Treatment Plant Operator,<br />

Municipal Engineer and Solicitor. They have also appointed a<br />

Zoning Hearing Board, Planning Commission, Park and Recreation<br />

Board, Environmental Advisory Council and Emergency Management<br />

Coordinator. The Environmental Advisory Council is currently on an<br />

inactive status due to lack of volunteers to be appointed as members.<br />

Board of Supervisor meetings are held on the first and third Tuesday<br />

evenings of each month (except holidays and elections) in the Municipal<br />

Building beginning at 7:00 p.m. The public is encouraged to attend.<br />

Keith Espenshade, <strong>Township</strong> Supervisor since January<br />

2004, is a life long resident of <strong>East</strong> <strong>Hanover</strong> <strong>Township</strong>.<br />

He is a graduate of Dauphin County Technical School.<br />

Keith previously served on the Board of Supervisors<br />

from 1986-1992. He is employed by Espenshade’s<br />

Plumbing and Heating.<br />

Joe Kenny, <strong>Township</strong> Supervisor starting in January<br />

2012. Born and raised in the Colonial Park area, Joe<br />

and his wife of West <strong>Hanover</strong> <strong>Township</strong> moved to <strong>East</strong><br />

<strong>Hanover</strong> <strong>Township</strong> in 1986. They have three grown<br />

children, two daughters and a son. Joe graduated from<br />

Susquehanna <strong>Township</strong> Senior High School, and earned<br />

an Associates Degree in Building Construction Technology<br />

from Williamsport Area Community College in 1976. He previously<br />

served the township on the Planning Commission from 1998<br />

through 2005. Joe’s career spans 36 years in Commercial Building<br />

Construction and Land Development, and he has operated his own<br />

design/build firm in the township since 1989.<br />

Aaron Moyer, <strong>Township</strong> Supervisor has been a resident<br />

of <strong>East</strong> <strong>Hanover</strong> <strong>Township</strong> his whole life. He<br />

graduated in 2010 from Drexel University in Philadelphia<br />

with Honors, with a Bachelor of Science<br />

Degree in Civil Engineering and a Bachelor Degree<br />

in History and Political Science. Aaron has experience<br />

as a Project Engineer where he designed Municipal<br />

and Residential Engineering Systems and has also managed and<br />

ran Campaigns for State Representatives in Lancaster.<br />

George Rish, <strong>Township</strong> Supervisor was previously a<br />

<strong>Township</strong> Supervisor from May 2000 until January<br />

2008, served on the Planning Commission and lives<br />

with his family at 122 Sunset Drive. He has been a<br />

resident of the <strong>Township</strong> since 1996. George graduated<br />

from Greater Nanticoke Area High School and<br />

Temple University. He is currently employed as a<br />

Pharmacist by Pinnacle Health at the Harrisburg Hospital.<br />

George attends Lebanon Area Evangelical Free Church. He is a<br />

Committee member with Boy Scout Troop 201 in Union Deposit and<br />

does volunteer work with the American Foundation for Children with<br />

AIDS.<br />

Mike Yingling, <strong>Township</strong> Supervisor and his wife,<br />

Judi have lived in the <strong>Township</strong> since 1998. They<br />

have 5 grown children, 2 of the 5 are Army Veterans.<br />

They also have 2 grandchildren. He is a long standing<br />

member of the <strong>Township</strong> Emergency Management<br />

Committee and serviced on the <strong>Township</strong>s Act 209<br />

Traffic Committee. (continued on page 3.)<br />

Hours for casting ballots will be 7:00 a.m. until 8:00 p.m. Generally,<br />

residents living south of Route 22 are registered to vote in Precinct 1<br />

and residents living north of Route 22 are registered to vote in Precinct<br />

2. Both Precincts vote in the <strong>East</strong> <strong>Hanover</strong> <strong>Township</strong> Municipal Building<br />

located at the corner of Jonestown and Manada Gap Roads.<br />

Registration forms and absentee ballot request forms can be obtained at<br />

the Municipal Building or at the Election Bureau. All completed forms<br />

must be returned to the Dauphin County Elections Bureau.<br />

TAX INFORMATION<br />

Each year two separate bills are sent to <strong>East</strong> <strong>Hanover</strong> <strong>Township</strong> property<br />

owners.<br />

The Real Estate tax bill mailed in February represents taxes due to Dauphin<br />

County, Dauphin County Library, <strong>East</strong> <strong>Hanover</strong> <strong>Township</strong> and<br />

Fire Protection for <strong>East</strong> <strong>Hanover</strong> <strong>Township</strong>. The <strong>Township</strong> receives<br />

usually under forty dollars ($40.00) per bill.<br />

The Real Estate Tax Bill mailed in July represents taxes due to the<br />

Lower Dauphin School District. The <strong>Township</strong> receives no funds from<br />

these taxes.<br />

Each year a bill is sent to ALL <strong>East</strong> <strong>Hanover</strong> <strong>Township</strong> residents ages<br />

18 and older. It is as follows:<br />

The Personal Tax Bill is also mailed in July and represents the School<br />

Per Capita, School Residence and <strong>East</strong> <strong>Hanover</strong> <strong>Township</strong> Per Capita.<br />

The <strong>Township</strong> receives five dollars $5.00) per bill.<br />

3. Enrollees are eligible to apply to participate in the Agricultural<br />

Preservation Program at the County level. This program compensates<br />

farmers who give up development rights and keep their land<br />

available for farming.<br />

ELECTION INFORMATION<br />

MUNICIPAL PRIMARY : TUESDAY, MAY 21, <strong>2013</strong><br />

MUNICIPAL ELECTION: TUESDAY, NOVEMBER 5, <strong>2013</strong><br />

The purpose of a primary election is to nominate candidates who will<br />

be on the ballot in the general or municipal election. When the primary<br />

election features a presidential race, the primary election is held on the<br />

fourth Tuesday in April.<br />

Pennsylvania has a closed primary, meaning that voters declare their<br />

party affiliation and vote only for candidates of that party. Voters not<br />

registered for a party may vote on ballot questions, for government<br />

study commission candidates, or in special elections if they are on a<br />

primary ballot.<br />

Ballot questions may include proposed constitutional amendments or<br />

other measures to be decided by poplar vote. Special elections are<br />

sometimes held when a vacancy occurs in a local, state or federal office.<br />

General elections are held in even-numbered years and municipal elections<br />

are held in odd-numbered years. All registered voters may participate.<br />

Having secured the nomination of both political parties,<br />

Lowell A. Witmer was appointed and commissioned<br />

by the governor to the office of magisterial<br />

district judge in August of 2009 and subsequently<br />

elected to a full six year term. Judge Witmer was<br />

born in Sunbury, PA the son of Lloyd and Hilda<br />

Witmer. A graduate of HACC with a degree in criminal<br />

justice, he attended PSU and received a bachelor’s<br />

degree in liberal arts from Syracuse University. Witmer was qualified<br />

and certified by the PA Court Supreme Court to serve as a district<br />

judge in 2008. Witmer was elected to five terms as Dauphin County<br />

Clerk of the Court of Common Pleas from 1988 – 2010 where he managed<br />

over 150,000 criminal and juvenile cases, including 3000 jury trials.<br />

He was appointed by the PA Supreme Court to serve on committees<br />

that developed the statewide Common Pleas Court Management<br />

System (CPCMS) and the public access policy for court records.<br />

Witmer also orchestrated the passage a law providing millions of dollars<br />

for court automation at no cost to the taxpayer. Judge Witmer previously<br />

served as executive director of the PA State Senate transportation<br />

committee and as a legislative assistant to the local government<br />

committee. He also served as a financial administrator for the City of<br />

Harrisburg and as deputy director for its parks and recreation department.<br />

Judge Witmer is a member and supporter of numerous community<br />

organizations and resides in S <strong>Hanover</strong> <strong>Township</strong> with his daughter,<br />

who attends West Chester University.<br />

ZONING HEARING BOARD<br />

Each municipality that has enacted a zoning ordinance is required by the Municipalities<br />

Planning Code to establish a Zoning Hearing Board (ZHB).<br />

Three residents are appointed to the ZHB by the Supervisors for three year<br />

terms. One additional resident is appointed by the Supervisors to serve as an<br />

alternate. The two main functions of the board are to hear requests for variances<br />

and for special exceptions. A variance is permission granted by the<br />

ZHB for a waiver or modification of some regulation which, if strictly adhered<br />

to, would result in unnecessary hardship to the applicant. Unique physical<br />

circumstances that do not allow the property to be developed in conformity<br />

with the provisions of the Zoning Ordinance must be present. It must also<br />

be determined that the applicant did not create the situation and that the variance,<br />

if granted, would not alter the character of the surrounding properties or<br />

be detrimental to public welfare. If the granting of any variance, the ZHB<br />

may attach reasonable conditions as it deems necessary to implement the intent<br />

of the act. A special exception allows a certain use in a particular zoning<br />

district. As in the granting of any variance, the ZHB may attach to the granting<br />

of a special exception, reasonable conditions as it deems necessary to implement<br />

the intent of the act.<br />

Containers should be rinsed. Plastic caps or metal rings should be removed.<br />

Scrap metal, coat hangers, pie plates, aluminum foil, metal<br />

cookware, utensils, broken glass, light bulbs, etc. are not acceptable<br />

items.<br />

ELECTRONICS RECYCLING<br />

Effective April 17, 2009, Dauphin County officially opened a Recycling<br />

Center. The regular hours of operation are Monday, Tuesday,<br />

Thursday, and Friday from 8:30 a.m. to 4:30 p.m. Wednesday hours<br />

are 8:30 a.m. to 8:30 p.m. and Saturdays from 9:00 a.m. to 2:00 p.m. A<br />

listing of acceptable recyclable items and fee schedule can be found on<br />

their website at www.dauphincounty.org. For further information, you<br />

may call Matt Davies, Recycling Supervisors, at 982-6772.<br />

TIRE DISPOSAL<br />

In the Fall of 2001, Glenn Moyer of Glenn’s Auto Service agreed to<br />

collect used tires from <strong>Township</strong> Residents. If you have tires to get rid<br />

of, please call 469-0167 to make arrangements for drop-off and payment.<br />

AGRICULTURAL SECURITY (ASA)<br />

On May 7, 1991, <strong>East</strong> <strong>Hanover</strong> <strong>Township</strong> created an Agriculture Security<br />

Area in response to petition by farmers and other large parcel (10<br />

acres or more) landowners in the <strong>Township</strong>. At present more than 2000<br />

acres of land have been enrolled. Enrollment places no restrictions on<br />

the land but does offer the following benefits:<br />

1. It is harder to condemn land that is in an Agricultural Security Area<br />

for public purposes.<br />

2. Owners are more protected against nuisance complaints from<br />

neighbors relation from farm practices.<br />

DAUPHIN COUNTY HOUSEHOLD HAZARDOUS WASTE<br />

CURBSIDE COLLECTION PROGRAM<br />

The Dauphin County Department of Solid Waste Management & Recycling,<br />

with funding help from the Pennsylvania Department of Environmental<br />

Protection, provides a free, once-a-year hazardous waste collection<br />

of each Dauphin County Household. Under this program, Dauphin<br />

County residents can properly dispose of the following items: antifreeze,<br />

batteries, brake fluid, chemical strippers, chlorine bleach, contact<br />

cement, drain cleaners, fire extinguishers, flea collars and sprays,<br />

herbicides, insect repellant, insecticides, kerosene, lawn chemicals,<br />

lighter fluid, lye, mothballs, nail polish remover, old propane tanks,<br />

oven cleaners, paints, pesticides, pool chemicals, solvents, spot removers,<br />

stains and finishes, toilet cleaners and used motor oil. Curbside,<br />

Inc. contracts with Dauphin County to provide a curbside collection<br />

service for these materials. All collections are by appointment only.<br />

DAUPHIN COUNTY RECYCLING DROP-OFF<br />

DEPOTS<br />

The Recycling Drop-Off Depots, which are being located throughout<br />

the county, are designed to serve residents who do not have curbside<br />

recycling available. These Depots also collect additional materials<br />

that may not be collected in all mandated curbside programs. The<br />

Dauphin County Board of Commissioners encourages residents to utilize<br />

the depots as often as necessary. There is no limit on how much<br />

material you can recycle or how often you can recycle.<br />

Recycle your corrugated cardboard, advertising inserts, junk mail, magazines,<br />

and telephone books at one of the seven locations. If you are<br />

not sure whether the item you have is recyclable, please contact the<br />

Dauphin County recycling Hotline at 780-6351, Monday through Friday<br />

from 7:30 a.m. to 4:00 p.m. The nearest depot to <strong>East</strong> <strong>Hanover</strong><br />

<strong>Township</strong> is Conewago <strong>Township</strong> Municipal Building, 3179 Old Hershey<br />

Road, Elizabethtown.<br />

Corrugated cardboard must be flattened and stacked together. Not permitted<br />

are freezer cartons, wax-coated boxes or boxes containing food<br />

scraps. Advertising inserts, junk mail, magazines, and telephone books<br />

PLANNING COMMISSION<br />

All subdivision and land development plans must be submitted to the Planning<br />

Commission for review and recommendation prior to review and action<br />

by the Board of Supervisors. The primary purpose of the review is to ascertain<br />

that all requirements of the zoning and subdivision/land development<br />

ordinances have been met. The Planning Commission considers the reviews<br />

and recommendations of the <strong>Township</strong> Consulting Engineer, <strong>Township</strong> Consulting<br />

Zoning Officer, Tri-County Planning Commission, and Dauphin<br />

County Soil Conservation District. The Commission will also determine that<br />

the subdivision or land development plan is in conformance with the goals<br />

and objectives stated in the Comprehensive Plan. After review, the Commission<br />

will recommend an action to the Board of Supervisors. All plans need<br />

approval from the Supervisors prior to being recorded at the Dauphin County<br />

Courthouse. Five residents are appointed to the Planning Commission by the<br />

Supervisors for four year terms. Meetings are held the fourth Tuesday of<br />

most months (except when changed due to holidays, etc.) beginning at 7:00<br />

PARK AND RECREATION BOARD<br />

In 1980, the Board of Supervisors established the Park and Recreation Board<br />

and appointed seven residents to serve 5 year terms. The Board develops,<br />

plans and administers a variety of recreational activities such as classes and<br />

special events. In 2012, the Board of Supervisors hired Anthea Stebbins as<br />

the Park and Recreation Director.<br />

PUBLIC SAFETY COMMITTEE<br />

Resolution 2003-02 was adopted by the Board of Supervisors in 2003. The<br />

Resolution calls for the formation of a Public Safety Advisory Council. The<br />

Council would be comprised of emergency providers (representatives of the<br />

State Police, South Central EMS, and the Grantville Volunteer Fire Company),<br />

a Board representative and members of the community appointed by the<br />

Board. This is an advisory council which will provide insight regarding the<br />

safety needs of the <strong>Township</strong>.<br />

Additional containers are available at the Municipal Building during<br />

business hours for a charge of $11.00 per container and $3.00 per<br />

lid. Recycle containers placed for collection shall not weigh more<br />

than fifty (50) pounds.<br />

Collection will occur once a week on the same day at approximately<br />

the same time as collection of MSW.<br />

THE PENNSYLVANIA STATE POLICE<br />

The State Police provides primary police service to the municipalities in<br />

Pennsylvania which have no local police force. The Harrisburg station, located<br />

at 800 Bretz Drive, Harrisburg PA 17112, serves the <strong>Township</strong>s of <strong>East</strong><br />

<strong>Hanover</strong>, West <strong>Hanover</strong>, South <strong>Hanover</strong>, Londonderry, Conewago and Middle<br />

Paxton. It also serves Dauphin, Royalton and West Fairview Boroughs<br />

when their part-time police departments are not in service. Telephone number<br />

is 671-7500.<br />

ON-LOT DISPOSAL SYSTEM MANAGEMENT PROGRAM<br />

(OLDS)<br />

On November 4, 1998, The Board of Supervisors adopted Ordinance 98-6<br />

which established an On-Lot Disposal System. The <strong>Township</strong> has been divided<br />

into three separate OLDS districts. Each district is as follows:<br />

District #1: Bounded on the north by I-81, on the east by the county line, on<br />

the south by the township line, and on the west by Sand Beach Road and<br />

Shell’s Church Road. Due in years 2014, 2017, 2020……..<br />

District #2: Bounded on the north by the township line, on the east by the<br />

county line, on the south by I-81 and on the west by the township line. Due<br />

in years 2015, 2018, 2021……<br />

District #3: Bounded on the north by I-81, on the east by Sand Beach Road<br />

and Shell’s Church Road, on the south by the township line and on the west<br />

by the township line. Due in years <strong>2013</strong>, 2016, 2019…….<br />

You do not have to participate in the program, however no waste haulers<br />

will be permitted to collect trash and recyclables in the <strong>Township</strong><br />

unless there is an exclusion from participation. Non-residential buildings<br />

and multi-family dwellings over four units are excluded from participation.<br />

Participants will have two service programs from which to choose.<br />

1. The regular collection service will allow a maximum of four 36<br />

gallon trash bags or cans, one bulk item and unlimited curbside recycling<br />

per week. The fee will be $52.86 per quarter which<br />

amounts to an annual fee of $211.44 Billing will be done on a<br />

quarterly basis (January, April, July, October). Additional containers<br />

of MSW will require Penn Waste bags. Bags are available at<br />

the Municipal Building at the cost of $3.50 per bag.<br />

2. The optional per container service allows customers who generate a<br />

small amount of MSW to purchase bags from the waste hauler.<br />

Bags for this service are $3.50 each and are available at the Municipal<br />

Building.<br />

3. Extra Bulk Item is $25.00/bulk item.<br />

4. Christmas trees can be put out for trash as 1 bag of the 4 bag limit.<br />

Change of Service: May be done at the end of a quarterly billing cycle.<br />

Suspended Service: In order to have service suspended, a 2 week notification<br />

period is necessary. Service may be suspended for not less than<br />

30 days.<br />

Collection of recyclables is included in both services. No construction<br />

debris will be collected.<br />

Customers will provide their own containers of not more than 32<br />

gallons.<br />

Containers must not exceed 50 pounds.<br />

All collections will be made between the hours of 5:00 a.m. and 5:00<br />

p.m. In the event of a missed service call, collection will be made within<br />

24 hours of notification.<br />

CURBSIDE RECYCLING (CR):<br />

All containers must be empty, cleaned, and washed of contents.<br />

to the designated location. Trash, recyclables and bulk items<br />

will be picked up at the door.<br />

Holidays observed: New Year’s Day, Memorial Day, Independence<br />

Day, Labor Day, Thanksgiving Day, and Christmas Day. Collection<br />

will be one day late when your collection day falls on or follows<br />

these holidays. EXCEPTION: There is NO CHANGE in service<br />

prior to or after a holiday that falls on a Saturday or Sunday.<br />

If collection is missed, please call Penn Waste as soon as possible.<br />

AUTUMN LEAVES<br />

The Autumn Leaves is a group of members who gather<br />

together the fourth Thursday of most months at the <strong>East</strong><br />

<strong>Hanover</strong> <strong>Township</strong> Municipal Building. Anyone age 50<br />

or older is welcome to become a member. You do not<br />

have to be a resident of the <strong>Township</strong> to join. Cost of<br />

membership is $1.00. Transportation can be provided for<br />

<strong>East</strong> <strong>Hanover</strong> <strong>Township</strong> residents by using the Transport<br />

Service.<br />

The Autumn Leaves Organization is served a catered meal at noon on<br />

meeting days except for August and November when a covered dish<br />

luncheon is enjoyed by all who attend. Entertainment follows the meal.<br />

The Christmas Party is on December 5, <strong>2013</strong> at the <strong>Township</strong> Building.<br />

Participating in the Autumn Leaves is a wonderful way to reunite with<br />

BUILDING SCHEDULING INFORMATION<br />

The <strong>East</strong> <strong>Hanover</strong> <strong>Township</strong> Building meeting room is available for<br />

rent to township and non-township residents for social events. Rental<br />

fees for residents and non-residents vary depending on the number of<br />

people expecting to attend and the length of the rental. No alcohol is<br />

allowed on township property. Reservations are required and can be<br />

made by calling the <strong>Township</strong> Office at 469-7655. It is advisable to<br />

reserve the building early, since it is heavily used. However, arrangements<br />

for funeral services, since they are generally during the day, can<br />

be made on short notice.<br />

PARK PAVILION AND PICNIC SHELTER<br />

SCHEDULING INFORMATION<br />

The <strong>East</strong> <strong>Hanover</strong> <strong>Township</strong> Park Pavilion and Picnic Shelter are available<br />

to rent. Rental fees for the Pavilion are twenty-five dollars<br />

($25.00) for residents and fifty dollars ($50.00) for non-residents.<br />

Rental fees for the picnic Shelter are ten dollars ($10.00) for residents<br />

and twenty dollars ($20.00) for non-residents. Rental fees are refundable<br />

only in the event of inclement weather. Reservations must be made<br />

by calling the office at 469-7655. The Pavilion, which is directly across<br />

from the entrance to the parking lot, has eight picnic tables, two charcoal<br />

grills and electric. Restrooms are adjacent.<br />

The Picnic Shelter, which is located behind the tennis courts, has eight<br />

Octagon tables (2 are handicap accessible, 1 is a serving table) and one<br />

charcoal grill. There is no electric at the Picnic Shelter and you must<br />

use the restrooms adjacent to the Pavilion. The <strong>Township</strong> Park has activities<br />

for every member of the family. Enjoy the fitness/walking trail,<br />

basketball court, tennis courts, multi-purpose court (used for rollerblading<br />

and such) and playground equipment.<br />

AUTUMN LEAVES TRANSPORT SERVICE<br />

The Autumn Leaves Transport Service is an outstanding service<br />

provided for residents of our <strong>Township</strong> who are at least age 60 or who<br />

are disabled. The 11 passenger van is available Monday through Friday<br />

from 8:00 a.m. to 4:00 p.m. to provide transportation to medical appointments,<br />

grocery stores, banks, meetings, etc. The van is available<br />

after hours for emergency situations. Calls for service should be made<br />

at least 48 hours in advance except in the event of an emergency.<br />

One-day recreational trips to Roots Market, etc. are also planned<br />

and generally are scheduled for Tuesdays.<br />

The administrative office for the service is located in the <strong>East</strong> <strong>Hanover</strong><br />

<strong>Township</strong> Municipal Building. The office is staffed by volunteers on<br />

Mondays, Wednesdays and Fridays from 9:00 a.m. to 12:00 noon.<br />

Appointments for services need to be made during these times.<br />

Donations are accepted for all trips and services. <strong>East</strong> <strong>Hanover</strong><br />

<strong>Township</strong> provides the office area, the telephone and the fuel for this<br />

service. The Dauphin County Area Agency on Aging provides the insurance<br />

for the services of the van. The van is owned by the Dauphin<br />

County Area on Aging and is housed in a <strong>Township</strong> garage. If you<br />

need additional information, please call the Autumn Leaves office at<br />

469-7514.<br />

EAST HANOVER TOWNSHIP SENIOR CENTER<br />

The Shellsville Senior Center is located in the <strong>East</strong> <strong>Hanover</strong> <strong>Township</strong><br />

Municipal Building. Anyone who is at least age 60 is eligible to participate<br />

in this Center. Residency in the <strong>Township</strong> is not required but you<br />

must be a resident of Dauphin County. The Center is open on Mondays,<br />

Wednesdays and Fridays. Transportation can be provided for<br />

<strong>Township</strong> residents by the Autumn Leaves Transport Service.<br />

Meals, prepared and delivered by the Dauphin County Area Agency on<br />

Aging are served at 11:30 a.m. In order that enough meals are delivered,<br />

you must sign up or call in for a meal reservation at least 48 hours<br />

before the meal is needed. A donation is accepted for the cost of the<br />

meal. Calls are taken on Mondays, Wednesdays and Fridays<br />

between the hours of 9:00 a.m. and 12:00 noon at 469-7514.<br />

PECAN, Inc.<br />

The Senior Center also operates a Meals on Wheels program throughout<br />

the <strong>Township</strong>. This program is intended for those who cannot get<br />

to the Center for their meals. For more information on this program or<br />

to volunteer to be a driver, please call Janet Espenshade at 469-1099.<br />

Activities are planned for each day but are subject to change. Plan a<br />

The Gingrich School House was moved from Sand Beach Road to the<br />

<strong>East</strong> <strong>Hanover</strong> <strong>Township</strong> Park. The school house is equipped with<br />

desks, books, pictures and other items from when the school was used.<br />

The One-Room House closed at the end of the school year in 1953.<br />

A referral system, designed to enable children<br />

interested in any type of art form to enlist the<br />

help and support of this organization to pursue<br />

activities and instruction that relate to their interest.<br />

It is an umbrella organization serving as a<br />

conduit to bring together organizations that play<br />

a role in the development and encouragement of<br />

the arts for young people. PECAN, Inc. will represent organizations and<br />

instructors that offer the arts to children as well as provide information<br />

about the arts that can be accessed by anyone at no cost.<br />

Our Mission Statement: The mission of Progressive Education of Children<br />

in the Arts Network, Inc. is to aid and support the development of all<br />

young people into confident human beings through participation in music<br />

and the arts.<br />

Our goals:<br />

To encourage positive development of youth through education in the arts.<br />

To aid the public in accessing the broad range of resources in the arts available<br />

for children including those children at risk or with disabilities.<br />

CAPITAL AREA THERAPEUTIC RIDING ASSOCIATION<br />

CATRA, the Capital Area Therapeutic Riding Association,<br />

located in Grantville, PA, is looking for<br />

volunteers to help with their animal therapy and<br />

horseback riding program. Therapeutic riding<br />

helps children and adults with disabilities achieve<br />

their goals of muscle conditioning, improve balance,<br />

eye-hand coordination and helps the nervous<br />

system find and use undamaged pathways for improved<br />

body functioning. This is done in a fun<br />

setting. Riders enjoy friendships, improve selfesteem<br />

and increase socialization. The exceptional<br />

horses used in this program are gentle, patient and obedient. If you<br />

love horses, or ever wanted to own a horse, this is your chance to care<br />

for, and handle, very special equines. CATRA adds animal therapy as<br />

well with an array of interesting animals such as miniature horses,<br />

goats, dogs that ride the horses, cats, rabbits, guinea pigs, chickens,<br />

ducks, and a pot bellied pig. Scheduling to volunteer at CATRA is set<br />

up at your convenience. You can donate an hour, or a whole afternoon.<br />

Morning or afternoon is available 7 days a week, year round. Animal<br />

care is a never ending reality. For those with a green thumb we need<br />

you too! Flower beds need attention as needed three seasons a year.<br />

THE MANADA CONSERVANCY<br />

The Manada Conservancy is a land trust, created in 1995 by residents of<br />

<strong>East</strong> <strong>Hanover</strong> <strong>Township</strong> and neighboring municipalities who are concerned<br />

about unplanned loss of land in our region to development. It is a<br />

private charitable organization. By working with individuals, private<br />

groups, and local, county and state agencies, the Conservancy seeks ways<br />

to protect a wildlife habitat and preserve open space. It also seeks ways<br />

to help farmers keep their land in agricultural use while maintaining its<br />

financial value.<br />

Land trusts are becoming a widely used method for private and voluntary<br />

preservation of farmland and natural resources, with over forty such organizations<br />

in Pennsylvania alone. The Manada Conservancy is modeled<br />

after other larger or more distant conservancies but its focal point will be<br />

our own communities and the nearby areas with which we are most familiar.<br />

Land trusts protect land by outright purchase and stewardship by working<br />

with government agencies, by purchasing or accepting donations of conservation<br />

easement and development rights, and by creatively working<br />

with property owners who want to preserve the natural resources on their<br />

land. The conservancy can accept land, easements, services and money<br />

as tax deductible donations.<br />

The name “Manada Conservancy” was chosen to signify not only the<br />

geographical area upon which the Conservancy hopes to focus, but also<br />

the importance of waterways, habitat and the rich historical heritage of<br />

the region. The Manada Creek is near the center of the focal area an<br />

feeds into the Swatara Creek. Abundant wildlife can be found along<br />

these waterways as well as evidence of Native American settlements and<br />

other unique historical site, such as the Union Canal.<br />

The Board of Directors is composed of individuals representing <strong>East</strong><br />

<strong>Hanover</strong>, West <strong>Hanover</strong>, South <strong>Hanover</strong>, Hummelstown and Derry<br />

<strong>Township</strong>s in Dauphin County and <strong>East</strong> <strong>Hanover</strong> <strong>Township</strong> in Lebanon<br />

County. The Executive Director is Sally Zaino of <strong>East</strong> <strong>Hanover</strong> <strong>Township</strong>.<br />

LOWER DAUPHIN COMMUNITIES THAT CARE<br />

Lower Dauphin Communities that Care (LDCTC) is a communitybased<br />

non-profit organization established in 2001 to promote healthy<br />

behaviors in youth within the Lower Dauphin School District. Our programs<br />

are designed to increase protective factors and reduce adolescent<br />

problem behaviors like substance abuse and school drop out. Current<br />

programs include:<br />

● Preschool Literacy Outreach, a program providing children’s<br />

books to 1,2,3 and 4 year olds on their birthdays.<br />

● Books on Board, a bookmobile that travels to locations within the<br />

Lower Dauphin School District engaging preschoolers and their<br />

● Big Brothers/Big Sisters, a school-based mentoring program at the<br />

parents and their children, grades 6-8, strengthen their relationships<br />

with each other. Families enjoy a meal together, attend separate<br />

● Raising a Thinking Child, a program that teaches parents of children<br />

how to use a problem-solving approach to discipline through a<br />

series of games the parent and child play together.<br />

Club Ophelia, an after school program that helps girls, grades 3-8,<br />

develop health relationships and improve relationships with other<br />

girls.<br />

● Do The Right Thing, students in grades K-12 are nominated by<br />

teachers and adults for making the right decision. Monthly<br />

awards are presented with suppose from local businesses.<br />

The purpose of the walking group is to promote a healthy lifestyle by<br />

am at selected locations throughout the township. During September<br />

and October participants walked on Wednesdays mornings on trails and<br />

GRANTVILLE VOLUNTEER FIRE COMPANY<br />

The Grantville Volunteer Fire Company is dedicated to<br />

providing fire protection, rescue, fire police, emergency<br />

medical and other support services to <strong>East</strong> <strong>Hanover</strong> <strong>Township</strong><br />

and surrounding areas. The fire company publishes an<br />

annual fire company book and “39er” newsletter to inform<br />

residents of company activities, services and operational statistics.<br />

The Fire Company Book, Carnival, Chicken & Pork Rib Barbecues,<br />

Spaghetti Dinners, Spring Yard Sale, and April & September daily<br />

drawings are some of the fundraising activities needed to operate this<br />

fire company. The company also co-sponsors such community activities<br />

as the Halloween parade and Christmas Tree Lighting program.<br />

The fire company is always in need of emergency response and support<br />

personnel. Residents are invited to join by obtaining an application<br />

from any fire company membership secretary (469-2464) or one of the<br />

officers listed. The cost of membership is $3.00 per year. Youth between<br />

the ages of 16 and 18 are invited to join the Junior Fire Fighter<br />

Program. The fire company meetings are held on the second Thursday<br />

SOUTH CENTRAL EMS RESIDENTS’ MEMBERSHIP<br />

Effective January 1, 2009, all individuals permanently residing<br />

in <strong>East</strong> <strong>Hanover</strong> <strong>Township</strong>, Dauphin County, will receive member<br />

benefits with South Central. Listed below are some of the<br />

key highlights of membership.<br />

The Ambulance Membership covers the patient’s cost for all emergencies.<br />

Medically necessary ambulance services, as allowed under state and federal<br />

laws, within the geographic primary response area of South Central Emergency<br />

Medical Services, Inc., as provided by Dauphin County Emergency Management<br />

Agency.<br />

Membership benefits are only applicable when South Central EMS, Inc.,<br />

is the responding/ transporting emergency medical services, (EMS) unit.<br />

Membership Benefits will not extend to emergency calls that are not<br />

medically necessary. Membership benefits will not extend to nonemergency<br />

transportation by ambulance and/ or wheelchair/ litter van.<br />

South Central EMS, Inc., will be permitted to continue fundraising activities<br />

with residents of <strong>East</strong> <strong>Hanover</strong> <strong>Township</strong>, Dauphin County; including,<br />

but not limited, to an annual fund drive mailing.<br />

The primary geographic emergency response are for South Central Emergency Medical Services Inc.,<br />

includes Lower Paxton, West <strong>Hanover</strong>, <strong>East</strong> <strong>Hanover</strong>, and the northern section of South <strong>Hanover</strong> <strong>Township</strong>s;<br />

as well as the Boroughs of Middletown, Royalton, and Highspire.<br />

EAST HANOVER ELEMENTARY SCHOOL PTO<br />

The Elementary School PTO meetings are held on the 4th Tuesday of every<br />

other month at the <strong>East</strong> <strong>Hanover</strong> Elementary School Library at 5:00 p.m. and<br />

6:30 p.m. This organization presents programs throughout the school year.<br />

Officers are elected annually. Information about the PTO can be obtained by<br />

calling 469-2686. This is a group of parents and teachers who are working to<br />

support our children’s education.<br />

MANESTREAMERS ON TOP<br />

4-H HORSE & PONY CLUB<br />

Manestreamers on Top is a Dauphin County 4-H Horse and Pony Club for<br />

children ages 8 through 18. Meetings are held the first Friday of each<br />

month at the Municipal Building at 7:00 pm. The primary project are is<br />

horses. Horse ownership is not required. Members include therapeutic<br />

riders. Other 4-H projects are also worked on.<br />

CHILDREN’S WHEELCHAIR DANCE WORKSHOP<br />

The Children’s Wheelchair Dance Workshop teaches a variety of dance<br />

forms to children with disabilities. Each child is paired with an assistant<br />

and together a whole new kind of dance is created. This program has been<br />

extremely successful and children return year after year to participate. The<br />

Children’s Wheelchair Dance Workshop is a great opportunity for children<br />

to enjoy a leisure activity that they might never have thought possible.<br />

Dancing is a great way for the children to express themselves artistically,<br />

gain confidence, exercise and socialize with other children in chairs. The<br />

Wheelchair Dancers meet on Friday nights from 5:00 p.m. to 6:00 p.m. at<br />

the <strong>East</strong> <strong>Hanover</strong> <strong>Township</strong> Building in Grantville. Classes are held weekly<br />

from September through July with the dancers performing in the Celebration<br />

of Children, a variety show held at the Forum.<br />

writer, Lev Grossman, will be the keynote speaker at<br />

its <strong>2013</strong> Light the Way to Learn Awards Banquet. Lev<br />

Grossman is a senior writer at Time Magazine as both<br />

the book critic and lead technology writer. His book, The Magicians earned<br />

a rare combination of popular and critical acclaim -- it debuted at #8 on the<br />

New York Times bestseller list and was one of the New Yorker's best books<br />

EAST HANOVER LIONS CLUB<br />

Business meetings are held the second Tuesday of<br />

each month at 6:30 pm in the <strong>East</strong> <strong>Hanover</strong> <strong>Township</strong><br />

Building. Dinner meetings are the fourth Tuesday of<br />

each month at 6:30 pm at the VFW. The Lions Club<br />

sponsors/participates in various community service<br />

activities: in cooperation with Lions International.<br />

<strong>East</strong> <strong>Hanover</strong> Lions Jonas J. Walmer Scholarship of<br />

$1,000 to one senior from each of <strong>East</strong> <strong>Hanover</strong> Dauphin and Lebanon<br />

Counties; Awards a top Elementary School Student each marking period<br />

from <strong>East</strong> <strong>Hanover</strong> <strong>Township</strong>, Dauphin County and Lebanon County.<br />

They receive $50.00 cash. Baseball teams from <strong>East</strong> <strong>Hanover</strong> Dauphin<br />

and Lebanon Counties; supports the <strong>East</strong> <strong>Hanover</strong> Youth Football Association;<br />

and members volunteer at the Grantville Volunteer Fire Co. carnival.<br />

Collection boxes are placed within the community for collection of<br />

used eyeglasses/hearing aids. Aluminum tabs, magazines, catalogues and<br />

any type of glossy paper are collected and given to the Ronald McDonald<br />

House. Fundraisers include a 50/50 Spring Raffle, working Hershey<br />

Park, food sales to a group of square dancers in March and again at Park<br />

Day in September. The Lions Club has available to residents the use of<br />

crutches, canes, walkers, beds and wheelchairs. Contact a member if you<br />

are in need of any of these items. The Lion’s Club purchases clothing for<br />

needy children. The Lions Club is always seeking new members. For<br />

GRANTVILLE NURSERY SCHOOL<br />

The Grantville nursery School, a mission of<br />

Faith United Church of Christ, has been operating<br />

since 1974. The program provides the<br />

young children of the community with the<br />

opportunity to learn about themselves, other<br />

people and the world around them. The<br />

School also seeks to help the children grow<br />

and develop in their relationships with others<br />

through play, art, music, stories and conversations. While the program<br />

introduces children to academics, the emphasis is on the development<br />

of confidence, competence, cooperation, socialization, listening and self<br />

esteem. Classes are offered to 3-4 year olds two days a week and 4-5<br />

year olds three days a week. Both morning and afternoon classes are<br />

<strong>East</strong> <strong>Hanover</strong> <strong>Township</strong> is located in the northeastern corner of the<br />

Lower Dauphin School District, bordering Lebanon County. As one of<br />

our more rural townships, the <strong>East</strong> <strong>Hanover</strong> Elementary School serves<br />

as the focal point for many community events.<br />

<strong>East</strong> <strong>Hanover</strong> <strong>Township</strong> is Lower Dauphin's largest municipality<br />

and <strong>East</strong> <strong>Hanover</strong> Elementary School is one of the district's larger elementary<br />

schools, with about 380 students.<br />

The district's average elementary class size is 21 students.<br />

School hours are from 9 am to 3:30 pm.<br />

Office hours are from 8 am to 4:30 pm.<br />

We offer morning kindergarten from 9-11:45 am and afternoon kindergarten<br />

from 12:45-3:30 pm. In the event of a snow delay, a modified<br />

kindergarten schedule may be required. The schedule for modified kindergarten<br />

is as follows: morning kindergarten - 11 am to 12:45<br />

pm; afternoon kindergarten - 1:45 pm to 3:30 pm.<br />
