AGE RESTRICTIONS<br />

Except for in an emergency, no individual under the age of thirteen (13) shall operate a<br />

PWC. Nor shall any individual under the age of seven (7) be a passenger on a PWC<br />

unless said PWC is, at that time, being operated by that individual’s parent or legal<br />

guardian. An owner shall not authorize or knowingly permit the owner’s PWC to be<br />

operated in violation of this section.<br />

7.6.6 Section VI<br />

TIME RESTRICTIONS<br />

Except for in an emergency, no person shall operate a PWC after seven (7) p.m. or<br />

before six (6) a.m.<br />

7.6.7 Section VII<br />

LOCALE RESTRICTIONS<br />

The Governor shall designate buoyed areas in which PWC use is permitted. These<br />

areas shall be known as “Water Sport Zones”. A PWC shall not be operated outside of a<br />

designated Water Sport Zone unless it is being operated at an idle speed or is headed<br />

toward the nearest Water Sport Zone or from one Water Sport Zone to another. When<br />

heading from shore to the nearest Water Sport Zone or from one Water Sport Zone to<br />

another, an operator must proceed thereto via the best available channel.<br />

Notwithstanding anything herein to the contrary, PWC operation, even at idle speed, is<br />

prohibited among and within one hundred (100) meters of the Rock Islands, and within<br />

any Rock Island bay and the state’s commercial port area.<br />

There will initially be four (4) Water Sport Zones. The Governor may designate<br />

additional areas as he determines necessary.<br />

Water Sport Zones<br />

The four (4) initial Water Sport Zones will be located at:<br />

a) the Koror side of the Renrak waiting house<br />

b) the Meyuns old Skozyo sea plane ramp,<br />

c) the deep-water lagoon at the northern end of the Llebuchel Channel (between<br />

Echang and Uchulangas).<br />

d) the T-dock west ramp at Arkemais, and at Station Harbor,<br />

The Water Sport Zones’ water surface size and perimeter will be determined by the<br />

Governor. The placement of these initial Water Sport Zones has been approved by the<br />

Koror State Department of Conservation and Law Enforcement because the locations<br />

are, in the Department’s estimation, unlikely to be degraded by noise and water pollution<br />

(as they are already impacted by human activity), are not in ecologically sensitive areas,<br />

have good water circulation (which enables the flushing of any discharged oil and fuel),<br />

and are largely open (thus dissipating PWC noise). Further, these areas have<br />

established land entry points (i.e., docks), provide deepwater access and have the<br />

generally calm waters suitable for PWC operation.<br />
