7.5.5 Emergency Information<br />
a) Be familiar with white sandy holes in the area.<br />
b) Using a donforth anchor type only. Lower the anchor into the sand<br />
by watching the anchor all the way down to the bottom. Boat<br />
captain should keep vessel positioned directly over the sand hole<br />
until his anchor reaches the bottom.<br />
c) Once the anchor reaches the bottom, the captain/boat operator<br />
may back his boat slowly in order to set out line.<br />
d) If diving, Dive Master should descend down on the anchor line<br />
and check position and security before continuing on the dive.<br />
Rough weather at sea / crossing the reef<br />
a) Close all watertight and weather tight doors, hatches and air ports to prevent<br />
taking water aboard.<br />
b) Keep bilges dry to prevent loss of stability due to water in bilges.<br />
c) Keep passengers seated and evenly distributed. Have passengers put on life<br />
preservers.<br />
d) If assistance is needed, call over radio or telephone to your respective main<br />
office, the local authority (Koror State Rangers ph # 488-2150 or VHF Channel 5<br />
International). If you have a serious emergency call the National Emergency<br />
Office (NEMO) and the Bureau of Public Safety.<br />
e) Give instructions to passengers concerning leaving the boat, staying together,<br />
and listening for instruction.<br />
Man overboard<br />
a) Post a lookout person to keep the people overboard in sight at all times.<br />
b) Throw a ring buoy/float overboard as close to the person as possible.<br />
c) Maneuver the boat to pick up the person in the water.<br />
d) If a person is not immediately located notify Local Authority (Koror State Rangers<br />
and National Police) and other boat/vessels in vicinity by radio.<br />
e) Continue the search until released by Authority.<br />
Fire at Sea<br />
a) Cut off air supply to the fire, close hatches, ports, doors, ventilation etc.<br />
b) Immediately use portable fire extinguisher at the base of flames for inflammable<br />
liquid or grease fires or water for fire of ordinary combustible materials.<br />
c) If fire is in the machinery space, shut off fuel supply and ventilations.<br />
d) Maneuver boat/vessel to minimize effect of wind and fire.<br />
e) If unable to control fire, immediately notify the Fire Department and Koror State<br />
Rangers and other boats in the vicinity by radio (VHF Channel 5 International).<br />
f) Move passengers away from fire, have them put on life preservers and if<br />
necessary, be prepared to abandon boat/ship.<br />
