7.5 <strong>KOROR</strong> <strong>STATE</strong> WATER SAFETY REGULATIONS<br />
(Koror State Department of Conservation and Law Enforcement)<br />
effective as of October 1, 1995<br />
7.5.1 Diving<br />
1. Assure the safety of all participants<br />
2. Maintain a level of professional competence equal to the standard established by<br />
Koror State Government.<br />
3. Any boat taking customers out for scuba-diving or snorkeling and deep sea<br />
fishing must be equipped with : a first aid kit, a VHF 2-way radio, dive flag/float<br />
line and flotation devices (one piece per person aboard). Although not required<br />
by law, the DAN Emergency Handbook and an oxygen kit should also be brought<br />
on every tour.<br />
4. The red/white or blue/white dive flags must be flown when in-water activities are<br />
in progress, and all white flags when fishing activities are in progress. At all other<br />
times, flags must be rolled or taken down.<br />
5. Boats involved in night diving/ fishing activities must have adequate boat marker<br />
lights above water and an in-water working strobe marker.<br />
6. Maximum depth for sports divers is 100ft.<br />
7. Required in-water Dive Master: Customer ratio is 1:10<br />
8. No spear guns or spear fishing activities shall be allowed when scuba divers are<br />
aboard.<br />
9. In addition, taking any type of marine life, dead or alive, is strictly prohibited when<br />
engaged in scuba diving activities.<br />
10. Working as a Dive Master, you must have required training and current<br />
certification.<br />
11. Boat handlers/safety personnel must have current certification in CPR, training in<br />
First Aid and Rescue procedures.<br />
12. Divers must present a certification card or positive proof of such certification<br />
before they are allowed to dive.<br />
13. Extreme caution is required when approaching a dive site with divers in the<br />
water.<br />
14. All shore divers are required to have a dive float/flag in the water. Shore divers<br />
should be informed of the Koror State Conservation laws and regulations.<br />
7.5.2 Dockside Preparation Prior to Departure<br />
Good communication with your passengers with respect to the safety of the dive or<br />
snorkel trip and a feeling of trust in the boat operation must be given to the guests prior<br />
to departing to the dive site.<br />
1. Greet guests – help passengers aboard and ensure everyone is given<br />
instructions and space for their personal equipment.<br />
2. Roll Call – require all dive operators to maintain records of passenger<br />
information and dive profiles.<br />
3. Welcome aboard introduction – boat captain should provide comprehensive<br />
instructions for the safety and comfort of the passengers.<br />
4. Explain features of the boat – where everything is located and the proper<br />
disposal of waste products.<br />
