تهدف هذه الوقة إلى بيان أهمية نظام ضمان الجودة
في تعزيز النزاهة العلمية والوقاية من الفساد في البحث
العلمي،‏ باعتبار أن نظام ضمان الجودة أحد األدوات المهمة
للوقاية من الفساد ومجابهته،‏ من خال اآلليات والمعايير
التي تضمن جودة البحث ونزاهته وتعطي بدورها مؤشرات
استباقية تنذر بأهمية وجود معايير وضوابط يجب العمل
عليها والوفاء بمتطلباتها،‏ ومن أهم مكونات نظام ضمان
الجودة التي تسهم في الوقاية من الفساد في مجال
البحث العلمي تتمثل في المعايير واإلجراءات المتعلقة ب
النزاهة العلمية وحوكمة نظام العمل وعمليات التقييم
والتدقيق الداخلي والخارجي،‏ وكذلك التأكد أن مخرجات
البحث المتوقعة يتم الوفاء بها من خال أنشطة البحث.‏
ويتطلب قيام شراكات بحثية نوعية بين الجامعات
توافر بنية تحتية من النظم والمعايير تركز على الجودة
والنزاهة العلمية لدى الطرفين،‏ وضعف معايير النزاهة
العلمية لدى أي طرف من األطراف سيسهم في السماح
للفساد أن يجد بيئة مائمة للنمو مؤثرًا بذلك على
مخرجات البحث العلمي وسمعة المؤسسة البحثية التي
قد تعيق عقد شراكات بحثية نوعية .
مقدمة
إن دخول اإلنسانية عصر المعرفة وما أتسم به من
سرعة التغير في المعرفة وسهولة انتقال األفراد واألموال
وسهولة الحصول على المعرفة من مصادر متعددة،‏ أدى إلى
تنامي القلق حيال مسائل مهمة في حياتنا المعاصرة من
أهمها:‏ " النزاهة"‏ و ‏"الشفافية"،‏ وأصبح السؤال شائع وذائع
عن الفضاء المعرفي المفتوح،‏ وعن سبل حماية الحقوق
