New Goals
reetings from the southwest
corner of Virginia! I
hope that each of you had
a wonderful holiday season
with family and friends, and that you are
enjoying the New Year to its fullest. I’m
not a big New Year resolution person, but
I always enjoy taking time in January to
jot down an annual plan that outlines my
personal goals for the year. Then, as the
year progresses, I review my outline to
ensure I am meeting those goals. This can
be especially helpful during those times
when I feel like the job pressure is closing
in around me and I’m just not getting
anything done. Reviewing the successes
to that point in the year can be enough to
lift my spirits and give me encouragement
to work through the difficulties of the job. If
you don’t do something similar to this, try
it. You’ll be surprised at how helpful and
encouraging it can be.
The VWEA board has been very busy
since the last edition of The Conduit.
The annual VWEA Leadership Seminar
was held in Glen Allen, a full-day training
event with close to 50 participants from
the VWEA leadership. I want to extend my
thanks to AECOM, one of our corporate
sponsors, for providing a venue to the
association for this meeting. One of the
purposes of the Leadership Seminar
is to initiate the budget process for the
numerous VWEA committees. Thanks
to the efforts of the leadership on those
committees, the board was able to adopt
the 2013 budget at its December 2012
meeting. The board also approved a
new corporate sponsorship program for
2013, with 50 percent of all corporate
sponsorship revenue going directly to the
VWEA scholarship fund. This is a giant
step forward for the association, as we
look to make this fund self-sustaining in
the future. If you would like to make a
contribution to this fund, even if you’re not
a corporate sponsor, please contact our
association administrator to find out how
to do so. Finally, the board also adopted
an updated strategic plan for 2013
through 2017, which was the culmination
of significant effort by the board and our
facilitators over the past year.
Have you visited the VWEA website
lately? If not, please do so, as you will find
a revamped format that makes navigation
much easier. In addition, the website is
an excellent resource to keep up with the
many offerings and activities of the Association.
Many webinars, regional activities,
young professional activities, as well as
seminars and conferences are already well
into the planning stages. The always successful
Industrial Waste and Pretreatment
Seminar, Education Committee Seminar
and Lab Practices Workshop and Seminar
are all progressing very nicely. Additionally,
the newer Stormwater Committee, which
developed a hugely successful seminar
last year, as well as the Operations Committee,
are once again putting together
what promises to be excellent events for
this year. Please take the opportunity to
peruse the website and see what’s new
for VWEA in 2013 and plan your calendar
accordingly. Also, don’t forget to find
VWEA on Facebook and “like” us to keep
up with the latest activities.
Well, as in other years, 2013 is shaping
up to be a busy and beneficial year
for the membership. To all those who are
volunteering on committees to make all of
these events happen, please accept my
heartfelt thanks for your tireless efforts. If
you are not involved in one of these committees
but would like to be more involved,
please contact me or any other committee
or board member to let us know of your
desire. It is my privilege to serve as your
president, and I look forward to working
with the membership on all the various
initiatives that serve our organization so
well. Together, we can make a difference
for VWEA in 2013!
6 The Conduit – Winter 2013

From Your Administrator
Kathy Rabalais
Building on Success
2012 was an impressive year for VWEA.
Many new initiatives began and others were
expanded upon. A few highlights from the
year include:
• Expansion of the scholarship program –
VWEA formed a Scholarship Committee,
increased the number of scholarships
and the award amounts given.
• Operators Conference – A two-day
conference was offered in Roanoke with
a focus on operations education in conjunction
with the Operations Challenge
Competition.
• Creation of the Stormwater Committee –
A spring seminar was held along with
four lunch-and-learns across the state.
• Improved communication – Accomplishments
include a modernized,
continuously updated website, improved
Conduit magazine, monthly e-newsletter,
usage of social media, and file sharing
site for committee members.
We hope to have continued success
in 2013 by enhancing opportunities for
our members. We have expanded our
sponsorship program to add benefits
to our sponsors. Plans are in the works
to honor and thank our committee
leadership. Working with our friends at
VA AWWA, we are investing in upgraded
bar code scanners to provide efficiency at
conferences, seminars, and workshops.
In an effort to increase membership and
involvement of students, VWEA now pays
the WEF student membership fee, and
we also offer free attendance at all of our
conferences.
VWEA is striving to enrich membership
on all levels. If you have an idea about how
to improve membership at VWEA, please
contact Kathy Rabalais at admin@vwea.org.
We are always listening!
For clean, safe drinking
water, prevention is still
the best medicine.
Granular Activated Carbon (GAC) removes Naturally Occurring Matter
(NOM) before it can react with disinfectant chemicals such as chlorine
and chloramine to form harmful Disinfection By-Products (DBPs) during
the disinfection process.
Why treat a
you can prevent it
from occurring
at all?
At the same time, GAC also:
• Removes unpleasant tastes, odors, and colors
• Removes many endocrine-disrupting compounds (CECs) and
Preventing
Slips,
Trips,
& Falls
Almost one in every five work-related
injuries results from a slip, trip or fall.
Falls kill more than 12,000 people a
year, about 1,200 of them at work.
That makes them the biggest cause of workplace
fatalities after motor vehicle accidents.
Slips, trips, and falls, whether on or off the
job, are expensive, disruptive, painful, and
may be tragic.
There are many situations that can cause
slips, trips, and falls. Most slip, trip, and fall
injuries can be prevented by eliminating
workplace hazards and by behavior modification:
people taking the proper action to
work safely.
What you can do to
prevent slips, trips,
and falls
Wear footwear that is appropriate for
the conditions inside and outside. On
smooth or wet surfaces, wear slip-resistant
soles. Avoid wearing high heels on
snowy, icy, and rainy days; wear boots
to work and change after arriving.
Clean footwear of mud, snow, etc.
when entering a building.
Be aware of changes in elevation
and changes in walking surfaces.
When moving from carpet to tile
or dry tile to wet tile, etc. the
friction (grip) between the sole
of the shoe and the floor surface
lessens. Alter your stride to take
shorter, slower steps.
10 The Conduit – Winter 2013

“Most slip, trip, and fall injuries can be prevented by
eliminating workplace hazards and by behavior modification:
people taking the proper action to work safely.”
Walk, don’t run, through work areas.
When possible, stay on marked
travel aisles and paths. Don’t take
shortcuts around machinery and
equipment.
Avoid areas that are cluttered or
dimly lit.
When carrying a load, make sure
you can see over and around it.
Scan the area ahead and plan your
travel path. Get help to carry heavy
or awkward objects. Use carts or
other mechanical aids.
Clean up, correct, remove or report
unsafe conditions such as spills,
electric cords, frayed carpets,
worn stairs and other hazards that
could result in a slip/trip/fall injury.
Warn others that a hazard exists
by placing signs or cones or by
isolating with caution tape
or barricades.
Do not allow equipment, tools,
materials or other obstacles to
accumulate in aisles or walkways.
Never store or place items on stairs.
Keep desk and file cabinet drawers
closed when not being used or
when unattended.
Always use a ladder or step stool.
Never stand on a chair, desk, shelf,
crate or box or any other unstable
items to reach something. If you
must routinely reach items in high
locations, purchase a ladder or
steps to allow it to be safely done.
Walk erect using even strides and
good balance. Always use handrails
when available.
Winter 2013 – The Conduit
11

Use three-point positioning
when entering or exiting trucks,
equipment, or construction vehicles.
Maintain three points of attachment
at all times; both hands and one foot
or both feet and one hand. Enter
and exit equipment facing it. Use all
of the steps; never jump.
Maintain floors clean, free of
water, oil or grease. Areas such as
mechanics bays may be periodically
steam cleaned. Tiled floors such
as in kitchens that have been worn
or filled smooth can be etched to
restore a rougher surface.
Apply non-slip surfacing such as
adhesive backed sheets, anti-slip
paint, open-spaced grates or mats
to ramps, docks, platforms or
stairways recognized as hazardous.
Paint edges where elevation
changes occur with caution
yellow paint. Post signs to warn of
dangerous areas.
During winter months remove snow
and ice and apply sand and salt
before employees come to work
and frequently thereafter. Note areas
that drain poorly, retain snow, or
are habitually slippery, and initiate
permanent changes (engineer out)
to eliminate the hazard.
Conduct periodic inspections of the
property and grounds to identify and
correct slip, trip and fall hazards.
Consider hazards to employees and
possible liability exposures for the
public. Review interior and exterior
walkways, stairs, handrails, pavement
conditions, parking areas, lighting
and all other hazards mentioned in
this bulletin.
Be pro-active! Get involved. Eliminate slip,
trip, and fall injuries.
Stockholm Junior Water Prize Seeking Judges
As most of you probably know,
VWEA is responsible for
organizing the Stockholm
Junior Water Prize (SJWP)
competition in Virginia. SJWP is one of the
most prestigious science competitions
for high school students in the world. A
high school student (grade 9-12) with a
water-related science project is qualified
to participate in SJWP. The competition
consists of four levels: regional, state,
national, and international. VWEA is
awarding students on the regional and
state level.
VWEA volunteers judge for SJWP
at regional high school science fairs all
over the Commonwealth, and give out
SJWP regional award certificates to the
best water-related projects. VWEA also
encourages the winning students to
continue their research and interest in
water-related issues by giving monetary
awards. Most of the relevant science
projects touch on many of today’s
toughest water challenges and showcase
some amazing research.
We are looking for volunteers who
are willing to judge at the science fairs
this spring. A list of the science fairs
are provided below. Past volunteers
can testify that it is very inspiring to
volunteer as a judge. The students are
very knowledgeable and enthusiastic,
and they are (in a few years) prospective
candidates for the water and wastewater
job market.
EnvisionTM
Sustainable Infrastructure
Rating System for
Water Infrastructure
Denise Nelson, PE, LEED AP, ENV SP, Greeley and Hansen, Richmond, Virginia
Leadership in Energy and Environmental
Design (LEED) by the USGBC and Green
Globes by GGI are certifications for green
buildings that rely heavily on the comfort of a
building’s inhabitants. Sustainably designed
water services buildings, such as pump
stations and treatment plants, can only get
LEED or Green Globes certification if they
include office space for staff. Unmanned
facilities, such as tanks, filter buildings, or
small pump stations, don’t qualify. Also, linear
infrastructure, such as the assets in collection
or distribution systems, doesn’t qualify.
Envision TM was designed to recognize these
types of projects for their achievements as
sustainable infrastructure.
The Institute for Sustainable Infrastructure
(ISI), a 501(c)(3) organization established
to develop and maintain Envision TM ,
was founded by the world’s leading public
works, engineering, and infrastructure
organizations: the American Council of
Winter 2013 – The Conduit
17

18 The Conduit – Winter 2013
Engineering Companies (ACEC), the
American Public Works Association (APWA),
and the American Society of Civil Engineers
(ASCE). Early collaboration with the Zofnass
Program for Sustainable Infrastructure at the
Harvard Graduate School of Design helped
shape the system. Since then, the American
Water Works Association (AWWA) and other
professional societies have joined ISI to
support Envision TM .
The new sustainable infrastructure rating
system evaluates, grades, and gives recognition
to infrastructure projects that provide
progress and contributions for a sustainable
future. Its purpose is to foster a necessary
and dramatic improvement in the performance
and resiliency of physical infrastructure
across the full dimensions of sustainability:
economic, social and environmental.
“Designers, infrastructure decision-makers,
and the public currently face a proliferation
of sustainability rating tools, most of which
focus on the performance of a particular
infrastructure element, rather than its contribution
to the system in which it resides,”
said ISI Executive Director William Bertera.
To focus on this, Envision TM takes a new
tack by establishing a holistic framework for
evaluating and rating infrastructure projects
against the needs and values of the

The Envision TM Sustainable Infrastructure Rating System evaluates projects against 60 credits organized in these five categories: Quality of Life, Leadership, Resource
Allocation, Natural World, and Climate and Risk.
community; ensuring that the true sustainability
of tomorrow’s infrastructure is
addressed by considering the entire life cycle
of projects at a systems level. “Envision TM not
only asks, ‘Did we do the project right?’ but
also questions ‘Did we do the right project?,’ ”
said Paul Zofnass, the founder of the Zofnass
Program for Sustainable Infrastructure at
the Harvard University Graduate School of
Design. “The purpose of Envision TM is to initiate
a systemic change, which improves not
only project performance, but the mindsets
of designers, project owners, and decision
makers; to transform the way infrastructure
is designed, built, and operated.”
In addition, Envision TM raises the bar on
sustainability performance by recognizing
efforts that replenish and restore natural
resources and ecosystems, and evaluating
infrastructure throughout its full life, with
ratings for design and planning currently
available and construction, operations, and
decommissioning in development. Within
each phase, sustainability objectives are
summarized in 60 credits organized in five
categories: Quality of Life, Leadership,
Resource Allocation, Natural World, and
Climate and Risk. By meeting objectives
within a credit, projects earn points toward
their rating score. The achievement of points
within the credit is scaled in the five categories
to ensure all efforts to achieve sustainability
are rewarded proportionally. Projects
are recognized with a Bronze, Gold, Silver,
or Platinum Award. Project certification
became available in September 2012.
Sustainability professionals can become
accredited users of the Envision TM tool
by successful completion of training and
testing. To date, over 150 professionals
have achieved accreditation as Envision TM
Sustainability Professionals (designated by
the initials ENV SP) including professionals
in Virginia. Fully 20% of the professionals
enrolled in the Envision TM credentialing
program work for federal, state, and local
government agencies.
The Institute for Sustainable Infrastructure
launched athe sustainable infrastructure rating
system Envision TM in September.
This rain garden was one of the sustainability features of the City of Richmond Green Schools Green
Infrastructure project that is available as an Envision TM case study at ISI’s website.
Envision TM Verifiers are the backbone of
ISI’s project certification providing independent,
third-party confirmation of project
sustainability. The first class of Envision TM
Sustainable Rating System Verifiers was
comprised of 35 engineers, water and
wastewater professionals, urban planners,
and infrastructure industry leaders (including
professionals in Virginia).
ISI offers membership opportunities
to promote the involvement of industry
professionals in developing the Envision TM
tools. Public sector membership in ISI
continues to grow. Currently, 400 professional
managers at all levels of government,
representing service areas covering over 45
million Americans, are represented on the ISI
membership rolls (including professionals in
Virginia). Membership in ISI is free to full-time
government employees and academics and
provides substantial price considerations for
ISI training and credentialing courses as well
as full access to the Envision TM rating system
and guidance documents.
Information on project certification
(including access to the web-based rating
system), professional accreditation (including
a list of accredited professionals), and
membership is available on the ISI website
(www.sustainableinfrastructure.org). There
is also a blog with case studies of projects
evaluated using Envision TM .
The VWEA Sustainability Committee is
planning a seminar on Envision TM for late
winter in central Virginia. Keep an eye on
1) Develop a site-specific James River blooms that are primarily comprised
water quality modeling framework
of cyanobacteria (blue-green algae).
2) Re-assess attainability of the chlorophyll-a Conversely, the lower estuary experience
standard
episodic bloom events that are primarily
Study
comprised of dinoflagellates and can
be triggered by various environmental
stimuli. Key questions to be answered
by the study are:
• Where/when/why do algal blooms
occur?
• What are the deleterious effects of
algal blooms?
• How can we quantify linkages
between nutrient loads, water quality
indicators, and algal bloom metrics?
26 The Conduit – Winter 2013

The tidal freshwater portions of the James
River estuary are known to experience chronic
summertime algal blooms that are primarily
comprised of cyanobacteria (blue-green algae).
To achieve the study goals and answer the
key questions, DEQ established a Science
Advisory Panel (SAP) in 2011. Panel
members were selected from a broad array
of expertise including engineers, modelers,
and scientists from Virginia’s academic
and research institutions. Representatives
include scientists from Virginia Commonwealth
University (VCU), Old Dominion
University (ODU), Virginia Institute of Marine
Science (VIMS), Virginia Tech, University of
Virginia, USEPA, Interstate Commission for
the Potomac River Basin, Hampton Roads
Sanitation District (HRSD), and the Virginia
Association of Municipal Wastewater Agencies
(VAMWA). VCU is assisting DEQ in
managing the project with Dr. Paul Bukaveckas
as the panel leader.
The SAP submitted a work plan in
November 2011 that included the following
components:
1) Additional data collection and further
evaluation of the model to assess existing
chlorophyll-a standards for the tidal
James River.
2) Additional data collection to charac-
terize the occurrence of blooms, and
special studies to establish quantitative
linkages between algal blooms and
designated uses.
3) Review and enhancement of the modeling
capabilities to allow accurate assessment
of designated use attainment
under various nutrient-loading scenarios.
Winter 2013 – The Conduit
27

The modeling team is
currently conducting model
review and selection that
will address watershed
loading, hydrodynamics,
and water quality.
The data collection and model development
will be conducted over three years
(2012-2014). As planned data collection
and river monitoring began in 2012. VCU
is leading the monitoring efforts in the
upper estuary, which consist of expanded
monitoring for chlorophyll and phytoplankton,
algal bioassay and grazing experiments,
and monitoring of algal toxins in
water, sediment and biota. VIMS, ODU,
and HRSD are cooperating on monitoring
activities in the lower estuary, which
include DATAFLOW cruises and testing of
bloom toxicity.
DEQ has also retained a modeling
project team composed of experts from
Chesapeake Environmental Communications,
VIMS, HDR/HydroQual, TetraTech,
ODU, UNC, and VCU. The modeling team
is currently conducting model review and
selection that will address watershed
loading, hydrodynamics, and water quality.
The modeling team is also beginning to
discuss model application of the data
acquisition and empirical data analyses.
The modeling work is scheduled for
completion in 2014.
A Stakeholders’ Advisory Group
(SAG) was organized to inform affected
parties throughout the Study process
and provide the opportunity for input and
further assist staff in the development of
amendments to the water quality standards
regulation should that be deemed
necessary. SAG members include both
the regulated community and environmental
groups so their positions can be
fully exercised. If regulatory changes are
proposed, then a Regulatory Advisory
Panel will be formed.
The study is scheduled for completion
in 2017. After monitoring and modeling
are completed in 2014, a review of
the SAP’s recommendations will be
conducted in 2015. In 2016, DEQ will
develop a regulatory proposal, if needed,
with completion of the regulatory review
and Phase III WIP in 2018. The Phase
III WIP is expected to set out the final
nutrient reduction requirements for the
James River.
is pleased to announce
the 2013 Student Design
Competition. We have changed the
format this year. The teams can now
pick their own design problem. See
the guideline package located on the
VWEA website for more information.
The student design competition is
based on a design problem relating to
the wastewater field. The competition
consists of two parts: a written submittal
and a presentation which will take
place at the Education Conference in
Richmond.
This competition asks teams of
VWEA student members to design
and present a project meeting the
requirements of a problem statement
that they have worked on together as
a team. This competition is intended
for both undergraduate and graduate
students of Virginia universities, typically
completing a capstone project. The
scope and extent of the project should
be at the level of a senior or graduate
engineering/science student in a design
or capstone course. Students may use
whatever references or resources they
choose and are expected to perform the
necessary calculations for the project.
Our concern for the environment
is more than just talk
As we continue to deliver valuable information through the pages of this magazine, in a
printed format that is appealing, reader-friendly and not lost in the proliferation of electronic
messages that are bombarding our senses, we are also well aware of the need to be respectful
of our environment. That is why we are committed to publishing the magazine in the most
environmentally-friendly process possible. Here is what we mean:
• We use lighter publication stock that consists of
recycled paper. This paper has been certified to meet
the environmental and social standards of the Forest
Stewardship Council ® (FSC ® ) and comes from responsibly
managed forests, and verified recycled sources making this
a RENEWABLE and SUSTAINABLE resource.
• Our computer-to-plate technology reduces the amount of
chemistry required to create plates for the printing process.
The resulting chemistry is neutralized to the extent that it can
be safely discharged to the drain.
• We use vegetable oil-based inks to print the magazine.
This means that we are not using resource-depleting
petroleum-based ink products and that the subsequent
recycling of the paper in this magazine is much more
environment friendly.
• During the printing process, we use a solvent recycling
system that separates the water from the recovered
solvents and leaves only about 5% residue. This results in
reduced solvent usage, handling and hazardous hauling.
• We ensure that an efficient recycling program is
used for all printing plates and all waste paper.
• Within the pages of each issue, we actively
encourage our readers to REUSE and RECYCLE.
• In order to reduce our carbon footprint on the planet,
we utilize a carbon offset program in conjunction with
any air travel we undertake related to our publishing
responsibilities for the magazine.
So enjoy this magazine...and keep thinking green.
