a) the differences in gender vulnerabilities, capacities and responses;
b) awareness and capacity building of community members, groups and institutions;
c) coordination and collaboration between and amongst other stakeholders and actors,
particularly local governance entities;
d) hazard and risk assessments done with the communities;
e) early warning systems particularly for flooding and drought (See “Early warning, early
Action, IFRCS);
f) implementation arrangements at the level of the community as captured in the
community disaster risk reduction plan;
g) community adaptation projects that propose practical and achievable actions to prevent
or reduce the effect of disasters;
h) monitoring and evaluation of projects that build community adaptive capacity and
reduce vulnerability.
6.2 Programme components
a) Conduct of a vulnerability and capacity assessment, including elements which should be
part of any community intervention (e.g. stakeholder analysis; baseline data collection;
community mobilisation; participatory analysis and prioritisation of problems, participatory
analysis of relevant capacities and assets; livelihood assessment) as well as the specific
analysis of risk factors and vulnerability to disasters and climate change. It is suggested that
this be based on the tried and tested methodologies outlined in the suite of IFRC VCA
assessment materials and/or the Caribsave methodology.
b) Capacity building of community members in disaster risk reduction and
preparedness, including building resilience to climate change, based on the revised
CDEMA Disaster Preparedness Training Manual, which will include the following
components currently under development:
o Module on Climate Change Adaption; and
o accompanying Participant’s and Trainer’s Handbooks;
o accompanying audiovisual materials.
c) Capacity building of community members in disaster response and recovery to
improve community-level first responder capacity and ensure seamless articulation with the
national disaster management mechanism and strategy.
d) Capacity building of community members in public education and awareness and
lobbying and advocacy, based on the techniques outlined in the Module on Climate Change
Adaptation.
e) Development of community-based public education and awareness campaigns that
draw on the creative talent and traditional knowledge of community members.
f) Capacity building of lead community-based organisations in core aspects of good
governance and effective organisational management including:
o strategic visioning and planning;
o developing and maintaining effective CSO governance structures;
o financial planning and management;
