The <strong>CDEMA</strong> Coordinating Unit (CU) is inviting applications for the post of <strong>Programme</strong> <strong>Officer</strong>, <strong>Response</strong> &<br />
<strong>Recovery</strong> (PORR). The PORR will be required to provide technical support to the Agency’s response and<br />
recovery programme.<br />

Merit Criteria:<br />
1.0 Qualifications and Experience<br />
1.1 A Bachelors Degree in Earth Sciences or Environment Planning, Disaster Management,<br />
Physical Sciences or related discipline<br />
1.2 A minimum of three (3) years experience in disaster management or working in a related<br />
institution in the areas associated with the position<br />
1.3 Demonstrated experience in the development of project proposals<br />
1.4 Experience in disaster recovery and response programmes at the country level would be an<br />
asset<br />
1.5 Experience or training in logistics desirable<br />
1.6 Fluency in French, French Creole or Papiamento desirable<br />
2.0 KNOWLEDGE, SKILLS AND ABILITIES<br />
2.1 Knowledge of disaster and/or post-disaster settings
2.2 Knowledge of project management<br />
2.3 Knowledge of disaster management issues in the Caribbean<br />
2.4 Knowledge of Logistics<br />

JOB DESCRIPTION<br />

1. FUNCTIONAL RELATIONSHIPS<br />
Works under the direction of the <strong>Programme</strong> Manager, <strong>Response</strong> & <strong>Recovery</strong> (PMRR), collaborates<br />
with the Mitigation and Preparedness Unit and other staff of the Disaster Management Division.<br />
2. SUMMARY<br />
The <strong>Programme</strong> <strong>Officer</strong>, <strong>Response</strong> and <strong>Recovery</strong> (PORR) will be required to provide technical support<br />
to the Agency’s response and recovery programme.<br />
3. DUTIES AND RESPONSIBILITIES<br />
3.1. Provide technical and administrative inputs in the review and enhancement of mechanisms for<br />
the undertaking of regular audits of national and regional readiness.<br />
3.2. Undertake analysis of the audits of regional readiness.<br />
3.3. Provide support for the distillation of programming priorities based on the analysis of the<br />
results.<br />
3.4. Provide support to the implementation of the <strong>CDEMA</strong> Coordinating Unit’s (CU) search and<br />
rescue programme.<br />
3.5. Provide support for enhancing the operational readiness of the <strong>CDEMA</strong> CU<br />
3.6. Assist in maintaining and updating the Regional Coordination Plan in consultation and<br />
collaboration with key partners.<br />
3.7. Serve as the liaison officer for the CARICOM Disaster Relief Unit (CDRU).<br />
3.8. Contribute to the development and maintenance of the Standard Operating Procedures<br />
(SOPs) for the <strong>CDEMA</strong> Regional Coordinating Centre (RCC), under the direction of the<br />
PMRR.<br />
3.9. Assist with the operations of the RCC during emergencies<br />
3.10. Provide administrative and logistical support to the PMRR in the coordination of the on-ground
movement of <strong>Response</strong> Teams deployed by or on behalf of the <strong>CDEMA</strong> CU<br />
3.11. Support the PMRR in design, testing and exercising the Regional <strong>Response</strong> Mechanism<br />
(RRM)<br />
3.12. Implement, with the guidance of the PMRR, the mechanism for accessing and coordinating<br />
the deployment of response personnel from <strong>CDEMA</strong> CU, Participating States and partners to<br />
an affected State through the Regional <strong>Response</strong> Mechanism (RRM)<br />
3.13. Undertake, under the direction of the PMRR, technical inputs into the enhancement, delivery<br />
and monitoring of the agency’s Early Warning Systems initiatives<br />
3.14. Provide administrative support for the management of the Regional Warehousing <strong>Programme</strong>,<br />
including inspection of facilities.<br />
3.15. Provide technical support to the development and implementation of the Agency’s <strong>Response</strong><br />
and <strong>Recovery</strong> Plans and Strategies.<br />
3.16. Undertake research and logistical support for the agency’s response and recovery capacity<br />
building recovery programme.<br />
3.17. Draft project proposals in the areas of response and recovery in collaboration with the Alliance<br />
and Cooperation Services (ACS) Unit staff and in consultation with the PMRR.<br />
3.18. Provide administrative and technical support to the Plans Development and Review Sub-<br />
Committee of the Technical Advisory Committee (TAC)<br />
3.19. Provide support to the <strong>CDEMA</strong> partnership management arrangement<br />
3.20. Prepare and submit monthly and other reports as requested.<br />
3.21. Participate in disaster response activities of the Agency, as may be required<br />
3.22. Perform any other related duties as may be directed from time to time by the PMRR or any<br />
duly authorized officer of the Agency.<br />

5.1. Level of improvement in the Agency’s readiness to respond to diversity of hazards<br />
5.2. Level of effectiveness of coordination of the response capabilities of the CU Regional<br />
Coordinating Centre (RCC) during activation of any regional emergency<br />
5.3. Level and effectiveness of response and early recovery plans for the region<br />
5.4. Timely completion of assignments and reports and the ability to meet deadlines<br />
5.5. Technical accuracy and general quality of advice and reports<br />
5.6. Knowledge and understanding of and the effective application of the Agency’s policies and<br />
