Safety and Security<br />

Law Enforcement on the Campus<br />

The <strong>Delta</strong> <strong>College</strong> Department of Public Safety & Training is primarily<br />

responsible for providing safety and security services, enforcing<br />

traffic and parking regulations, and conducting criminal and accident<br />

investigations. The Department is located in the Main Building, N101,<br />

across from the East Main Entrance. The Department of Public Safety &<br />

Training is open during normal hours of business, excluding holidays,<br />

at which time officers of the Department may be dispatched through<br />

Bay County Central Dispatch, for emergencies only.<br />

The police officers of the <strong>Delta</strong> <strong>College</strong> Department of Public Safety<br />

& Training are vested with full peace or law inforcement authority<br />

and arrest powers on campus, granted by state statute to the Board of<br />

Trustees of <strong>Delta</strong> <strong>College</strong>. These police officers are trained in the same<br />

manner as all other law enforcement officers in the State of Michigan<br />

and are certified as such through the Michigan Commission on Law<br />

Enforcement Standards. The officers also receive training in basic first<br />

aid and personal safety. The Department of Public Safety & Training<br />

maintains a close working relationship with federal, State, county, and<br />

other local law enforcement agencies and appropriate elements of the<br />

criminal justice system.<br />

Reporting Criminal Activities/Emergencies<br />

To report a crime or an emergency, you should call the <strong>Delta</strong> <strong>College</strong><br />

Department of Public Safety & Training at 686-9111 or for intra-<strong>College</strong><br />

calls, dial Ext. 9111. A crime or emergency which occurs off-Campus<br />

should be reported to the police department having legal jurisdiction<br />

for that area. If you are unsure which department has jurisdiction, call<br />

686-9111.<br />

The Department of Public Safety & Training maintains two-way radio<br />

contact with Bay County Central Dispatch, providing access to assistance<br />

and support from the Bay County Sheriff Department, the Michigan<br />

State Police, Saginaw Valley State University Police Department, the<br />

Frankenlust Township Fire Department, Bay Medical Ambulance, and<br />

the <strong>Delta</strong> <strong>College</strong> Facilities Management Department.<br />

Maintenance/Security of Campus Facilities<br />

<strong>Delta</strong> <strong>College</strong> maintains a very strong commitment to Campus safety<br />

and security. Every effort is made to ensure that the Campus facilities,<br />

buildings, and grounds are maintained in such a manner as to promote<br />

safety and reduce criminal opportunity.<br />

Exterior lighting is a very important part of this commitment. The <strong>College</strong><br />

attempts to maintain adequate exterior lighting in parking lots as well<br />

as on the pedestrian walkways. Members of the <strong>College</strong> community are<br />

encouraged to report any exterior lighting deficiencies to the Department<br />

of Public Safety or the Facilities Management Department. Written<br />

surveys of exterior lighting are taken by the officers of the Department<br />

of Public Safety & Training or by Facilities Management employees on<br />

a monthly basis.<br />

Exterior doors on Campus buildings are locked and secured each evening<br />

by Department of Public Safety & Training personnel. Facilities<br />

Management personnel are responsible for the unlocking and opening<br />

of these exterior doors. Door and security hardware operating problems<br />

are also reported by these personnel on a daily basis. Problems in exterior<br />

door locking mechanisms should also be reported to the Department of<br />

Public Safety & Training or Facilities Management Department.<br />

Parking lots on Campus are actively patrolled by Department of Public<br />

Safety & Training officers and the Department also has a variety of alarms<br />

(including fire, intrusion, hold-up and trouble) to assist the officers in<br />

patrolling and monitoring the Campus.<br />

Crime Statistics<br />

<strong>Delta</strong> <strong>College</strong> believes that an informed public is a safety-conscious public.<br />

Crime statistics, found at www.delta.edu,AtoZ index, Public Safety, are<br />

provided in compliance with the “Jeanne Cleary Disclosure of Campus<br />

Security Policy and Campus Crime Statistics Act.”<br />

Summary of Harassment Policy and<br />

Procedures<br />

<strong>Delta</strong> <strong>College</strong> is committed to a work and learning environment within<br />

which all individuals are treated with respect and dignity. The <strong>College</strong><br />

prohibits discriminatory practices, including harassment, with the following<br />

policy:<br />

Harassment is defined as unwelcome conduct that unreasonably interferes<br />

with work or study, or creates an abusive, hostile, or offensive environment<br />

as defined by Michigan or Federal law. The protections of this policy are<br />

available to all persons regardless of religion, race, color, national origin,<br />

age, sex, marital status, sexual orientation, gender identity, height, weight,<br />

arrest record, veteran status, disability, or other classifications as required<br />

by applicable U.S. federal, state or local law.<br />

Harassment is not acceptable at <strong>Delta</strong> <strong>College</strong>. <strong>Delta</strong> <strong>College</strong> employees<br />

and students are individually responsible to promptly report any incidents<br />

of harassment, experienced or observed. Complaints and concerns should<br />

be reported to an appropriate supervisor or college personnel in one of<br />

the following offices: Academic, Equity, Human Resources, off-campus<br />

administration, Public Safety, or Student and Educational Services.<br />

Complaints and concerns will be followed by appropriate action from the<br />

Equity and/or Human Resources offices, as defined by the procedures.<br />

<strong>Delta</strong> <strong>College</strong> is committed to addressing complaints of harassment<br />

Parking Regulations<br />

All individuals using a motor vehicle on <strong>Delta</strong> <strong>College</strong> property are<br />

expected to comply with <strong>College</strong> and/or State rules, regulations, and<br />

laws pertaining to parking, traffic, and vehicle use on <strong>College</strong> property.<br />

Violations of <strong>College</strong> parking rules and regulations will result in a parking<br />

ticket which will result in fines and penalties ranging from $10 to having<br />

the vehicle towed away at the owner’s expense. Operators in violation<br />

of State law provisions applicable to the Campus will be issued a traffic<br />

citation complaint, which will require the violator to appear in 74th<br />
