Notes: Authors do not think that everything or may be even anything is new in these
recommendations. The history of training is long enough, and the experience is huge. However,
we think it may be useful to attempt to draw out some recommendations based entirely on the
experience of transitional country.
We express our great gratitude to Dr Tomasz Sudra, Chief of the Training and Capacity-Building
Section of UNCHS Habitat and Dr Fred Fisher, Director of the International Development Institute
for Organization and Management (U.S.A.), and Dr Michael Gornij, Executive Director of the center
‘Strategy’ (St. Petersburg) who revised a first draft of these recommendations and gave us some
very useful remarks.
We do think, that this paper may be considered as a preliminary contribution to the issue, a kind of
discussion paper to facilitate thinking and exchange of experience among training institutions
working for local governments in CEE and CIS. On the next stages, if happen, these
recommendations should be enriched by the wide review of the contemporary literature on the
topic and accumulate relevant experience gained in other countries of region.
We would like to invite all partner organizations in collaboration on this matter.
