India attaches great importance to friendship with
Sweden, bilateral agreement signed during visit will
lead to further fruitful engagement, says President

been co-operating closely in
the United Nations and

from Sweden. India is grateful for Sweden’s endorsement of its rightful claim to Permanent Membership of the United Nations Security Council and for
Sweden’s proactive efforts that helped India achieve Observer status in the Arctic Council during the period of Sweden’s Chairmanship.
The President of India said he was confident that the bilateral agreements signed during the visit will lead to further fruitful engagement in the many fields
where India and Sweden have obvious complementary ties. He also congratulated the people of Sweden for their creativity and their ingenious innovations
and thanked them for giving to the world some of the most important and life-changing inventions.
Govt to Explore New Health
Care Initiatives for the Northeast,
says Dr Jitendra Singh
The Union Ministry of Development of
North-Eastern Region (DoNER) will
explore new initiatives in the field of health
and medical care for the North-Eastern
Region (NER). The Minister of State
(Independent Charge) Development of
North-Eastern Region (DoNER), MoS
PMO, Personnel, Public Grievances,
Pensions, Atomic Energy and Space, Dr
Jitendra Singh said the feasibility of these
initiatives either purely as public enterprise
or through public-private participation will
soon be worked out. Dr Jitendra Singh said
this during a meeting with a team of medical
/ health entrepreneurs led by Joint
Managing Director of Apollo Hospitals, Ms.
Sangita Reddy here yesterday. Ms. Reddy
handed over to the Minister a request letter
for a possible public-private initiative in
health and medical care in the NER. Dr.
Jitendra Singh said many NER States have
sought the reinforcement of healthcare and
medical facilities. However, there was no
final word and it was yet to be decided
whether this could be accomplished purely
through public exchequer or Public - Private
Partnership (PPP) and in case of the latter, a
definite module of guidelines needed to be
worked out.
Despite nearly half a dozen medical colleges
in the region, Dr Jitendra Singh said, the
Northeast is still faced with a huge shortfall
of health resources. With increasing health
awareness among all sections of society, the
need of the hour is not only quantitative supplementation
of the services, but also provision
for quality healthcare so that patients
from the region do not have to travel to long
destinations for treatment, he observed. Dr.
Jitendra Singh said reinforcement of specialized
and super-specialized healthcare in the
region also held the potential to attract medical
tourism from neighbouring countries,
thus generating revenue and economic uplift
of the region. While seeking to bring the
Northeast closer to the mainstream, DoNER
Ministry will also try to make the region a
part of pan-India state-of-the-art healthcare
infrastructure, he added. Being himself a
medical professional, Dr. Jitendra Singh said
he will be open to suggestions and offers
from various healthcare agencies from both
private as well as public sector.

institution in the country.

technologists working on
genomics and integrative
biology to focus on common
diseases afflicting
Indians and to translate their
work into more effective
cures. Addressing the staff of the CSIR-Institute of
Genomics and Integrative Biology (CSIR-IGIB), a
Laboratory of the Council for Scientific and
Industrial Research (CSIR), here today, Dr Harsh
Vardhan said, “More than ever before we need
local, affordable and effective health solutions for
alleviating the misery of the common man."
Speaking to scientists and staff of the CSIR-
Institute of Genomics and Integrative Biology
(CSIR-IGIB), a constituent Laboratory of the
Council of Scientific and Industrial Research
(CSIR), on Saturday, Dr Harsh Vardhan stressed
that “Ayurveda holds out solutions for preventive
& personalized medicines because it is based on
holistic understanding of an individual. This fact is
recognized the world over.” Dr Harsh Vardhan
said, “The Narendra Modi Government will do
more than any previous regime for the advancement
of Ayurgenomics. Already, a separate
Ministry has been created for Ayurveda and traditional
forms of medicine. Yoga is already integrated
into the mind space of the global citizen thanks
to the Prime Minister’s breakthrough with having
June 21 declared as International Yoga Day.” The
Minister pointed out that India is experiencing the
world’s highest loss of potentially productive years
of life. The burden of non-communicable diseases
has also outstripped that of communicable diseases.
At this juncture, the country needs affordable,
home-grown solutions and therefore looks up
to the fast-growing new field of genomics and integrative
biology.
Dr Harsh Vardhan said genomics and integrative
biology are poised to emerge as the “space science”
of the 21st century. “For much of the 20th century,
the space race dominated the public imagination on
scientific progress. In the 21st century, a country will
be judged by its achievements in human genome
sequencing. We have already arrived there because
our Ayurveda conceptualized individualized health
care solutions first,” the Minister pointed out.
Diagnostic technologies, high science therapeutics
and specialized services developed by CSIR-IGIB
could contribute towards provision of quality affordable
healthcare to our people while generating valuable
intellectual property that could be monetized
globally. In December 2009, CSIR-IGIB created ripples
by announcing success with genome sequencing
of an Indian citizen (whose identity is confidential)

The Associated Chamber of Commerce and Industry of India said the 25 basis points cut in interest rate,
though on expected lines, is too little and too late to infuse the consumer demand which should then

the economy is weak and corporate results poor, but still he has refrained from taking somewhat bolder
steps. At least 50 basis points cut in the Repo rate was required along with a reduction in the Cash

ASSOCHAM.We agree with the RBI Governor that the primary objective is to keep inflation under control,
but the fact is that the country’s headline inflation has remained in negative for months together and
CPI- numbers well below the RBI targets. It is time growth is given the focus, otherwise, growing at the
fastest rate in the world in terms of GDP ahead of China, would only remain a hype. Moreover, the problem
of stressed assets has also a relationship with the interest burden that the promoters have to bear.
Servicing high debt with high cost of borrowing becomes unviable. However, the ASSOCHAM welcomed
Dr Rajan concern for stressed projects and his desire that adequate liquidity is provided to them
to kick-start them again.

Aggressive repo rate cut needed
to revive demand and industrial
activity: PHD Chamber
While welcoming 25 basis points repo rate cut by
the Reserve Bank of India, Mr. Alok B. Shriram,
President, PHD Chamber of Commerce and
Industry expressed that there must be an aggressive
move to cut repo rates as demand scenario and
industrial growth are in severe slowdown. Repo
rate must not be more than 6% to induce demand
and refuel industry growth at this juncture, added
Mr. Shriram.
Keeping in view of WPI inflation in negative trajectory
(around -3% in April 2015) and CPI inflation
in the comfortable zone (around 5% in April
2015), it becomes inevitable that interest rate environment
is in sync with declining inflation, said
Mr. Shriram. The industry must be facilitated to
grow in double digits to achieve the desired objectives
of Make in India, he added. In addition, there
must be transmission by the banks of the front
loaded repo rate cut by RBI to the lending rates,
said Mr. Shriram. The policy repo rate under the
liquidity adjustment facility (LAF) has been
reduced to 7.25% from 7.5%. We appreciate and
congratulate the Government and RBI on various
calibrated steps to stabilize the price situation in
the economy, which is expected to improve the
livelihood of common man, said Mr. Shriram.
However, inducing demand scenario would be critical
to strengthen growth trajectory and create jobs
for millions of young work force. While containing
the inflation, demand in the economy should
remain intact, said Mr. Shriram. Continuation of
rate cut in the coming would be critical to help
demand to remain intact and sentiment for investments
to strengthen and grow, said Mr. Shriram.

that scientists have discovered the unique

between clinicians and scientists. The new initiative
in skin biology, while attracting industrial collaborations
with Persistent and Unilever-India, is
simultaneously delivering societal values by understanding
neglected diseases such as vitiligo. Also
under implementation with HP-India is the first integrated,
rapidly deployable, cloud-connected eHealth
Centre for Affordable and Transparent healthcare.
Dr Harsh Vardhan also appreciated the efforts to
address India-specific information on diseases
through the programmes like “Guardian” which uses
the power of genomics for systematic characterization
of rare genetic disorders in India. The inter-disciplinary
efforts towards translational and innovative
research through Ayurgenomics in the CSIR Unit -
TRISUTRA, can also catalyze future leadership in
Molecular Medicine.
North-Eastern Region gets New

upgraded the District Offices / Services Centres in
Gangtok, Imphal, Aizwal, Itanagar and Dimapur to special
