Overview
• The ability for cardholders to reload their prepaid cards with ease and
convenience is important to the ongoing growth and success of
prepaid cards worldwide.
• Consumers can already reload many prepaid cards through
arrangements between issuers/service providers and a number of
established physical or virtual networks - but the consumer, merchant
and issuer experience varies.
• Through the standards introduced by the MasterCard rePower point
of sale load network, retail cash reloads become consistent for
cardholders and easier to manage for merchants, issuers,
programme managers and cash acceptance networks.
Business Approach
Following the launch of MasterCard rePower in the US, MasterCard
is launching a point-of-sale reload service in Europe. This means
that……………….
• Cardholders will be able to load their prepaid cards at participating
MasterCard rePower merchants, and ultimately benefit by having
more locations available for reload
• Participating merchants will have the flexibility to set/charge reload
fees, ensuring reload pricing is driven by market forces
• Issuers and Programme Managers can benefit from using a branded
reload service without needing to negotiate fees or set up separate
connections with individual networks and providers
• Acquirers have an opportunity to increase transaction volumes
The EMV Difference
In the US and Europe today, prepaid card
reload is mag-stripe based
All European reloadable prepaid cards
must be Chip&PIN enabled by Jan 2011
Prepaid cards with MChip can
manage contactless balances/risk off-line
Mag-stripe reloads can credit funds to
server balances, but can’t script EMV
data/value to the Chip during the same
transaction
MasterCard rePower will ensure that
Chip-based reloads can be supported as
merchant/POS technology evolves
