1 Introduction<br />

1.1 Learning objectives<br />

1.2 <strong>Manual</strong> Organization<br />

The purpose of this <strong>Scientific</strong> <strong>Observer</strong> <strong>Sampling</strong> <strong>Manual</strong> is to have a resource for training<br />

and at-sea field deployment of scientific observers on <strong>com</strong>mercial fishing vessels in the east<br />

Atlantic Ocean including the Gulf of Guinea (Figure 1-1). The manual contains four main<br />

sections focusing on background information (Chapters 1-3) and the different aspects of<br />

Monitoring, Control and Surveillance (Chapters 4-10, 12 and 15, and 13, respectively).<br />

Chapters are organized around specific gear types and target fisheries. Country-specific<br />

information developed by individual observer programs is included as in Appendices 1-3.<br />

There is an extensive index of topics and a glossary of terms and acronyms. Each chapter<br />

begins with explicit learning objectives for the chapter that parallel the training modules. The<br />

objectives are followed by a brief introduction, a list of sampling priorities (where<br />

appropriate) and form instructions.<br />

1.3 Overview of MCS<br />

1.3.1 What is MCS?<br />

In the most basic form, monitoring, control and surveillance or MCS is an integrated<br />

information gathering, rule-making and enforcement system used to manage fisheries. Everett<br />

(2005-2009) and Flewwelling et al. (2002) define each <strong>com</strong>ponent more specifically as<br />

follows:<br />
