Fort Worth Fire Communications - First Sworn
Fire Communications Center Awarded CALEA
Accreditation
The Fort Worth Fire Department bears the distinction
as being the first uniform fire dispatch center to be
awarded accreditation by Commission on Accreditation
for Law Enforcement Agencies (CALEA). Originally
a law enforcement process, CALEA has partnered
with APCO to create standards reflecting the best
professional requirements and practices for a public safety
communications agency.
According to Fort Worth Fire CAD Administrator Cynthia
Tyree, “Fort Worth Fire started the CALEA selfassessment
process in 2006. The self-assessment phase
is an arduous and exhaustive documentation process
on our ability to adhere to CALEA’s standards. Since the
2007 implementation of Inform CAD, which includes AVL
recommendations and routing components, we were able
to reduce our response times. The visual indication of
calls and units on Inform CAD, along with the integrated
mapping, enhanced our ability to demonstrate operations
to the assessors. Seeing these functions firsthand
provided clarity which was beneficial towards achieving
our accreditation.”
Solution
Fort Worth Police and Fire Departments are able to operate
on the same system and share information, yet configure their
solution to suit their individual requirements, enabling them to
adhere to their own business rules and processes.
Additionally, the Advanced CAD-2-CAD interface with Medstar
EMS, the contracted emergency services provider for the
city, enhances interoperability by facilitating the bi-directional
transfer of specific incident information between the agencies
as well as providing a messaging tool using text message
functionality to communicate between the multiple CAD
systems.
Inform CAD provides one of the most sophisticated unit
recommendation engines utilizing routing information along
the street network. The enhanced dispatching algorithms
allow dispatching on the basis of closest appropriate unit by
beat, station, post, or current location, and also on the basis of
closest available unit by fastest estimated response time and
scheduled (or anticipated) availability. This is accomplished
by analyzing the road network and assessing the drive time of
each of the appropriate units from their current position to the
location of the incident.
The integrated Inform CAD and Mobile solutions ensure the
continual availability of mission critical information to the field.
Field personnel have real-time access to incident information
and updates, integrated mapping, historical information,
attachments, preplans, SOP documents, and much more.
Additionally, extensive messaging capabilities easily facilitate
Mobile-to-Dispatch and Mobile-to-Mobile communications.
