Saving the Green!<br />

This year’s <strong>ITS</strong> <strong>Massachusetts</strong> <strong>Annual</strong> <strong>Meeting</strong> will provide you with the most up-to-date<br />

information on <strong>ITS</strong> in <strong>Massachusetts</strong>! Join us for the largest gathering of the Intelligent<br />

Transportation Systems community in the Commonwealth. With the current financial crisis<br />

taking hold in the Commonwealth, state transportation officials are searching for ways to save<br />

money <strong>and</strong> increase the efficiency of the transportation system. This coupled with the backdrop<br />

of increasingly expensive fuel <strong>and</strong> the vital need to reduce the release of greenhouse gasses into<br />

the atmosphere finds our industry at a crossroads. Therefore, this year's theme, "Saving the<br />

Green" will explore the role of <strong>ITS</strong> in developing an environmentally <strong>and</strong> monetarily<br />

sustainable transportation system.<br />

MTA Deployment of Automatic Incident Detection Using Video Analytics – A Case Study<br />

The <strong>Massachusetts</strong> Turnpike Authority (MTA) operates the largest <strong>ITS</strong> deployment in the country,<br />

with stringent incident detection <strong>and</strong> response requirements. At the Traffic Operations Center a<br />

reliable <strong>and</strong> effective operations tool is their automatic incident response program. The MTA over<br />

the past two years has installed <strong>and</strong> evaluated a video based incident detection program with<br />

promising results. This session will discuss: What were MTA reasons <strong>and</strong> options for deployment<br />

of video incident detection; What technology has MTA deployed <strong>and</strong> why; What are the results to<br />

date <strong>and</strong> lessons learned; <strong>and</strong>, What is planned for the future.<br />

Whether transportation improvements include building new projects or enhancing existing<br />

transportation services <strong>and</strong> facilities, a major challenge facing the transportation community is<br />

how to finance such improvements. Questions of concern are: How can capital <strong>and</strong> operating costs<br />

be reduced <strong>and</strong> what portion of these costs should be covered with tolls, fares, <strong>and</strong> other fees<br />

versus revenues from gas taxes <strong>and</strong> other tax sources? How should bus <strong>and</strong> train fares, highway,<br />

bridge, <strong>and</strong> tunnel tolls, parking fees, <strong>and</strong> other user fees be established <strong>and</strong> how might technology<br />

facilitate the collection <strong>and</strong> processing of such revenue? These <strong>and</strong> other questions surrounding<br />

the issues <strong>and</strong> challenges of financing transportation improvements will be addressed <strong>and</strong> debated<br />

in this session.<br />
