ANALYSIS OF VARIOUS PROGRAMS/ SCHEMES<br />

The schemes implemented by the <strong>Department</strong> <strong>of</strong> Agriculture and Rural Development<br />

have not been analyzed on the basis <strong>of</strong> their impact on biophysical, social, economic<br />

and environmental aspects. The analysis <strong>of</strong> the various externally aided projects being<br />

implemented by the Watershed Management Directorate is as follows:-<br />

Doon Valley Integrated Watershed Management Project<br />

The Doon Valley Integrated Watershed Management project was prepared in 1990s as<br />

a participatory, process project. Project implementation started in mid–1993 and<br />

completed in December 2001. The main activities were centered on people and the<br />

implementation has been on a rolling year program <strong>of</strong> 3-4 years in each 300 villages in<br />

the Doon Valley, Bhagirathi and Bhimtal areas.<br />

The project was perceived by many as having been a success. But “Success” can be<br />

measured in different ways. Conventionally, we look at the outputs against the<br />

objectives. However, different stakeholders may have different interpretations <strong>of</strong> the<br />

outputs and indeed, the relevance <strong>of</strong> the original objectives. A further parameter could<br />

be the sustainability and replicability <strong>of</strong> the processes and methods developed.<br />

Some <strong>of</strong> the factors that helped to achieve this apparent success were:<br />

Arrest, and as far as possible, reverse the ongoing degradation <strong>of</strong> the Doon Valley<br />

Environment<br />

Since people have been the agent <strong>of</strong> change in the process <strong>of</strong> degradation, they<br />

were placed centrally to the Project objectives and strategy.<br />

Subsidiary objectives<br />

<br />

Involve the local population in all stages <strong>of</strong> planning, implementation and<br />

management <strong>of</strong> project activities.<br />
