The Watershed Management Directorate since 1982 has been implementing<br />

externally aided watershed projects in various micro watersheds <strong>of</strong> the State. At present<br />

World Bank Aided <strong>Uttarakhand</strong> Decentralized Watershed Development Project<br />

(UDWDP) is being implemented the project period is from Sep 2004 to 2012. It<br />

proposes to cover 2348 sq. km. <strong>of</strong> area covering 76 MWS, 11 districts and 18 blocks.<br />

Till the start <strong>of</strong> this project 193 MWS covering an area <strong>of</strong> 7592 sq. km. had already been<br />

treated under various externally aided projects (MAP-6-State map showing MWS’s<br />

Treated by WMD)<br />

Drought Prone Area Program (DPAP) is one <strong>of</strong> the earliest area development program<br />

launched by the Central Govt. in 1973-74 to tackle the special problems faced by those<br />

fragile areas which are constantly affected by severe drought prone conditions. Till now,<br />

117 MWS have been partly treated under this program and works in parts <strong>of</strong> 729 MWS<br />

is on-going. The major lacuna <strong>of</strong> this program has been that forest areas were not taken<br />

up for watershed treatments. <strong>Uttarakhand</strong> State being forest rich State as a result major<br />

areas have been left out.<br />

Integrated Wastelands Development Program (IWDP), a Centrally Sponsored Program,<br />

has been under implementation since 1989-90, and was transferred to the erstwhile<br />

<strong>Department</strong> <strong>of</strong> Wasteland Development (now <strong>Department</strong> <strong>of</strong> <strong>Land</strong> <strong>Resources</strong>) along<br />

with the National Wasteland Development Board in July, 1992. From 1 April 1995, the<br />

program is being implemented through watershed approach. The development <strong>of</strong><br />

wastelands and degraded lands under the program is expected to promote the<br />

generation <strong>of</strong> employment in the rural areas besides enhancing the participation <strong>of</strong><br />

people at all stages leading to sustainable development <strong>of</strong> land and equitable sharing <strong>of</strong><br />

the benefits. IWDP envisages the development <strong>of</strong> non-forests wastelands in the<br />

country. The basic approach in implementation <strong>of</strong> this program has been modified from<br />

1.4.1995 when the Guidelines for Watershed Development through watershed approach<br />

came into force. Since then, projects for development <strong>of</strong> wastelands on micro<br />
