Horticultural infrastructure: Horticulture is one <strong>of</strong> the critical sector in the economy <strong>of</strong> the<br />
state. Horticulture provides the much needed opportunity for diversification in agriculture<br />
especially in the context <strong>of</strong> peculiar topography and agro – climatic conditions <strong>of</strong> the hill<br />
states where the scope for production <strong>of</strong> conventional field crops is limited. Horticulture<br />
development is an effective tool for accelerating development in the hills areas due to<br />
limited land available for cultivation, availability <strong>of</strong> cultivable waste lands and necessity<br />
<strong>of</strong> supplementary job and income opportunities.<br />
Issues : Support and capacity building service such as nurseries, collection centers with<br />
grading and weighing facilities, fruit preservation centre‟s and training cum skill<br />
development centers need to be developed on a large scale in hill areas <strong>of</strong> the State.<br />
Agriculture Finance has been recognized as one the crucial inputs to successful and<br />
rewarding agricultural activities in the country. Agricultural finance allows the<br />
farmer/processor to leverage his capacity to invest in the farming/processing activity,<br />
with a direct bearing on his capacity to produce at a higher scale, yield and quality. All<br />
kinds <strong>of</strong> agriculturists, whether in farming, allied activities or in processing, need to<br />
borrow, and the easy availability <strong>of</strong> adequate, timely and affordable credit remains the<br />
central objective <strong>of</strong> any system willing to facilitate agricultural growth.<br />
Financing agriculture in India has not been very popular with Banks and Indian Financial<br />
Institutions. Given a number <strong>of</strong> structural constrains, both real and imagined, such as<br />
small land holdings, climatic uncertainty, unorganized nature <strong>of</strong> Indian agriculture, lack<br />
<strong>of</strong> account keeping systems (since there is no incidence <strong>of</strong> tax on agriculture and<br />
consequently no statutory compulsion to keep books), banks were reluctant to lend to<br />
