e) Approve Project Implementing Agencies identified/selected by DWDU/ District<br />

Level Committee by adopting appropriate objective selection criteria and<br />

transparent systems.<br />

f) Establish monitoring, evaluation and learning systems at various levels (Internal<br />

and external/ independent systems).<br />

g) Ensure regular and quality on-line monitoring <strong>of</strong> watershed projects in the state<br />

in association with Nodal Agency at the central level and securing feedback by<br />

developing partnerships with independent and capable agencies.<br />

h) Constitute a panel <strong>of</strong> Independent Institutional Evaluators for all watershed<br />

projects within the state, get this panel duly approved by the concerned Nodal<br />

Agencies at the central level and ensure that quality evaluations take place on<br />

a regular basis.<br />

i) Prepare State Specific Process Guidelines, Technology Manuals etc in<br />

coordination with the Nodal Ministry/ NRAA and operationalise the same.<br />

District Level Institutional arrangements: DISTRICT WATERSHED<br />

DEVELOPMENT UNIT (DWDU)<br />

<strong>Uttarakhand</strong> State Government has issued orders to establish the District<br />

Watershed Development Unit (DWDU) in each district <strong>of</strong> the State under the<br />

chairmanship <strong>of</strong> concerning District Magistrate. The DWDU will oversee the<br />

implementation <strong>of</strong> watershed programme in each district and will have separate<br />

independent accounts for this purpose. DWDU will function in close coordination<br />

with the District Planning Committee. There will also be a<br />

representation in DWDU for NREGA implementing agencies at the district level.<br />

DWDU would function as a separate unit with full time Project Manager and 3 to<br />

4 subject matter specialists on Agriculture/ Water Management / Social<br />

Mobilisation/ Management & Accounts appointed on the basis <strong>of</strong> their<br />

qualification and expertise on contract/deputation/transfer etc. The Chief<br />

Development Officer will act as a Project Manager, DWDU as per present<br />

arrangements. If open market recruitment is necessary, this will be done by the<br />

SLNA. In such cases, the Project Manager, DWDU will sign a contract (for a<br />

period not less than three years) with SLNA that will spell out well-defined<br />

annual goals, against which his/her performance will be consistently monitored.<br />
