The SLNA consists <strong>of</strong> one representative from the NRAA, one representative<br />
from the Central Nodal Ministry, one representative from NABARD, one<br />
representative each from the State <strong>Department</strong> <strong>of</strong> Rural Development,<br />
Agriculture, Animal Husbandry and allied sector, one representative from<br />
Ground Water Board and one representative from an eminent voluntary<br />
organization and two pr<strong>of</strong>essional experts from research institutes / academia <strong>of</strong><br />
the state. There is also representation from NREGA and other related<br />
implementing agencies at the state level.<br />
The SLNA will sanction watershed projects for the State on the basis <strong>of</strong><br />
approved state perspective and strategic plan as per procedure in vogue and<br />
oversee all watershed projects in the state within the parameters set out in these<br />
Guidelines.<br />
A Team <strong>of</strong> 4 to 7 pr<strong>of</strong>essional experts nominated to assist the State Level Nodal<br />
Agency. This team is selected by the State Level Nodal Agency from the line<br />
departments. Their disciplines will, inter-alia, include agriculture, water<br />
management, capacity building, social mobilisation, information technology,<br />
administration and finance/ accounts, etc. A requisite number <strong>of</strong> administrative<br />
staff is deputed to support this team <strong>of</strong> experts.<br />
The main functions <strong>of</strong> the SLNA will be to:<br />
a) Prepare a perspective and strategic plan <strong>of</strong> watershed development for the<br />
state on the basis <strong>of</strong> plans prepared at the block and district level and indicate<br />
implementation strategy and expected outputs/outcomes, financial outlays and<br />
approach the Nodal Agency at the central level in the <strong>Department</strong> for appraisal<br />
and clearance.<br />
b) Establish and maintain a state level data cell from the funds sanctioned to the<br />
States, and connect it online with the National Level Data Centre.<br />
c) Provide technical support to District Watershed Development Units (DWDU) <strong>of</strong><br />
the state.<br />
d) Approve a list <strong>of</strong> independent institutions for capacity building <strong>of</strong> various<br />
stakeholders within the state and work out the overall capacity building strategy<br />
in consultation with NRAA/Nodal Ministry.<br />
