CHAPTER-8<br />

IMPLEMENTATION STRATEGY<br />

The major activities <strong>of</strong> the watershed development project would be sequenced into<br />

three phases<br />

I. Preparatory Phase : The watershed development team (WDT) shall facilitate<br />

in the formation <strong>of</strong> the local level institutions, Watershed Committees (WC),<br />

Self Help Groups (SHG) and User Groups (UGs)<br />

II. Watershed works Phase :<br />

III. Consolidation and withdrawal Phase :<br />

INSTITUTIONAL ARRANGEMENT<br />

The principles <strong>of</strong> new common guidelines would be followed for implementation <strong>of</strong><br />

Integrated Watershed Management Projects. An appropriate institutional<br />

arrangement would be made at various levels for effective decision making and<br />

pr<strong>of</strong>essional management <strong>of</strong> the projects.<br />

State level Institutional arrangement- STATE LEVEL NODAL AGENCY:<br />

Watershed Management Directorate in <strong>Uttarakhand</strong> has been declared as a<br />

nodal department and State Level Nodal Agency (SLNA) has also been<br />

constituted under the chairmanship <strong>of</strong> Additional Chief Secretary by the State<br />

Government to implement new Common Guidelines. The SLNA will be having<br />

an independent bank account. Central assistance for SLNA will be transferred<br />

directly to the account <strong>of</strong> SLNA. The SLNA will sign an MOU with the<br />

<strong>Department</strong>al Nodal Agency setting out mutual expectations with regard to<br />

performance, timelines and financial parameters including conditions related to<br />

release <strong>of</strong> funds to SLNA. The SLNA will be required to review the programme<br />

and provide enabling mechanism to set up State Data Cell and ensure regular<br />

reporting to the Central Government/ Nodal Agency at the central level in the<br />

<strong>Department</strong>. There would be multidisciplinary pr<strong>of</strong>essional support team at the<br />

State level to implement the programme. The State Level Nodal Agency is<br />

having a full-time CEO who is a serving Government <strong>of</strong>ficer and is also the Chief<br />

Project Director, Watershed Management Directorate, <strong>Uttarakhand</strong>.<br />
