d) Strengthening and developing institution – such as VDC, SHGs, UGs – linkage<br />

through clusters, associations/federations to agencies that help improve marketing<br />

and return as well as procurement <strong>of</strong> inputs for farming and IG activities.<br />

e) Human resource development by capacity building in technical and management<br />

skills, awareness, empowerment, etc.<br />

f) Policy changes and strategic shifts and development – in cost sharing, reduced<br />

subsidy, implementing through community, marketing logistics, maintenance and<br />

repair, revolving fund, withdrawal, etc. and also on integration <strong>of</strong> activities at various<br />

levels.<br />

Revised Components: Broad and sub-component areas remained same. However,<br />

within sub-component areas additional activities were introduced following Supervision<br />

Mission report and also targets were revised upward in many cases. Amongst the<br />

additional activities few important ones were as under:<br />

Arable land: Top working <strong>of</strong> mehal/pear, poly-house and poly tunnel<br />

demonstrations, bio-compost demonstration and community fruit plantations<br />

Non-arable land: Bamboo and agave plantations<br />

Livestock & Fodder: Plot border plantation <strong>of</strong> Napier on farm land, grass and fodder<br />

plants in strips /row, patches in existing forest areas, backyard poultry<br />

Social & Economic: Introduction <strong>of</strong> Social Funds<br />

Institutions: Associations/Federations and Linkages with marketing bodies, NGOs,<br />

etc.<br />

Achievement <strong>of</strong> Objectives and Outputs<br />

Outcome: Watershed Protection and Development<br />

Regenerating natural resources base: Satisfactory: Overall key project objectives<br />

have been achieved. Notwithstanding inherent severe risks due to altitude, slope,<br />

soil, land use and rainfall, the degradation processes have been substantially<br />

arrested on 16.5 percent <strong>of</strong> arable, 16.7 percent <strong>of</strong> non-arable land in drainage lines<br />

through a combination <strong>of</strong> soil and water conservation structures, vegetative<br />

treatments, planting by forest, forage and horticultural species and grasses.<br />
