Fort Smith Police Department
To the Honorable Ray Baker, Members of the Board of Directors,
City Office of Administration, and Citizens of the City of Fort Smith:
This year’s annual report reflects some noticeable changes in both
style and format. Much like the changes to this report, our department
has continued to evolve; illustrated by many of the past year's
accomplishments. However, some things do not change. I remain
cognizant of the significant challenges in public safety which routinely
face the Fort Smith Police Department. These challenges, past and
present, are the focus of the men and women of our department
who diligently provide an unparalleled quality of service and protection
to the citizens of our community.
In 2003, there were many significant developments:
· Military events in Iraq required the activation of several officers
who were called to active duty in the Middle East.
· The Fort Smith Police Department conclusively achieved CALEA
accreditation.
· A Spanish version of our popular Citizen’s Police Academy was
sucessfully developed for use by our growing Hispanic population.
· We have expanded our Information Technology services, which,
among many things, included the development of "Online Report
Retrieval" from the Fort Smith Police Department's website.
As the past year has proven, our staff has made great strides in
public safety and technological services. We shall remain committed,
open and accessible to the public. We pledge to provide the highest
quality of police services to our community.
I know you will find this 2003 annual report informative, as it reflects
the commitment to service and dedication of every member of our
department.
Sincerely,
Randy G. Reed
Chief of Police
Operation Safety Net
Operation Safety
Net was developed
in June of 2003 in
an effort to obtain
assistance from the
community when a
child is reported
missing. Once a child
is reported missing,
the Communications
Center contacts other
City departments such
as Sanitation, Water,
Transit, and the Street
Department. In addition,
local companies who
have drivers and
dispatchers are
contacted. These
people are given all
available information.
It is then forwarded
to all drivers and
employees who are
currently working in
the city. Instantly,
several hundred people
begin looking for the
child.
Safety Net was
used once in 2003
which resulted in
an employee from
Cox Communications
spotting a suspect
vehicle in Fort Smith.
The vehicle was found
a short time later
at a nearby grocery
store and a child was
safely returned.
Fort Smith Regional Airport
The Fort Smith Police Department provides law enforcement
support to the Fort Smith Regional Airport under a reimbursement
agreement with the Transportation Security Administration
(TSA).
From January through May, 2003, Fort Smith Police officers
worked 2336 hours inside the airport passenger terminal building.
In mid-May, TSA representatives notified the Department
that the contract would be canceled as of May 31,2003.
In late June, TSA representatives again requested our assistance
in providing security at the airport. Three officers were reassigned
to this detail beginning on July 07, 2003. From
July through December, 2003, these officers logged 2848
hours at the airport.
As the war in Iraq escalated the terror alert level was elevated.
For six weeks, the Fort Smith Police Department assigned
officers to work airport perimeter security to provide 24
hour per day coverage. These patrols were not reimbursed
by TSA but were deemed necessary to keep the airport’s
commercial passenger status.
CALEA Accreditation 2003
The Commission on Accreditation for Law
Enforcement Agencies (CALEA) was established
as an independent accrediting authority in
1979. The Commission was established for
two reasons: to develop a set of law enforcement
standards, and to establish an accreditation
process, which law enforcement agencies
could demonstrate compliance in management
and service delivery. CALEA’s 443 standards
address all aspects of law enforcement. These
standards include; roles and responsibilities,
management and administration, personnel
structure and selection and operation of patrol
and criminal investigations.
Over 1,700 agencies representing six countries
are involved in the CALEA application process.
More than 600 in the United States, Canada,
and Barbados are fully accredited. The Fort
Smith Police Department began the CALEA
accreditation process in October, 1999. After
a three year comparison of the department’s
daily practices and policies against the standards
as set forth by CALEA, an on site inspection
by CALEA assessors was conducted. Upon
conclusion of a successful review, the Fort
Smith Police Department was awarded it's
accreditation at the CALEA Conference in
Detroit, MI in July 2003. Our Department
became the fourth in Arkansas to receive
CALEA accreditation.
