I. Mission Statement of the <strong>Fort</strong> <strong>Smith</strong> <strong>Police</strong> <strong>Department</strong><br />

A. “In partnership with ALL segments of our community, the <strong>Fort</strong> <strong>Smith</strong> <strong>Police</strong> <strong>Department</strong><br />

will provide for the general protection, safety and well being of all residents, businesses and<br />

visitors to the City of <strong>Fort</strong> <strong>Smith</strong>, Arkansas. This will be accomplished through a proactive<br />

approach in the prevention, detection and investigation of criminal activity. The <strong>Fort</strong> <strong>Smith</strong><br />

<strong>Police</strong> <strong>Department</strong> will seek to contribute to the highest quality of life for all of the City<br />

through the assistance, involvement and interaction of the citizens we have pledged to serve.<br />

All activities of the <strong>Fort</strong> <strong>Smith</strong> <strong>Police</strong> <strong>Department</strong> will be conducted lawfully in accordance<br />

with the laws of the City of <strong>Fort</strong> <strong>Smith</strong>, the State of Arkansas, and the United States of<br />

Statement of Values of the <strong>Fort</strong> <strong>Smith</strong> <strong>Police</strong> <strong>Department</strong><br />

A. We hold as our sacred duty the preservation of life. It is this belief that defines our priorities.<br />

B. We accept nothing less than truth, honesty and integrity in our profession.<br />

C. We recognize that our basic responsibility is to enforce the law. Our role is to resolve<br />

problems, through the law, not to judge or punish.<br />

D. We view the residents of our community as partners who deserve our concern, care and<br />

attention. We are committed to reducing the fear of crime in our community, and we<br />

endeavor to do this by creating partnerships in our neighborhoods.<br />

E. We understand that our police powers are derived from the community members we serve.<br />

We do not tolerate the abuse of our police authority.<br />

F. We recognize that our personal conduct, both on and off duty, is inseparable from the<br />

To the Honorable Ray Baker, Members of the Board of Directors,<br />

City Office of Administration, and Citizens of the City of <strong>Fort</strong> <strong>Smith</strong>:<br />

This year’s annual report reflects some noticeable changes in both<br />

style and format. Much like the changes to this report, our department<br />

has continued to evolve; illustrated by many of the past year's<br />

accomplishments. However, some things do not change. I remain<br />

cognizant of the significant challenges in public safety which routinely<br />

face the <strong>Fort</strong> <strong>Smith</strong> <strong>Police</strong> <strong>Department</strong>. These challenges, past and<br />

present, are the focus of the men and women of our department<br />

who diligently provide an unparalleled quality of service and protection<br />

to the citizens of our community.<br />

In <strong>2003</strong>, there were many significant developments:<br />

· Military events in Iraq required the activation of several officers<br />

who were called to active duty in the Middle East.<br />

· The <strong>Fort</strong> <strong>Smith</strong> <strong>Police</strong> <strong>Department</strong> conclusively achieved CALEA<br />

accreditation.<br />

· A Spanish version of our popular Citizen’s <strong>Police</strong> Academy was<br />

sucessfully developed for use by our growing Hispanic population.<br />

· We have expanded our Information Technology services, which,<br />

among many things, included the development of "Online <strong>Report</strong><br />

Retrieval" from the <strong>Fort</strong> <strong>Smith</strong> <strong>Police</strong> <strong>Department</strong>'s website.<br />

As the past year has proven, our staff has made great strides in<br />

public safety and technological services. We shall remain committed,<br />

open and accessible to the public. We pledge to provide the highest<br />

quality of police services to our community.<br />

I know you will find this <strong>2003</strong> annual report informative, as it reflects<br />

the commitment to service and dedication of every member of our<br />

in June of <strong>2003</strong> in<br />

an effort to obtain<br />

assistance from the<br />

community when a<br />

child is reported<br />

missing. Once a child<br />

is reported missing,<br />

the Communications<br />

Center contacts other<br />

City departments such<br />

as Sanitation, Water,<br />

Transit, and the Street<br />

<strong>Department</strong>. In addition,<br />

local companies who<br />

have drivers and<br />

dispatchers are<br />

contacted. These<br />

people are given all<br />

available information.<br />

It is then forwarded<br />

to all drivers and<br />

employees who are<br />

currently working in<br />

the city. Instantly,<br />

several hundred people<br />

begin looking for the<br />

child.<br />

Our Crime Prevention efforts increased this past year. We held our two<br />

annual sessions of the Citizen's <strong>Police</strong> Academy, and developed a new Hispanic<br />

Citizens <strong>Police</strong> Academy. Twenty-five people from the Hispanic community<br />

attended the session, which was taught entirely in Spanish.<br />

In <strong>2003</strong>, there were 370 Crime Prevention programs presented with 13,391<br />

contacts made during the presentations.<br />

In 2002, there were 179 Crime Prevention programs presented with 8,174<br />

contacts made during the presentations.<br />

<strong>Fort</strong> <strong>Smith</strong> Regional Airport<br />

The <strong>Fort</strong> <strong>Smith</strong> <strong>Police</strong> <strong>Department</strong> provides law enforcement<br />

support to the <strong>Fort</strong> <strong>Smith</strong> Regional Airport under a reimbursement<br />

agreement with the Transportation Security Administration<br />

(TSA).<br />

From January through May, <strong>2003</strong>, <strong>Fort</strong> <strong>Smith</strong> <strong>Police</strong> officers<br />

worked 2336 hours inside the airport passenger terminal building.<br />

In mid-May, TSA representatives notified the <strong>Department</strong><br />

that the contract would be canceled as of May 31,<strong>2003</strong>.<br />

In late June, TSA representatives again requested our assistance<br />

in providing security at the airport. Three officers were reassigned<br />

to this detail beginning on July 07, <strong>2003</strong>. From<br />

July through December, <strong>2003</strong>, these officers logged 2848<br />

hours at the airport.<br />

As the war in Iraq escalated the terror alert level was elevated.<br />

For six weeks, the <strong>Fort</strong> <strong>Smith</strong> <strong>Police</strong> <strong>Department</strong> assigned<br />

officers to work airport perimeter security to provide 24<br />

hour per day coverage. These patrols were not reimbursed<br />

by TSA but were deemed necessary to keep the airport’s<br />

commercial passenger status.<br />

CALEA Accreditation <strong>2003</strong><br />

The Commission on Accreditation for Law<br />

Enforcement Agencies (CALEA) was established<br />

as an independent accrediting authority in<br />

1979. The Commission was established for<br />

two reasons: to develop a set of law enforcement<br />

standards, and to establish an accreditation<br />

process, which law enforcement agencies<br />

could demonstrate compliance in management<br />

and service delivery. CALEA’s 443 standards<br />

address all aspects of law enforcement.These<br />

standards include; roles and responsibilities,<br />

management and administration, personnel<br />

structure and selection and operation of patrol<br />

and criminal investigations.<br />

Over 1,700 agencies representing six countries<br />

are involved in the CALEA application process.<br />

More than 600 in the United States, Canada,<br />

and Barbados are fully accredited. The <strong>Fort</strong><br />

<strong>Smith</strong> <strong>Police</strong> <strong>Department</strong> began the CALEA<br />

accreditation process in October, 1999. After<br />

a three year comparison of the department’s<br />

by CALEA assessors was conducted. Upon<br />

conclusion of a successful review, the <strong>Fort</strong><br />

<strong>Smith</strong> <strong>Police</strong> <strong>Department</strong> was awarded it's<br />

accreditation at the CALEA Conference in<br />

Detroit, MI in July <strong>2003</strong>. Our <strong>Department</strong><br />

became the fourth in Arkansas to receive<br />

CALEA accreditation.<br />

In <strong>2003</strong>, we continued to enhance the department's website,<br />

www.fortsmithpd.org. Citizens may now retrieve offense, incident and<br />

accident reports online at no cost. Our website allows for simplified access<br />

to information, services and public safety issues that were previously only<br />

available through visiting our headquarters. We look forward to more innovative<br />

features in the coming year.<br />

The <strong>Fort</strong> <strong>Smith</strong> <strong>Police</strong> <strong>Department</strong> proudly welcomed 16 new<br />

police officers and 7 civilian employees in <strong>2003</strong>. Many of<br />

these new employees were hired to fill vacancies within the<br />

department, however; 3 sworn officers were hired as a result<br />

of an increase in the workforce bringing the total number of<br />

sworn officers to 154, up from 151 in 2002. The 154 sworn<br />

officers and 46 civilians, who make up the department, take<br />

special pride in helping make <strong>Fort</strong> <strong>Smith</strong> a safe place to<br />

live, work and visit. The following is a list of sworn officers<br />

Retirements<br />

The <strong>Fort</strong> <strong>Smith</strong> <strong>Police</strong> <strong>Department</strong> said goodbye to 7 officers<br />

who fulfilled their commitment to “serve and protect” the citizens<br />

of <strong>Fort</strong> <strong>Smith</strong> for more than 20 years each. These officers retired<br />

from the department to start a new life for themselves and their<br />

families. We bid them farewell and wish them all the best!<br />

Military Activations<br />

The <strong>Fort</strong> <strong>Smith</strong> <strong>Police</strong> <strong>Department</strong> is very proud of its officers<br />

who serve in the United States Armed Forces. Throughout the<br />

year, a total of seven officers were called to active duty. We<br />

fully support their efforts and look forward to their safe return.<br />

Awards<br />

The <strong>Fort</strong> <strong>Smith</strong> <strong>Police</strong> <strong>Department</strong> honored 4 individuals for outstanding<br />

service during <strong>2003</strong>. These individuals were selected by an award<br />

screening committee made up of 5 members of the department. The<br />

<strong>2003</strong> recipients of the annual awards are listed as follows:<br />

<strong>2003</strong> Highlights<br />

Officer of the Year: Charles Reed – Charles has been<br />

employed with our department since September 20, 1999. He is<br />

assigned to the patrol division. He is a Certified Drug Recognition<br />

Expert and Instructor, a member of the department’s SWAT team<br />

and serves as a Field Training Officer.<br />

R eserve Officer of the Year: Kelly Mask – Kelly has<br />

served as a reserve police officer since November 30, 2001. Reserve<br />

officers are required to work one shift a month, however, Kelly worked<br />

an average of 7 shifts a month, throughout the year.<br />

Civilian Employ ee of the Year: Carolyn Ross – Carolyn<br />

has been employed with our department since March 6, 1989 and is<br />

currently a Senior Clerk in the Warrant Office.<br />

Volunteer of the Year: Sherry McKinney – Sherry has<br />

volunteered much of her time to the police department throughout<br />

the year, assisting and organizing numerous activities.<br />
