From the Board President<br />
This has been a difficult time in the nonprofit sector, as it has been in most other<br />
sectors of our economy. But what has sustained CONCERN through this tumultuous<br />
time has been keeping the children, youth, and families we serve at the center of our<br />
decision-making. We continue to be a client-driven organization. From our foster<br />
parents to direct care staff to supervisory and administrative staff, the attitude continues<br />
to be not how to get it done, but how well can we get it done.<br />
We will miss Glenn Hillegass. It is Glenn’s 33 years of vision, dedication, and<br />
compassion that has created the organization CONCERN is today and laid the<br />
foundation for what it will be tomorrow. We can not thank Glenn enough for his service.<br />
At the same time we welcome Paul Rieger, and the experience and personal strengths he<br />
brings to the position of executive director. We are confident that, under his leadership,<br />
the future is bright for CONCERN and those it serves.<br />
From the Past Executive Director<br />
It has been my honor and privilege to serve as CONCERN’s Executive Director since<br />
1990 and, as one of the agency’s founders, to witness the growth and diversity of our<br />
dynamic agency over the past 33 years. However change is inevitable in the life cycle<br />
of any organization and I am confident that under the leadership of our new Executive<br />
Director, Paul Rieger, CONCERN will continue to prosper. With careful planning<br />
and purposeful communication, the transition of leadership has been very successful.<br />
CONCERN has embraced the transition as a time of opportunity and not uncertainty.<br />
None of CONCERN’s success would be possible without the dedication and resiliency<br />
of our staff and foster parents, a committed Board of Directors, and the support of our<br />
individual and corporate donors.<br />
I will deeply miss the working relationships I have had the privilege of experiencing<br />
during my career, but I am also looking forward to retirement and spending more time<br />
with my wonderful wife JoAnn and our family. Best wishes to all of you.<br />

I thank Glenn Hillegass for his tireless dedication to CONCERN for over three<br />
decades. Under Glenn’s leadership CONCERN evolved into a resilient agency focused<br />
on providing the highest quality services.<br />
I am very humbled by the responsibility forwarded to me as CONCERN’s new<br />
executive director. CONCERN is a mature agency with a proud mission backed by<br />
a strong fiscal conscience. Together we will build upon this success by enhancing the<br />
current operations and exploring new opportunities.<br />

About CONCERN<br />
Where We Have Been<br />
CONCERN is a private non-profit 501(c)(3) dynamic human services organization dedicated<br />
to providing placement and treatment services to children and their families. Founded<br />
in 1978, CONCERN began as a pioneer of intensive foster care, believing that children<br />
placed into care should live in a traditional family setting in the community, rather than in a<br />
residential or institutional setting. Since this time, CONCERN has been at the forefront of<br />
innovative programs to meet the individual needs of the child.<br />
Since 1978, CONCERN has served over 14,000 children and youth in placement services<br />
including over 1,500 into adoptive families. Through 16 service sites throughout eastern<br />
Pennsylvania and Maryland CONCERN offers a growing array of adoption, counseling,<br />
foster care, and residential programs. Each day our placement services impact the lives of<br />
over 400 children and youth. Each year our counseling services touch the lives of more than<br />
3,000 individuals through a continuum of services.<br />
Where We Are Going<br />
In April <strong>2011</strong>, CONCERN’s Executive Director Glenn Hillegass announced his retirement<br />
after 21 very successful years. Glenn has been CONCERN’s steady hand, the consensus<br />
builder who brings the ultimate “we not I” attitude, and the leader who leads by example<br />
and constantly encourages others to not only speak their minds, but also to have open minds.<br />
Glenn leaves a legacy of sound financial management, program and geographic expansion,<br />
and, above all, the respect and admiration of his peers, colleagues, foster parents, and the<br />
thousands of children who came through CONCERN under his watch.<br />
Choosing the appropriate replacement for the role of Executive Director was a task not<br />
taken lightly. We needed to find an individual who not only possessed the experience and<br />
the expertise, but also the dedication to our core values in serving the<br />
most vulnerable in our society and to lead CONCERN in the<br />
ever-changing child welfare field and that person was Paul Rieger.<br />
As CONCERN’s Director of Behavioral Health Services, Paul<br />
comes to the position well qualified with his own track record<br />
of success and ability to build a business. For the past 10<br />
years, Paul has been able to take advantage of market<br />
opportunities in previously underserved<br />
areas of Pennsylvania as well as being<br />
instrumental in creating new and unique<br />
programs to serve those individuals.<br />
It is with great sadness to say good-bye to<br />

1978 • CONCERN – Professional Services for Children and Youth begins operations<br />
with three foster families and eight children in care. Intensive Foster Care and<br />
Traditional Foster Care programs are initiated in Fleetwood, Pennsylvania.<br />
1979 • Community Life Skills program is initiated.<br />
1981 • CONCERN opens its first regional office opens with the Susquehanna Regional<br />

Programs<br />
Foster Care Services<br />
Intensive Foster Care is a community-based program<br />
for children and youth whose needs cannot be<br />
met in their own families and therefore require<br />
out-of-home placements. Children in this program<br />
may exhibit significant behavioral problems,<br />
and/or varying degrees of social or emotional<br />
dysfunctions. CONCERN’s specially trained<br />
foster parents create a family-like environment,<br />
which improves the child’s opportunities for more<br />
normalized daily living experiences.<br />
Intermediate Foster Care provides out-of-home<br />
placement services for children and youth<br />
who generally do not require more intensive<br />
interventions such as behavioral health services.<br />
Medical Foster Care provides homes for children<br />
with acute physical, emotional or mental<br />
disabilities as an alternative to hospitalization<br />
or institutionalization. CONCERN identifies<br />
particular foster parents who are capable of<br />
meeting the child’s special needs and who are<br />
trained in the specific medical condition(s) of the<br />
child. This program is referred to as Medically<br />
Fragile Foster Care in the State of Maryland.<br />
Mother/Baby Foster Care is designed to provide<br />
support to an adolescent or expectant mother<br />
in her efforts to develop a good parent/child<br />
relationship, while focusing on the competencies of<br />
parenting skills, child development, sexual safety,<br />
and independent living. Mothers enrolled in this<br />
program must establish a routine to address her<br />
infant’s needs, provide stimulating development,<br />
and educational activities for her infant, coordinate<br />
and arrange medical care for the infant, establish<br />
a budget to practice household management and<br />
enroll in an educational program or be gainfully<br />
employed.<br />
Adoption/Permanency<br />
Services<br />
Foster/Adopt and Adoption programs are designed<br />
to improve permanency outcomes for children<br />
in foster care. As an adoption agency licensed by<br />
the Pennsylvania Department of Public Welfare<br />
and affiliated with the Statewide Adoption and<br />
Permanency Network (SWAN) and the North<br />
American Council on Adoptable Children<br />
(NACAC), CONCERN is committed to helping<br />
children find a permanent family they can call their<br />
own. Services the department provides include<br />
Child Profiles, Child Preparation Services, Child<br />
Specific Recruitment Services, Placement Services,<br />
Family Preparation and Profiles, and Finalization<br />
Services. Our staff works with families who wish<br />
to adopt their foster child or a child placed through<br />
a kinship placement, as well as with families who<br />
wish to be matched with a waiting child.<br />
Residential<br />
Services<br />
Life Skills Programs,<br />

Foster Care are<br />
programs targeted to<br />
adjudicated, dependent<br />
or delinquent youth<br />
ages 16 to 21 who<br />
have a demonstrated<br />
difficulty functioning<br />
within systems,<br />
offering communitybased,<br />
supervised<br />
living arrangements.<br />
These programs are<br />
structured to help
youth learn and practice necessary basic living<br />
skills and gradually assume the responsibility<br />
associated with independent living. The program<br />
stresses behavioral responsibility, personal<br />
awareness, continuing basic academic education,<br />
vocational exploration and employment, life skills<br />
development and post-placement planning.<br />
CONCERN Treatment Unit for Boys (CTUB) are<br />
staff-secure, residential facilities for adolescent<br />
males. The goal of this program is to change<br />
the mindsets and behavior patterns of the youth<br />
so they will be able to function appropriately<br />
in society and will return to the community<br />
as healthy, productive citizens. The program<br />
provides daily opportunities for emotional,<br />
social, educational, and physical growth. This<br />
not only minimizes the likelihood of continued<br />
negative behavior, but also prepares the youth for<br />
responsible social living.<br />
Counseling Services<br />
Outpatient Counseling is provided on a confidential<br />
outpatient basis to children and adults from the<br />
community, as well as to clients in CONCERN’s<br />
care. CONCERN Counseling Services is a licensed<br />
psychiatric outpatient program, also offering<br />
Employee Assistance Programs for large and small<br />
businesses.<br />
Behavioral Health Rehabilitative Services (BHRS)<br />
is an individualized, collaborative approach with<br />
the goal of maintaining the child in the home<br />
and community whenever possible. Services<br />
include psychiatric/psychological evaluations,<br />
behavioral specialist consultation, mobile therapy,<br />
therapeutic staff support, and case management<br />
services.<br />
Summer Therapeutic Activities Program (STAP)<br />
is designed as an eight-week summer program<br />
providing therapeutic and recreational activities<br />
for children with emotional and behavioral<br />
challenges, striving to improve their quality of life.<br />
Through the use of age appropriate activities, the<br />
program will encourage the development of social<br />
skills, coping skills, problem solving and improved<br />
self-esteem.<br />
Family Based Mental Health Services (FBMH)<br />
is designed for children, adolescents, and their<br />
families. It is an intensive team-delivered service<br />
provided in the home and community, designed to<br />
integrate mental health treatment, family support<br />
services and case management. The goal of FBMH<br />
treatment is to help children and adolescents with<br />
a serious mental illness remain with their family in<br />
the community.<br />
Community Residential Rehabilitation (CRR)<br />
provides individualized community-based<br />
treatment in a 24-hour day structured therapeutic<br />
environment in a family setting. This program<br />
is designed for individuals ages 5 – 18 who have<br />
significant mental health issues and cannot be<br />
maintained in their own homes. This program also<br />
provides a variety of clinical, case management,<br />
counseling, and educational services to support the<br />
clients’ needs.<br />
Telephone Crisis Intervention Service is a 24-hour a<br />
day/seven day a week crisis intervention service<br />
that is designed to improve or resolve precipitating<br />
stress. Services are provided to adults, children,<br />
adolescents and their families who exhibit acute<br />
problems of disturbed thought, behavior, mood or<br />
social relationships. This service provides rapid<br />
response to crisis situations which threaten the<br />
well-being of individuals and/or others.<br />
Partial Hospitalization Program provides three<br />
hours of planned treatment programming per<br />
day in the form of group, individual and family<br />
therapy, as well as psychiatric and psychological<br />
services to clients in grades kindergarten through<br />
sixth. An educational component of the program<br />
is provided by the local school district and<br />
CONCERN Counseling Services provides the<br />
mental health treatment component. This program<br />
allows an environment where children have an<br />
opportunity to continue their regular education<br />
placement, as well as receive appropriate mental<br />
health services.<br />

Ninth Annual Life Skills Seminar a Success<br />
With “aging-out” of the foster care system looming, more than<br />
40 young men and women attended the ninth annual Life Skills<br />
Seminar on July 14, <strong>2010</strong>, at Arcadia University in Glenside,<br />
Pennsylvania. Sponsored through a grant from the Morgan<br />
Stanley Foundation – Philadelphia Branch, teenage clients<br />
from CONCERN’s Southeast Regional Office and CONCERN<br />
Treatment Unit for Boys – Coatesville and Lehighton Campuses<br />
attended.<br />
This day-long event focused on the independent living and<br />
educational needs of the teens by providing informative,<br />
interesting and fun sessions for participants. Employment related<br />
Mark Zumoff, television voice of the<br />
Philadelphia 76ers, answers questions<br />
during the Life Skills Seminar<br />
sessions ranged from “Dressing for Success” during the job interview process to career opportunities in<br />
the sciences, writing, the Peace Corps and the Armed Forces while educational related sessions included<br />
financial planning and responsibility and a tour of the Arcadia Campus.<br />
From Sandee Burns, CONCERN Director of Human Resources saying, “First impressions do count” to<br />
Staff Sergeant Samantha Johnson of the United States Air Force stating, “While the benefits and travel<br />
are great, the job can be dangerous and exciting as well,” everyone listened attentively and avidly asked<br />
questions.<br />
Callie Phillips, a former CONCERN client, spoke about the realities of being in foster care, but through<br />
self-motivation, he has achieved his dream of going to college. Callie said, “Don’t stop in high school or<br />
you will be selling yourself short.” While college and parties are fun, he emphasized that finishing his<br />
education was his main goal because he did not want a life on the streets.<br />
Marc Zumoff, the television voice of the Philadelphia 76ers, delivered an attention-getting and<br />
inspirational keynote message. Mr. Zumoff stated, “I grew up a nothing and now look at what I am<br />
doing. I had a dream. What is your dream? Whatever you want to do, it doesn’t come easy. You have to<br />
believe in yourself. You have to dare to be different.” He emphasized hard work, always learning, meeting<br />
everyone you could, opening your own doors, and as a result good things will happen.<br />
Bucknell Students Support CONCERN<br />
Students in the Management 101 program at Bucknell University, Lewisburg, PA combined education<br />
and philanthropy recently by producing and selling BU tank tops as an educational business project.<br />
Proceeds from the neon blue and orange tank tops will benefit CONCERN’s Susquehanna Valley<br />
Regional Office. In addition to donating the funds to CONCERN, students collected gently used clothing<br />
and toys for children in care and hosted a party for CONCERN clients.
CONCERN Honors Foster<br />
Parents<br />
The month of May is National Foster Care Month.<br />
Each May CONCERN honors its foster parents at<br />
each of our foster care sites through recognition<br />
events. Foster parents play an integral part of<br />
CONCERN as well as in the lives of the children in<br />
their homes.<br />
Foster parents are often underappreciated and a<br />
simple thank you is simply not enough, so once a<br />
year we set aside a day to honor their commitment to<br />
children and youth.<br />
With over 300 foster homes, CONCERN takes<br />
much pride in its foster parents, the valuable work<br />
they perform and the services they provide. These<br />
recognition events provide staff and foster parents<br />
the opportunity to step out of that professional<br />
relationship, share a meal at a nice restaurant<br />
or banquet hall, and simply enjoy one another’s<br />
company.<br />
We thank our foster parents for all they do for the<br />
children who need them.<br />
Family Realizes Dream<br />
Just one week after finalizing the adoption of<br />
their son, Alison and Michael Moyer told their<br />
heartwarming story of expanding their family in<br />
The Express Times’ “Non-Profit Spotlight” on<br />
CONCERN.<br />
As Alison stated in the article, “We only get a day<br />
or two in a lifetime as incredible as the day we first<br />
met Alex. Another of these incredible life-changing<br />
moments is when we officially became a family - not<br />
because we share the same genes, but because by<br />
God’s design we share an unconditional love for one<br />
another ... This is our dream come true!”<br />
In addition to sharing the story of the Moyer’s<br />
adoption, the article featured CONCERN’s<br />
programs and services, including foster care,<br />
adoption and counseling services.<br />
CONCERN Training Goes<br />
Online<br />
Pam Berg, Training Administrator, has<br />
been busy launching CONCERN’s on-line<br />
training program. With the assistance of<br />
Jane Zettlemoyer, Development Department<br />
Assistant, current PowerPoint trainings have<br />
been converted to a user-friendly format and<br />
uploaded to CONCERN’s website (www.<br />
concern4kids.org) to enable staff and foster<br />
parents to complete many of their required<br />
trainings on-line.<br />
Training courses are located behind a password<br />
protected page of CONCERN’s website and<br />
can be accessed from the homepage by clicking<br />
on the link to mandatory training. User name<br />
and password can be obtained by contacting the<br />
training representative.<br />
At the end of the Specialized trainings, users<br />
are required to complete a short quiz. A score<br />
of 70% or higher must be achieved in order to<br />
print a certificate. If the quiz is not passed, the<br />
trainee is directed back to the beginning of the<br />
training to review the information contained in<br />
the training once again.<br />
Currently most staff are obtaining the majority<br />
of their training by this means. It allows<br />
people to complete the training from their desk<br />
without clerical assistance and enables some<br />
supplemental staff the flexibility of being able to<br />
complete trainings on their home computer.<br />
As of late January, a number of Foster Parent<br />
trainings were made available on CONCERN’s<br />
website which enables foster parents to<br />
complete some of their required trainings from<br />
home. These trainings are accessible from any<br />
computer that has internet access including dial<br />
up connection.<br />
Pam stated, “So far very few problems have been<br />
reported and foster parents and staff seem to be<br />
very pleased with this.”<br />

CONCERN Counseling Services Reorganization<br />
CONCERN Counseling Services continues to<br />
grow and diversify. At the beginning of <strong>2011</strong>,<br />
the CONCERN Counseling Services Program<br />
underwent a reorganization. This reorganization<br />
was planned to accommodate the growth and<br />
diversity that Counseling Services has experienced<br />
over the past several years.<br />
The Counseling Services Program was divided<br />
into two regions - Eastern Region and North<br />
Central Region. The Eastern Region covers<br />
services in Bethlehem, Wyomissing and Fleetwood,<br />
Pennsylvania. The North Central Region covers<br />
counseling services in Lewisburg, Wellsboro and<br />
Towanda, Pennsylvania.<br />

CTUB - Lehighton Honored<br />
CONCERN Treatment Unit for Boys – Lehighton Campus was recognized by Safe Kids Carbon County<br />
during the group’s annual award and appreciation luncheon. During the ceremony, Carbon County<br />
Commissioner Wayne Nothstein, who is a member of Safe Kids, presented the award to representatives<br />
of CONCERN. “This group has always been there when we need help,” he said. “They are very<br />
community oriented.”<br />
Foster Care Client Speaks at Conference<br />
Complan P., 18, a client with the Maryland Regional<br />
Office, represented CONCERN youth at the <strong>2010</strong><br />
Maryland System of Care Conference.<br />
The conference addressed topics reflecting the<br />
initiatives to improve the system of care for children,<br />
youth and families. Workshops for youth included<br />
understanding trauma, advocacy, understanding<br />
Maryland government and the legislative process as<br />
well as starting youth-run support groups.<br />
Complan P., a senior in a Maryland high school’s<br />
Visual Performing Arts Program, makes beautiful art<br />
which has already been displayed in several galleries.<br />
She plans to attend college next fall and ultimately<br />
hopes to earn a Master’s degree.<br />
Included in this reorganization was the creation of<br />
four new positions. These include Eastern Region<br />
Director, North Central Region Director, Office<br />
Supervisor for the Eastern Region, and Office<br />
Supervisor for the North Central Region positions.<br />
In addition to the above office sites, services<br />
are provided in many school districts across the<br />
eastern half of the Commonwealth. The newly<br />
implemented Community Residential Rehabilitation<br />
Program is currently being operated from<br />

You Are A Star<br />
On June 24, <strong>2011</strong>, the Southeast Regional Office hosted its first-ever “You Are A Star” event to<br />
recognize and celebrate the recent year’s accomplishments of the children and youth in care. With<br />
a room filled to capacity with approximately 70 guests, including clients, foster parents, staff,<br />
volunteers, and county workers, there were cheers and even a few tears as the awards were presented.<br />
With an emphasis on recognizing that each child has individual talents, awards were given in<br />
the following categories: Achievement (for general achievement), Art, Attendance, Basketball,<br />
Friendship, Leadership, Music, Wrestling, Sportsmanship, Scholar Athlete, and Stars of Excellence<br />
(for outstanding general progress).<br />
In addition, academic awards were presented for Academic Excellence, Honor Roll, Mathematics,<br />
Elementary School, Middle School, and High School Stars for outstanding improvement and effort,<br />
as well as Elementary School, Middle School, and High School Super Stars for those students who<br />
displayed academic excellence.<br />
The final group of awards went to the recent high school graduates and a CONCERN STAR<br />
(Support Teens After Release) Fund award was presented as well. In all, 63 awards were presented to<br />
51 individuals.<br />
State Commission Selects CTUB Programs for Award<br />
CONCERN Treatment Units for Boys (CTUB) - Coatesville and Lehighton Campuses were selected by<br />
the Pennsylvania Commission on Crime and Delinquency and the National Center for Juvenile Justice<br />
to receive technical assistance through the Quality Improvement Initiative (Qii) for “Evaluations” for the<br />
upcoming fiscal year.<br />
The Qii aims to help Pennsylvania providers assess how well their interventions match up with<br />
recognized best practice standards and to identify areas where delivery of service can be improved. Only<br />
40 providers were accepted from across the Commonwealth of Pennsylvania.<br />
As part of the project, both CTUB sites will assemble Qii teams with representation from across the<br />
organization, including administration, managers, line staff and clinical staff. All participants will<br />
receive on-site training, and help provide assessments, develop and implement a quality improvement<br />
plan, and review progress monthly. In addition, an independent assessment by the National Center for<br />
Juvenile Justice will provide objective verification that the intervention aligns with the best practices of<br />
an effective delinquency intervention.<br />

Thanks to its extensive and highly inclusive yearly business planning and<br />
budgeting process, CONCERN is prepared to meet the challenges in the everchanging<br />
nonprofit social services environment.<br />
CONCERN accounts for its funds in accordance with Generally<br />
Accepted Accounting Principles (GAAP) and has an audit of its fiscal<br />
operations completed annually by an independent certified accounting<br />
firm in accordance with Generally Accepted Auditing Standards (GAAS).<br />
CONCERN believes transparency is an important element in today’s<br />
nonprofit environment and produces this annual report to the public to detail<br />
the previous year’s activities.<br />
CONCERN’s financial statements - audited financial statement as well as<br />
Internal Revenue Service Form 990 - also are open for public inspection upon<br />
request.<br />
CONCERN is not solely a provider of social services to children,<br />
youth and families. CONCERN is also a part of the economic<br />
fabric in each of the communities we serve by creating and<br />
maintaining jobs for local residents as well as purchasing goods<br />
and services in these communities. CONCERN’s direct economic<br />
impact typically exceeds $22 million per year while its indirect<br />
economic impact typically exceeds $55 million per year. Simply,<br />
CONCERN is committed to being a vital entity in the many<br />
communities we serve and is proud of the local impact and positive<br />
change our staff, foster parents, clients and residents bring to these<br />
communities.
Economic Impact<br />
The methodology used in completing CONCERN’s Local Economic Impact<br />
Report is a basic Input-Output Model. The multiplier shown for use with this<br />
study is a relatively conservative 2.5 times. This multiplier was derived from<br />
various federal government economic impact studies. These studies used<br />
varying multipliers based on region and spending categories.<br />

Strategic Planning<br />
Since 1994 strategic planning has become an integral part of CONCERN’s planning process.<br />
This process has been particularly important during these uncertain economic times. Each year<br />
annual goals are set based upon established three to five year long-term goals. CONCERN<br />
is committed to an inclusionary process where all members of the organization have the<br />
opportunity to express input. For the <strong>2010</strong>-<strong>2011</strong> fiscal year six goal areas were identified. The<br />
following are those areas, along with a representation of goals from each area that were achieved.<br />

Corporate Planning<br />
CONCERN will contract with an outside<br />
consultant to develop a plan for electronic<br />
archiving of agency files and integrate that plan<br />
with agency operations and the FY 2012 business<br />
planning process.<br />
The Quality Assurance Committee will develop a<br />
written internal audit procedure for CONCERN<br />
foster care client and foster parent files.<br />
Counseling Services<br />
CONCERN will document and implement<br />
research-based programming for autistic youth<br />
in both in the Behavioral Health Rehabilitation<br />
Services and Summer Therapeutic Activities<br />
Program.<br />
CONCERN will develop a comprehensive guide<br />
to the private insurances currently accepted by<br />
Counseling Services.<br />
Development, Fundraising, and<br />
Public Policy<br />
CONCERN will seek to enhance employee giving<br />
to include personal giving as well as develop a plan<br />
for furthering CONCERN’s name recognition in<br />
the community with community outreach efforts.<br />
CONCERN will better promote ourselves as a<br />
charity from within our individual sites by making<br />
each service site more “CONCERN/charity/<br />
child friendly” by enhancing the appearance in the<br />
public areas in each of our sites.<br />
Foster Care and Adoption<br />
CONCERN will adopt a strengths based<br />
approach in working with children and their<br />
families; staff and resource families will be<br />
trained to implement the approach.<br />
CONCERN will partner with referring<br />
counties to find innovative ways to access,<br />
monitor and increase safety, stability and wellbeing<br />
for children and youth while placed in<br />
out-of-home care.<br />
Maryland Programs<br />
The Maryland regional Office will develop<br />
and implement a program that will address the<br />
needs of youth in transition to independence<br />
utilizing the Ansell-Casey Life Skills<br />
Assessment Tool.<br />
The Maryland Regional Office will continue<br />
to strive toward increased cultural competency,<br />
both with staff and foster parents, to meet the<br />
needs of the increasingly diverse referrals.<br />
Residential Placement<br />
Numerous state initiatives will require<br />
continuous evaluation of residential program<br />
needs. CONCERN will monitor these state<br />
initiatives and create training opportunities for<br />
our residential program staff.<br />
CONCERN Residential Programs will<br />
research and possibly implement program<br />
alternatives.<br />

Youthful Achievements<br />
CONCERN congratulates the many children<br />
in care who are active in their schools and communities<br />
and achieve personal and public goals.<br />
The following is just a small representation of the<br />
achievements of our youth:<br />
Jayquan M., 14, received an Earth Day<br />
Certificate for an exceptional contribution<br />
to the Berks KidsPeace garden and being a<br />
hardworking role model for others.<br />
Christie B., 14, continues to volunteer at a<br />
local nursing home and recently attended Camp<br />
Courage.<br />
Santo N., 8, received the Presidential Physical<br />
Fitness Award.<br />
Joshua P., 7, scored in the top three of his first<br />
grade class on a math placement exam. Joshua’s<br />
teachers have said he is doing an excellent job<br />
and has transitioned well into his new school.<br />
Joshua also was named Student of the Month<br />
for October at the school.<br />
Samantha H., 13, had the highest grade point<br />
average in her class for the second year in a row.<br />
Brittanie C., 11, recently received the Girl<br />
Scout Bronze Award, the highest award that a<br />
Junior Girl Scout can attain. The award required<br />
many hours of community service, hours of<br />
work toward different patches that are linked<br />
to the service project, obtained her baby-sitting<br />
certificate and also tackled the numerous other<br />
tasks required to earn the award.<br />
Kayla T., Keila G., Aleeshyah S. and Courtney<br />
T. recently did some volunteer work with some<br />
fellow CONCERN kids and staff at a local farm.<br />
Jeremy T., 10, has been selected to participate<br />
in his school’s Mathematics Engineering and<br />
Science Achievement (MESA) Club. He will<br />
participate in the activity group where the group<br />
will be required to write and perform a short<br />
stage performance.<br />
William W., 10, recently started competing for Tae<br />
Kwon Do and has received his yellow/white belt.<br />
Amber L., 17, attended Regionals for Future<br />
Business Leaders of America. She finished in third<br />
place and will go on to participate in States.<br />
Graduates<br />
CONCERN had 25 clients successfully complete<br />
their high school curriculum this year. We salute all<br />
our graduates on ths achievement. a sampling of<br />
our students:<br />
• Brienna P. is joining the United States National<br />
Guard and is attending basic training in South<br />
Carolina.<br />
• Jessica S. is attending Marywood University to<br />
study art therapy.<br />
• Steven R. is attending Prince George’s Community<br />
College in the fall. Steven was awarded the Cardin<br />
scholarship in recognition of his high school<br />
achievements.<br />
• Bryanna P. is attending Mansfield University to<br />
pursue a degree in nursing.<br />
• Cody S., Raul T., Justin B., Michael Y. and<br />
Eric R. all received their GEDs at CONCERN<br />
Treatment Unit for Boys – Coatesville Campus.<br />

the quality of life of children in care by enabling them<br />
to participate in many of the traditional experiences<br />
of family and community life and to meet expenses of<br />

CONCERN’s fundraising activities, including direct<br />
mail solicitations and special events, are placed into<br />

CONCERN is committed to the ideal that a lack of financial resources should not be a barrier<br />
to young men and women and the goals they have set for themselves as they prepare to become<br />
productive members of society. Since transitioning from childhood to the responsibilities of adulthood<br />
is difficult enough without the additional burden of having little or no support systems in place, the<br />
STAR (Supporting Teens After Release) Fund was established in 1999 to meet a variety of needs our<br />
clients possess when they “age out” of the child welfare system and proceed to independent living.<br />
These needs include continuing education and training, employment necessities and housing expenses.<br />
During the current year, 11 STAR Fund requests were received and approved expending $6,233.18.<br />
The CONCERN Fund<br />
The CONCERN Fund is a discretionary fund giving CONCERN the flexibility to meet the rapidly<br />
changing needs we encounter now as well as in the future. Funding could support CONCERN’s<br />
capacity building abilities, meet physical infrastructure needs, as well as provide for program<br />
development, facility expansion and renovation, and meet training and technology needs.<br />

Planned Giving<br />
Planned Giving programs are designed to give individuals<br />
the opportunity to make a gift that will create a legacy<br />
for themselves, while at the same time allow a charitable<br />
organization to continue its mission for many years to come.<br />
Since planned gifts are given from a donor’s life assets rather<br />
than through earned income, they require “planning” and are<br />
often transmitted to a nonprofit organization through a legal<br />
instrument such as a will or trust.<br />
All of the following planned giving vehicles can have<br />
significant income tax implications. Please note CONCERN<br />
is not engaged in rendering legal or tax advisory service. For<br />
advice and assistance in specific cases, services of an attorney,<br />
accountant or other professional advisors should be obtained.<br />
Bequests<br />
A bequest for the benefit of CONCERN may<br />
be included in the body of your will, or through<br />
a codicil (an amendment to your will), or your<br />
revocable living trust. Please use CONCERN’s<br />
legal name of “CONCERN – Professional<br />
Services for Children, Youth, and Families” when<br />
naming CONCERN as a beneficiary. You also<br />
may designate how your bequest should be used.<br />
Gifts of Life Insurance<br />
For those of even modest means, gifts of life<br />
insurance policies are a way to make a substantial<br />
legacy gift to CONCERN. Gifts of life insurance<br />
can be made naming CONCERN as the irrevocable<br />
owner of the policy. This option can literally cost<br />
“pennies on the dollars” and provide a significant<br />
donation to CONCERN, while allowing a donor<br />
to make a substantially larger charitable gift than<br />
would otherwise be possible.<br />
Gifts of Retirement Plans<br />
Using retirement plans such as IRAs and 401(k)<br />
and 403(b) accounts can provide a meaningful<br />
and lasting gift to CONCERN. Due to the<br />
potentially harsh estate and income tax treatment<br />
of retirement plan benefits, the cost of using<br />
retirement plan accounts as a gifting vehicle can be<br />
lower than using other types of property.<br />
Gifts of Appreciated Securities<br />
Stocks or shares in a mutual fund are donated<br />
to CONCERN through our designated brokerage<br />
account. Gifts of appreciated securities to<br />
CONCERN are usually more advantageous than<br />
giving cash. If a donor gives appreciated securities<br />
held longer than one year, the donor can deduct<br />
their full market value regardless of what the<br />
donor originally paid for them, assuming the donor<br />
itemizes on their tax return.<br />
Outright Gifts of Tangible Personal<br />
Property<br />
Tangible personal property is broadly defined in<br />
the tax code as any property, other than land or<br />
buildings, which can be seen or touched. Examples<br />
include works of art, antiques and collections such<br />
as stamps, coins, sports memorabilia, etc. This<br />
gifting option is often best for those where these<br />
possessions are no longer intended for their use or<br />
have become a burden to maintain or insure.<br />
Gifts of Real Estate<br />
Real estate including commercial or residential<br />
property, rental or vacation properties, farmland, or<br />
undeveloped land can reap significant tax benefits by<br />
making planned gifts. First the donor identifies real<br />
property to be donated, then CONCERN evaluates<br />
the property to determine if it falls within its Gift<br />
Acceptance Policy, and finally the donor has the<br />
property appraised to establish its fair market value.<br />
Life Income Gifts<br />
Life income gifts, or gifts that permit a donor<br />
to retain a benefit, can include a charitable gift<br />
annuity, charitable remainder trust, charitable<br />
remainder annuity trust, pooled income fund,<br />
and charitable lead trust. The benefits can include<br />
income payments for your life and the life of your<br />
spouse (or someone else), should you choose. Due<br />
to the complexity of these planned giving vehicles,<br />
it is recommended that you consult with the services<br />
of an attorney, accountant, or other professional<br />
advisors.<br />
