8.4 Evaluation of Commercial Offers
The Commercial Offer from the Bidders shall be evaluated as per the Evaluation
Financial Model. The Commercial Offer from each Bidder in terms of fixed amount of
money to be paid upfront to TUDA and/ or revenue sharing with TUDA for the commercial
and residential assets shall be converted to implied cash inflow to TUDA as per the
Evaluation Financial Model. The implied yearly cashflows to TUDA from each Bidder
shall be discounted to the year 2007 at a discounting rate of 12.00% p.a. The net present
value thus calculated for the Bidder’s Commercial Offer shall be used for ranking the
various Commercial Offers by the Bidders in the descending order. A sample calculation
for assessment of ranking of the Commercial Offers is given in Exhibit 12. The proposal
from the Bidder whose Commercial Offer ranks the highest shall be considered the
Preferred Proposal for the purpose of evaluation against the proposal of Original Project
Proponent as per the Swiss Challenge Approach.
8.5 Commercial Offer: Submission Format
The information requirements and guidelines for submission of the Commercial Offer are
detailed in Exhibit 10. It may be noted that proposals of Bidders, which do not contain the
Commercial Offer as specified above, would be considered invalid and liable for rejection.
