Singaporeʼs Largest Jack-up West Elara Bound for<br />

West Elara – the first of two ultra-large, high<br />

specification, harsh-environment jack-up rigs built<br />

by Sembcorp Marine’s subsidiary <strong>Jurong</strong> <strong>Shipyard</strong><br />

for North Atlantic Drilling, a subsidiary of Seadrill<br />

Limited – is poised to make rig building history in<br />

Singapore as the nation’s largest jack-up newbuild<br />

following its turnkey construction success and naming<br />

on <strong>Jun</strong>e 25, 2011.<br />

Classed among the biggest and most advanced jack-ups in the world,<br />

West Elara is built to meet the stringent Norwegian NORSOK standard<br />

for operations in the North Sea. The rig has secured a fi ve-year contract<br />

from leading energy company Statoil for deployment to the Norwegian<br />

Continental Shelf, an area which requires strict compliance to high<br />

standards of health, safety and environment.<br />

On completion, West Elara will be the largest and highest capability jackup<br />

to join Seadrill’s new and modern rig fl eet. The rig will be the sixth<br />

drilling unit constructed by <strong>Jurong</strong> <strong>Shipyard</strong> in Seadrill’s fl eet, following<br />

three Friede & Goldman (F&G) ultra-deepwater semi-submersibles (West<br />

Sirius and West Taurus delivered in 2008 as well as West Orion delivered<br />

in 2010), a Moss Maritime CS50 MK II semi-submersible (West Pegasus<br />

delivered in April 2011), and West Cressida (ex-PetroJack IV), a Pacifi c<br />

Class 375 jack-up rig acquired by Seadrill in 2010.<br />

Representing a major milestone for <strong>Jurong</strong> <strong>Shipyard</strong>, West Elara is the<br />

yard’s fi rst harsh-environment high-specifi cation jack-up newbuild and the<br />

largest of its kind to be constructed by the yard. The Gusto MSC CJ70<br />

150A design rig has the ability to drill to depths of 10,670 metres in water<br />

depths of up to 150 metres, with a higher variable deck load and a higher<br />

operating effi ciency compared to previous jack-up generations. The rig’s<br />

ultra-large size also allows for additional opportunities within areas like<br />

logistics, well testing and early production.<br />

The turnkey construction success of West Elara was commemorated<br />

during a rig naming ceremony at <strong>Jurong</strong> <strong>Shipyard</strong>, presided by Lady<br />

Sponsor Ms Grethe Stange, in the presence of key representatives from<br />

Seadrill and its subsidiary North Atlantic Drilling, rig charterer Statoil and<br />

<strong>Jurong</strong> <strong>Shipyard</strong>.<br />

West Elara will be the largest and most advanced jack-up for Seadrill.<br />

Mr Alf Thorkildsen, Chief Executive Offi cer and President of Seadrill<br />

Management, said: “At Seadrill, we have initiated and taken delivery of<br />

24 drilling units during the last fi ve years. Of these 24 units, fi ve drilling<br />

rigs have been delivered from <strong>Jurong</strong> and we have yet another fi ve units<br />

under construction at this yard. Our repeat orders of new units at <strong>Jurong</strong><br />

are to be regarded as a testimony to the quality drilling rigs delivered from<br />

this yard. This is certainly to be recognised as a sign of confi dence, and<br />

a strong commitment to this excellent yard. We are very pleased with<br />

<strong>Jurong</strong>’s performance and quality of work.”<br />

Seadrill in their fl eet expansion to be one of the largest operators of<br />

modern, high-quality and premium drilling rigs. West Elara will be the fi rst<br />

of two Gusto MSC CJ70 harsh-environment jack-ups that <strong>Jurong</strong> <strong>Shipyard</strong><br />

is building for Seadrill and for operations in the Norwegian Continental<br />

Shelf, a quality stringent area requiring high standards of compliance.<br />

Leo), two units of F&G JU2000E jack-ups (West Tucana and West<br />

Castor) and another harsh-environment Gusto MSC CJ70 jack-up<br />

semi-submersible constructed by<br />

<strong>Jurong</strong> <strong>Shipyard</strong>, Songa Eclipse is a testimony<br />

to the yard’s proven track record in turnkey rig<br />

building, innovative fast-track semi-submersible<br />

construction and high standards of workplace<br />

safety, health and environment.<br />

The 6th generation F&G ExD Millennium Class<br />

dynamic positioning (DP2+) rig is capable of drilling<br />

to depths of more than 40,000 feet while operating<br />

in 10,000 feet of water. Engineered for stability<br />

and versatility with operational displacement<br />

of 43,400 metric tonnes at 17 metres draft and<br />

46,750 metric tons at 20 metres draft, the semisubmersible<br />

is suitable for operations in most of<br />

the world’s known challenging deepwater arena.<br />

The rig also has the capacity to accommodate 164<br />

persons.<br />

commissioning and testing before its scheduled<br />

delivery.<br />

Cape Mollini Takes Flight<br />

Cape Mollini, a 221.62m x 29.80m x 16.40m vessel, docked at <strong>Jurong</strong><br />

<strong>Shipyard</strong> in April 2011 for a series of repairs and maintenance.<br />

The yard’s repair specialists commenced hatch repairs, steel works as well as other machinery<br />

and electrical jobs on the 2742 TEU vessel owned by MARTIME – Gesellschaft fur maritime.<br />

Before leaving the yard in <strong>May</strong>, the hull of the containership was blasted and painted to refresh<br />

her appearance.<br />

carrier owned by Zodiac Maritime<br />

Agencies <strong>Ltd</strong>, departed <strong>Jurong</strong><br />

<strong>Shipyard</strong> in <strong>May</strong> 2011 after her<br />

recharge at the yard.<br />

Major work performed on the 251.50m<br />

x 32.20m x 21.20m vessel included bow<br />

thruster overhaul, tail shaft withdrawal, steel<br />

renewal works as well as repairs on the rudder<br />

and hatch covers. After having her hull fully<br />

blasted and painted, Santa Cruz set off for her<br />

next assignment.<br />

Welcoming Bernhard Sibum<br />

Owned by Reederei Bernd Sibum GmbH & Co. KG, Bernhard Sibum<br />

completed a series of successful repair jobs before departing in<br />

<strong>May</strong> 2011.<br />

Measuring 139.15m x 22.60m x<br />

11.80m, the containership was in<br />

the yard for cell guides repair, steel<br />

maintenance works, cleaning of air<br />

coolers as well as renewal of engine<br />

pipes. In addition, the 957 TEU vessel<br />

underwent load testing, overhaul of<br />

valves and polishing before blasting<br />

The Hermes Makeover<br />

<strong>Jurong</strong> <strong>Shipyard</strong> warmly welcomed Hermes, a 212.20m x<br />

29.80m x 16.67m containership, when it called on the<br />

yard for a scheduled stopover in April 2011.<br />

Major jobs performed on the 2496 TEU vessel, owned by KG PROJEX-<br />

Schiffahrtsgesellschaft mbH & Co, included steel repairs on tanks,<br />

maintenance on hull anodes and cranes, overhaul of the bow thruster and<br />

valves as well as routine cleaning and polishing. Before departing in <strong>May</strong>,<br />

Hermes received blasting on the hull and a fresh coat of paint.<br />

Northwest Swan Shines<br />

Northwest Swan returned to <strong>Jurong</strong> <strong>Shipyard</strong> for her<br />

second intermediate survey in <strong>Jun</strong>e 2011, following<br />

her last visit in March 2009.<br />

Operated and managed by the yard’s alliance partner Chevron<br />

Shipping Co. LLC, the 73,659 dwt double hull LNG carrier measuring<br />

289.00m x 43.40m x 26.00m went through a list of jobs including<br />

overhauling works for the cargo and engine room pumps, motors,<br />

cargo and relief valves as well as inspection and survey of turbines<br />

and bearings. Other repair highlights included cleaning of anchors and<br />

sea chests as well as hull blasting and painting.<br />

Rabigh Sunshine<br />

Brightens Up<br />

Rabigh Sunshine, a chemical tanker managed by<br />

Lee & Shipping Co. <strong>Ltd</strong>, took off from the yard in<br />

<strong>Jun</strong>e 2011 after completing her drydocking repairs.<br />

The 19,998 dwt tanker measuring 146.19m x 24.23m x 12.90m<br />

underwent overhaul of main engine turbo charger, renewal of engine<br />

pipes and servicing of life-saving equipment. During her stay, the<br />

vessel hull was also cleaned and painted prior to her departure.<br />

The third Chevron repair project for the year achieved another<br />

incident-free record − a testimony of the high quality, safety, health<br />

and environment standards embraced by both the Chevron and <strong>Jurong</strong><br />

alliance teams.<br />

Freshening Up Liwa<br />

Liwa, a product tanker managed by World Marine Co.,<br />

<strong>Ltd</strong>, set sail from <strong>Jurong</strong> <strong>Shipyard</strong> in <strong>May</strong> 2011 after<br />

completing a routine maintenance operation at the yard.<br />

The 74,997 dwt vessel, which measures 228.00m x 32.29m x 20.80m,<br />

checked into the yard in April for de-rusting and painting works on the<br />

fore peak tank and water ballast tanks, renewal of the shell plates as<br />

well as repairs on the main engine and sea valves. The yard also installed<br />

security measures and an alarm system before performing hull cleaning<br />

and painting.<br />

Kodaijisan in Top Form<br />

<strong>Jurong</strong> <strong>Shipyard</strong> repair team spruced up<br />

Kodaijisan, a 225.28m x 36.65m x 22.00m LPG<br />

tanker owned by NS United Marine Corporation,<br />

when she arrived at the yard in <strong>May</strong> 2011.<br />

The list of repairs done on the 58,591 dwt vessel comprised fi ttings<br />

on hulls, machinery and electrical works as well as inspection on main<br />

engine bearings and other underwater works. The tanker was given<br />

ship side blasting and painting before leaving the yard in <strong>Jun</strong>e.<br />

Noble Corporation and <strong>Jurong</strong> <strong>Shipyard</strong> marked the strike-steel of<br />

Noble’s first JU3000N jack-up rig at the yard on <strong>May</strong> 19, 2011.<br />

was also witnessed by research analysts, who<br />

were invited by Noble to gain deeper insights<br />

into the new jack-up rig.<br />

hull for enhanced operational benefits and is<br />

suitable for operations in many challenging<br />

environments, including high temperature<br />

areas such as the Middle East and in the<br />

North Sea.<br />

PT SMOE Delivers Gajah Baru Central Processing<br />

Platform Topside<br />

PT SMOE Indonesia, a subsidiary of<br />

SMOE, and its partner PT Saipem<br />

Indonesia have successfully<br />

delivered on schedule the 8,300-<br />

metric-tonne Central Processing<br />

Platform (CPP) topside on <strong>Jun</strong>e<br />

16, 2011 to Premier Oil Natuna<br />

Sea BV for its Gajah Baru Field<br />

Development project.<br />

The second component of the US$430 million<br />

dual platform project, CPP has facilities including<br />

compression, separation, glycol regeneration,<br />

gas metering, mechanical refrigeration, utilities<br />

and a 700-metric-tonne living quarters module<br />

for 60 persons. The fi rst component, the 2,000-<br />

metric-tonne Wellhead Platform was delivered<br />

earlier in March 2011, three months ahead of<br />

schedule.<br />

To commemorate the topside completion, a<br />

sail-away ceremony was held at PT SMOE<br />

Indonesia, attended by Guest-of-Honour Dr Ir.<br />

H. Fadel Muhammad, Indonesia’s Minister of<br />

The four-day exhibition saw a total turnout of 33,500 participants including<br />

delegates from 1,100 companies across 54 countries. Sembcorp Marine<br />

was part of the delegation under the Singapore Pavilion, jointly organised<br />

by the Singapore Maritime Foundation (SMF) and the Association of<br />

Singapore Marine Industries (ASMI).<br />

To kickstart the exhibition, the Singapore Pavilion was offi cially opened<br />

on <strong>May</strong> 24 by Mr Lam Yi-Young, Chief Executive of Maritime and Port<br />

Authority of Singapore, and Mr Michael Chia, Chairman of SMF. In<br />

attendance to witness the opening of the Singapore Pavilion were VIPs<br />

including Mr Ng Ser Miang, Singapore’s Ambassador to Norway, and Mr<br />

Otto Tidemand, Singapore’s Honorary Consul-General in Oslo, Norway.<br />

Building stronger bonds.<br />

Sembcorp Marine was also one of the key sponsors of the<br />

Singapore Nite Reception, held at the Radisson Blu Plaza Hotel on<br />

<strong>May</strong> 25. Hosted by SMF, the event was well-attended by about 350<br />

participants and saw Singapore delegates networking and forging<br />

closer ties with shipping counterparts, partners and guests from the<br />

Norwegian and international maritime community. The guests were<br />

also treated to local delights prepared by chefs especially flown in<br />

from Singapore.<br />

Throughout the exhibition, representatives from Sembcorp Marine and<br />

its yards took the opportunity to meet up with customers and partners,<br />

exchanging ideas and consolidating ties.<br />

year’s Seatrade Asia Awards held on <strong>Jun</strong>e 17,<br />

This is the fi rst time that PT SMOE has won the SMK-3 Gold Award, Indonesia’s<br />

Winning Safety Innovations<br />

In line with its continuing efforts to encourage employees to further innovate operational processes for<br />

quality, safety and productivity enhancements, <strong>Jurong</strong> <strong>Shipyard</strong> organised its 15th annual Workplace Safety<br />

and Health (WSH) Innovation Convention on <strong>Jun</strong>e 29, 2011.<br />

Themed “Our People, Our Innovation”, the event saw keen competition among the eight fi nalist teams which were chosen from 18 contenders in the two<br />

preliminary rounds. The winning innovations (refer to information below) were assessed based on their sustainability and practicality in achieving safety<br />

excellence and productivity gains.<br />

1st Prize: SPOT Team – “Hydraulic Cable Drum Jack”<br />

Driven by their pursuit for WSH excellence, the SPOT Team from <strong>Jurong</strong> Electrical Automation improved their current practice of jacking up a cable<br />

drum by using a Hydraulic Cable Drum Jack. Apart from offering portability and suitability for all sizes of cable drums, this innovative method also<br />

eliminates the ergonomic hazards due to manual lifting and reduces the strenuous conditions faced by workers.<br />

By focusing on overcoming health hazards and minimising environmental pollution during tank blasting operations, the HP 3 Team from Hull Painting<br />

came up with this innovative project to reduce the leakage of grit dust from tank openings. Instead of covering the tank openings with temporary<br />

canvas, the Duster is a portable but secure housing placed over the tank openings to effectively prevent dust particles from escaping. This new<br />

method cuts down on air and noise pollution while reducing the risks of slips, trips and falls from grit-covered surfaces. Work stoppages to fi x any<br />

leakage during tank blasting are also eliminated, potentially generating sizeable cost savings per year.<br />

3rd Prize: <strong>Dolphin</strong>s Team – “Dynamic Trolley”<br />

The <strong>Dolphin</strong>s Team from Machinery Fitting developed the Dynamic Trolley innovation as a more effective, simpler and safer method to assemble,<br />

install and lift the gear racks onto a trip saver, a component of the drilling equipment onboard a semi-submersible. The innovation improves effi ciency<br />

as it reduces the workload of the workers as well as the time taken to fi x the gear racks. A safer alternative, the device also signifi cantly reduces<br />

the risk of injuries and body strains as well as eliminates the need for additional loading on the hanging scaffolding.<br />

Connecting to the Maritime Law Community<br />

Sembcorp Marine continued to show its support for the 4th<br />

Asian Maritime Law Conference held at Amara Singapore<br />

from <strong>May</strong> 19 to 20, 2011.<br />

Organised by the Maritime Law Association of Singapore, this year’s conference<br />

focused on competition, shipbuilding and arbitration, serving as an effective platform<br />

to explore and discuss maritime and legal issues relevant in today’s economy.<br />

At the coffee break sessions sponsored by Sembcorp Marine, the delegates<br />

also took time to mix and mingle with other members of the global marine and<br />

offshore law community.<br />

Promoting international exchange, Sembcorp Marine sponsored “Whither<br />

the Gulf? Accomplishments, Challenges & Dangers”, a conference<br />

organised by the Middle East Institute from the National University of<br />

Singapore from <strong>May</strong> 19 to 20, 2011 at Shangri-La Hotel.<br />

Conservatory, National University of Singapore (NUS) on <strong>May</strong> 20, 2011.<br />

his music which extends beyond politics to cross<br />

boundaries of faith, race and social class, the<br />

audience had an enlightening evening enjoying<br />

the musical showcase of Arabic masterpieces.<br />

A Real Rig Lesson for Students<br />

Around 60 final-year students from Ngee Ann Polytechnic’s Marine and Offshore diploma course visited<br />

<strong>Jurong</strong> <strong>Shipyard</strong> and were given a rare glimpse onboard Songa Eclipse on <strong>May</strong> 29, 2011.<br />

to the yard’s operations and safety<br />

culture. In addition, they also had a fi rsthand<br />

view of Songa Eclipse’s facilities<br />

and capabilities as they embarked on a<br />

tour onboard the semi-submersible.<br />

Running Knows No Limits<br />

<strong>Jurong</strong> <strong>Shipyard</strong> sponsored 30 running enthusiasts from<br />

the yard as they beat the sunrise to be part of Sundown<br />

Marathon – Asia’s only mass night running event – on<br />

<strong>May</strong> 28, 2011.<br />

While most of us were sleeping soundly, these runners joined close to 26,000<br />

runners in the 10km, half marathon (21 km) and full marathon (42 km) night<br />

races which took off from the Changi Exhibition Centre on <strong>May</strong> 28. Running in<br />

the still of the night and completing the race near sunrise was a new experience<br />

for some of the runners. Though gruelling, the participants commented that<br />

they had a good workout and enjoyed themselves.<br />

Taking Charge of Your Heart and Health<br />

To reduce the risk of getting heart attacks, <strong>Jurong</strong><br />

<strong>Shipyard</strong> employees learnt useful tips during a health<br />

talk conducted by Alexandra Hospital at the yard on<br />

<strong>May</strong> 19, 2011.<br />

The informative session included an introduction on the causes, risk<br />

factors as well as symptoms of the second most common cause of death<br />

in Singapore. Most importantly, participants were made more aware of<br />

how to better manage their heart and health conditions.<br />

Striking up Honours<br />

A team of four employees from <strong>Jurong</strong> <strong>Shipyard</strong> and <strong>Jurong</strong> SML clinched<br />

the first runner-up title during the first round of the Canon Super Series 3<br />

bowling competition held at SAFRA Tampines on <strong>May</strong> 20, 2011.<br />

in the intense competitive series, the yard<br />

representatives scored an impressive<br />

2280 points to bring home the title. Jointly<br />

organised by Singapore Bowling Federation<br />

and Canon Singapore, this event aims to<br />

at the corporate level through a cordial<br />

sporting platform involving all segments of<br />

businesses in Singapore.<br />

Sembcorp Marineʼs First Family Day at Sentosa<br />

More than 7000 employees and their families from Sembcorp Marine and its subsidiaries had a fun-filled time<br />

during the Group’s inaugural Family Day at Sentosa’s Siloso Beach on <strong>Jun</strong>e 5, 2011.<br />

The heavy rain did not dampen the strong Sembcorp Marine spirit<br />

as shown by the large turnout of enthusiastic employees and their<br />

families who came armed with umbrellas and raincoats. They were not<br />

disappointed as what met their eyes at Siloso Beach was a delightful<br />

wonderland with something for everyone to enjoy – from an entire<br />

pavilion fi lled with activities just for the children to carnival stalls and<br />

team games for the adults.<br />

Kicking the event off into high gear, senior management from<br />

Sembcorp Marine and its subsidiaries wowed the crowd with a<br />

“Waka-Waka” dance performance at the main stage. This was followed<br />

by magical shows and live performances for the families to enjoy. Not<br />

forgetting our hidden talents, representatives from the yards sang<br />

and danced at the SCM Got Talent show and were presented with<br />

tokens of appreciation by Mr Wong Weng Sun, Sembcorp Marine’s<br />

President & CEO.<br />

Spirits also ran high as staff and their families flocked to the many stalls<br />

for games and snacks. Long queues were seen at popular game stalls<br />

such as ‘Cash for Grabs’ and ‘Photo Magnets’. Undeterred by the rain,<br />

employees were also cheering for their colleagues at the various sports<br />

and telematch games. Other highlights of the day included yummy food,<br />

goodie bags and the much-anticipated lucky draw with attractive prizes<br />

to be won.<br />

The smiles on the faces of the families bore testament to the success of<br />

the event. It was certainly an enjoyable day of family bonding with fond<br />

memories for everyone.<br />
