6 DATA USAGE, OBSERVATIONS UP TO PHASE 2
6.1 Introduction
In this chapter the legal aspects behind data availability and the various political aims should be
explained. The basic paragraphs should be the following:
6.2 Availability, legal aspects and other issues for data usage
The data sets below are available on a commercial base for low fees based on cost recovery or
for free for the European Commissions internal use:
­ UN­ECE Census of motor traffic
­ UIC network
­ Eurostat transport statistics
­ National passenger OD matrices
­ Dateline European passenger transport survey
The data set mentioned there after needs to be treated in such a way that just aggregations are
published or the usage is only for internal affairs. Here a special Memorandum of
Understanding between the European Commission and the data provider is needed to obtain the
data:
­ Eurocontrol flight data
6.3 Guidelines to the usage of data according to the various political aims
Most data could be used to extract information directly usable as variables for the indicators.
But internally they will also be used for the model calibration and validation.
6.4 Other remarks
The data sources are available periodically with the exception of the travel survey Dateline.
