4.9 Testing phase<br />

As it is quite difficult to receive the national matrices due to the fact that they are mostly treated<br />

confidential and not commercially available, the team has decided to be progressive within<br />

Phase 2 and construct a synthetic matrix (test matrix), even when not all requested information<br />

was already available from <strong>WP</strong>2, <strong>WP</strong>5 and <strong>WP</strong>7. This especially holds for attractivity indicators<br />

different from the standard variables GDP, population, households, motorization and GVA,<br />

travel impedances for rail and partly for air transport (tariffs). Another point are the<br />

EURCONTROL flight data, for which a MoU between EC and EUROCONTROL is required.<br />

Therefore not all steps as described in the previous sections – especially concerning the matrix<br />

bounding procedure – could be done in a satisfactory way. Nevertheless we extracted 28 submatrices<br />

out of it, one for each country, with convenient aggregations of its surrounding<br />

countries. In addition to these matrices we produced country­specific assignment maps for all<br />

main modes (rail, road and air) and a brief summary of these results. This procedure targets in<br />

confronting the representatives of the 28 core countries by providing the national synthetic<br />

matrices for a critical evaluation within the very beginning of Phase 3. In addition the countries<br />

will be asked to provide a maximum on information available to prepare the best possible<br />

European matrix. The place to present the idea and to provide the information will be the UN<br />

ECE.<br />

For every country a part of the whole synthetic matrix is available. This part consists of<br />

· domestic flows of the country<br />

· international flows originating / destinating in the country<br />

· transit flows touching the country<br />

All flows mentioned above are separated by three modes<br />

· road,<br />

· rail and<br />

· air<br />

focussing on the main mode, meaning trips, where more than one mode is involved are<br />

dedicated to the core mode of this trip. See section 3.3 for details.<br />

These flows are presented in different levels of regionalisation focussing on the grade of<br />

detailness which might be existing in the transport information existing in each country.<br />

Therefore the matrix are shown on<br />

· NUTS3­level for regions for the country itself<br />

· NUTS1­level for bordering countries<br />

· NUTS0­level for other countries<br />

To illustrate the different grade of detailness the table below gives an extract of the matrix for<br />

France which is derived from the synthetic matrix covering all countries. The flows shown are<br />
