The passenger transport matrix will then have the following structure:<br />

Concerning the regional detail it can be remarked that NUTS 2 can only be achieved where the<br />

data availability allows. In many cases estimation models can be applied requiring more<br />

aggregate regional data and/or socio­economic data. In the remaining cases the country level<br />

will be used. Where possible a lower NUTS level is used for modelling as well as to fill gaps.<br />

The results presented in the passenger matrix will always be one level higher than modelled to<br />

ensure a maximum coverage of the interregional trips. People living close to a regions border<br />

are likely to cross more often the boundaries by undertaking a short trip. Therefore most NUTS3<br />

border crossing trips are not relevant for a NUTS2.matrix, when not covering internal NUTS2­<br />

flows.<br />

In addition to the deliverables contracted we will try to provide intra NUTS2 flows (meaning<br />

the diagonal of a NUT2­matrix), which base on the passenger flows between those NUTS3­<br />
