1. Introduction<br />
Power pools are emerging in Africa within the various sub-regions to serve as arrangements between<br />
interconnected electric systems of the various countries, with the view to supplying power in the most<br />
reliable and economical manner, for their combined load requirements. Output from different plants in<br />
the various countries are therefore to “pooled” together, and scheduled according to increasing marginal<br />
cost, and dispatched according to “merit order” economic principles, to meet overall system demand.<br />
Power pools therefore create the condition for individual power systems to be operated as part of a bigger<br />
system, thus leading to economies of scale.<br />
In Africa most of the countries are either operating a vertically integrated or single buyer electricity<br />
market models, with little or no competition in the generation or the wholesale segment of the market.<br />
Power pools can therefore be used to promote competition in generation in a larger interconnected<br />
system.<br />
In addition, power pools can be used to „pool‟ together the risks in power projects. This can have the<br />
potential to increase the attractiveness of projects to lenders. For example, utility companies’ off-taker’s<br />
financial problems can be reduced through sales in regional power pools. Other advantages of power<br />
pools to African countries include among others, reduction in operating and investment costs in<br />
generation facilities, and in reserve margins. In addition, the pools will bring about enhancement in the<br />
reliability and security of supply to most countries, thereby increasing the accessibility and connectivity<br />
rates of the various countries.<br />
As a way of building the capacity of its members to be able to identify and deal with the challenges<br />
associated with the operation of power pools, the African Forum for Utility Regulators (<strong>AFUR</strong> would in<br />
August 2012, organize a 5-day training programme in Electricity Markets and Power Pools.<br />
