The Children’s Council is an organization established in<br />

2003, with students from general schools, lead by a mayor<br />

and vice mayor elected by <strong>the</strong> children. The Council<br />

actively participates in activities and <strong>the</strong> decision making<br />

process carried out by <strong>the</strong> <strong>local</strong> administration, and<br />

represents a good example <strong>for</strong> <strong>the</strong> adults.<br />

I.3.4 Social Assistance<br />

The <strong>local</strong> administration is constantly preoccupied by<br />

finding solutions <strong>for</strong> <strong>the</strong> social problems and helping <strong>the</strong><br />

persons in difficulty. The activity of social assistance from<br />

<strong>the</strong> City Hall was, at <strong>the</strong> end of 2004, as follows:<br />

- 760 families and single persons benefited of <strong>the</strong><br />

stipulations of Law 461/2001 regarding social support<br />

- 120 persons in difficulty (social risk) benefited of free<br />

meals between 20.10.2004 – 20.03.2005 as stipulated in<br />

<strong>the</strong> law 108/1998 regarding <strong>the</strong> social canteens<br />

- 1,1<strong>21</strong> families benefited of complementary allocation<br />

according to <strong>the</strong> Government ordinance no. 105/2003;<br />

A number of 245 persons are recorded in <strong>the</strong> files of <strong>the</strong><br />

City Hall with grade I disabilities and 73 persons with<br />

grade II. There is an increase of such cases recorded in
