2.3 The Football Association (FA) has written in support of the proposal and the
quality of the proposed facilities.
2.4 Thames Water has responded, raising no objection to the proposals on the basis
of water infrastructure, and suggesting informatives which have been attached to this
recommendation. A condition on surface water drainage arrangements is also
requested (this is covered by Condition 11).
2.5 The Metropolitan Police Crime Prevention Design Advisor has been consulted, but
has not formally commented on the proposal.
Notifications
2.6 The planning application has been advertised by way of a site and press notice
and individual notification letters were sent to 192 neighbouring properties.
2.7 Sixty four responses have been received in support and fourteen responses have
been received in objection to the proposal.
2.8 The responses in support comprise 12 individual responses, 44 duplicate letters
signed by different addresses and 8 petitions.
2.9 The supporting petitions were received from the following groups:
Kokhob Football Club (99 signatures)
Al Ansar Football Club (83 signatures)
Nile Valley Community Centre (22 signatures)
Eritrean Community (15 signatures)
West 12 Football Club (57 signatures)
White City Youths West Eagles (39 signatures)
Horn of Africa Community Group (42 signatures)
White City Youth Centre (25 signatures)
2.10 A letter in support from the head teachers of Phoenix High School (enclosing 50
individual letters of support from students), Hammersmith Academy (enclosing a petition
with 100 students' signatures) and William Morris Sixth Form (enclosing a petition with
70 students' signatures) were also received.
2.11 The reasons for support in the individual letters from residents and the schools,
and the reasons given for support in the petitions, are as follows:
- Current pitch is unsafe and in poor condition, soon the existing local community
football clubs will have to stop playing on it
- New pitches will be of much better quality and will encourage more engagement in
sport, leading to healthier lifestyle and community involvement
- Community will be able to use high quality football pitches free of charge.
2.12 The letters in objection were received from local residents in Batman Close,
Frithville Gardens and the White City Estate. The following grounds for objection were
raised:
- Noise and disturbance will increase
- Disturbance from floodlighting
- Lack of clarity regarding the use of the community pitches
