3) The development hereby permitted shall not commence prior to the submission and approval in writing by the Council of details and samples, where appropriate, of all materials to be used on the external faces of the building, other building works and no part of the development shall be used or occupied prior to the implementation of the approved details. To ensure a satisfactory external appearance and to prevent harm to the street scene, in accordance with Policies DM G1, DM G3 and DM G7 of the Development Management Local Plan, and Policy BE1 of the Core Strategy 2011. 4) No plumbing, extract flues or pipes, other than rainwater pipes shall be fixed on the external elevations of the detailed part of the development hereby approved, unless otherwise agreed in writing by the Council. To ensure a satisfactory external appearance in accordance with policies BE1 of the Hammersmith and Fulham Core Strategy (2011) and Policies DM G1, DM G3 and DM G7 of the Development Management Local Plan. 5) The additional class B1 (office) use shall not be occupied (excluding works relating to fitting out this use) until confirmation that a BREEAM rating of very good has been submitted to and approved in writing by the Council. In the interests of energy conservation, reduction of CO2 emissions and wider sustainability measures as recommended within the Energy Statement should be undertaken to ensure as a minimum a 25% carbon reduction in accordance with policies 5.1, 5.2, 5.3, 5.6 and 5.7 of the London Plan (2011), policies DM H1 and DM H2 of the Development Management Local Plan, policy CC1 of the London Borough of Hammersmith and Fulham Core Strategy (2011). 6) Prior to occupation (excluding internal fit out works) of the development, details shall be submitted to the Council and approved in writing of the external noise level emitted from the proposed plant machinery/equipment and mitigation measures as appropriate. The measures shall ensure that the external noise level emitted from plant, machinery or equipment at the development hereby approved shall be lower than the lowest existing background noise level by at least 10 dBA, as assessed according to BS4142:1997 at the nearest and/or most affected noise sensitive premises, with all machinery operating together at maximum capacity. To ensure that the amenity of occupiers of surrounding premises is not adversely affected by noise from mechanical installations/ equipment, in accordance with Policies DM G1, DM G3 and DM G7 of the Development Management Local Plan. 7) Prior to first occupation of the relevant part of the development hereby approved, details shall be submitted to and approved in writing by the Council of any external lighting. Details shall demonstrate that the recommendations of the Institution of Lighting Engineers in the `Guidance Notes For The Reduction Of Light Pollution 2005 will be met with regard to glare, sky glow and illuminance of neighbouring facades. Approved details shall be implemented prior to occupation of the development and thereafter be permanently retained. To ensure that the amenity of occupiers adjacent to the development site and surrounding premises are not adversely affected by lighting, in accordance with
Policies DM G1, DM G3 and DM H10 of the Development Management Local Plan. 8) Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) (Amendment) (No.2) (England) Order 1995 (or any Order revoking or re-enacting that Order with or without modification), and save for the relocation of existing aerials, antennae, satellite dishes or related telecommunications equipment, no additional aerials, antennae, satellite dishes or related telecommunications equipment shall be erected on any part of the development hereby permitted, without planning permission first being granted. To ensure that the visual impact of telecommunication equipment can be considered, in accordance with Policies DM G1, DM G3 and DM G7 of the Development Management Local Plan. 9) The detailed layout and internal floor plans within the additional office floorspace shall accord with the Council's 'Access for All' Supplementary Planning Document. To ensure that the proposal provides an inclusive and accessible environment in accordance with the Council's Supplementary Planning Document (July 2013) Design Policies 1-9 and Policy 7.2 of the London Plan 2011. 10) The entrance doors to all publically accessible parts of the extended office floorspace and integral lift/stair cores, hereby approved shall not be less than 1 metre wide and the threshold shall be at the same level. In order to ensure the development provides ease of access for all users, in accordance with Policy 3.1 and 7.2 of the London Plan 2011, and the Council's adopted Supplementary Planning Document (July 2013) Design Policies 1-9. 11) Details of any new outfall drainage systems and rainwater outlets to be installed within the new extension shall be submitted to the local planning authority for approval in writing, prior to the commencement of the relevant part of the development. For the avoidance of doubt, this excludes the removal and reinstallation of existing systems. The details shall include information on surface water drainage, including measures to be implemented to attenuate flows which will ensure the existing centre is in compliance with Sustainable Urban Drainage principles. To ensure that surface water run-off is managed in a sustainable manner, in accordance with policy 5.13 of The London Plan 2011 and Policy DM H3 of the Development Management Local Plan. 12) Details of the proposed renewable energy technologies including the location and design of the air source heat pumps shall be submitted to the local authority for approval, prior to the commencement of the relevant part of the development. Such technologies shall be implemented in accordance with the approved plans, prior to first occupation and shall be permanently retained thereafter.
