fear for their safety.<br />
• Right to participation: children’s voices regarding resource ma<strong>na</strong>gement not heard.<br />
Child-sensitive approaches need to inform both <strong>na</strong>tio<strong>na</strong>l poverty reduction<br />
and sectoral policies and strategies, as well as to help improve local development<br />
planning processes, including local disaster risk reduction plans and household<br />
livelihoods strategies.<br />
The Links between Climate Change and AIDS<br />
Based on the literature review of the interactions between AIDS and CC, and based<br />
on our knowledge of the separate literatures of AIDS and CC we identify three important<br />
pathways which connect these two issues, which we call the HIV and CC<br />
complex (HACC). The main elements of this complex are shown in figure 2. Note<br />
that the chart can be conceived as an entire system. All parts are connected, and<br />
no simple fundamental cause or remedy exists, distinct from systematic reform.<br />
In many cases causation between the different elements is bi-directio<strong>na</strong>l. Following<br />
the literature review this abstract will focus on several important elements<br />
shown in this chart. We first discuss food security (regio<strong>na</strong>l and global) and the<br />
links between malaria and other CC sensitive diseases. Fi<strong>na</strong>lly, we discuss HIV,<br />
poverty, population displacement, employment, migration, refugees, gender inequality,<br />
and gover<strong>na</strong>nce and conflict.<br />

cause or remedy exists, distinct from systematic reform. In addition, we stress two<br />
key points regarding the temporal and spatial distribution of the HACC. The maximum<br />
impact of CC is in the future, but it is increasingly likely not only that the<br />
maximum incidence but even the maximum impact of HIV has already occurred.<br />
What is known from the literature?<br />
When reviewing the literature concerning the links between AIDS and CC Gommes<br />
et al. noted that two then recently released substantial reports on CC and health<br />
failed to discuss AIDS in any depth. This situation is just starting to change. For example,<br />
in the CC and health literature, the review by Patz et al. makes no mention<br />
