to global warming. Improved ma<strong>na</strong>gement (including transboundary) of water<br />
resources is imperative for alleviating the risk of climate change.<br />
Some estimations indicate, that already today there are more than 4 billion<br />
people threatened due to the high political instability caused inter alia by climate<br />
change. Moreover, the magnitude and frequency of <strong>na</strong>tural disasters and the extent<br />
of the slow-onset disasters is likely going to form an important migration<br />
pattern in the near future.<br />
As climate change is a global and extremely interdiscipli<strong>na</strong>ry problem, it is necessary<br />
to share the knowledge among scientists and experts in different <strong>na</strong>tural and<br />
social sciences, among different global, regio<strong>na</strong>l and <strong>na</strong>tio<strong>na</strong>l institutions, dealing<br />
with environment and society and among relevant UN bodies, as well as efficiently<br />
dissemi<strong>na</strong>te the information from scientists and experts to decision makers and<br />
public.<br />
There is generally accepted and shared opinion about strong interrelation between<br />
climate and security. Africa is most affected continent by climate change<br />
and many conflicts there, <strong>na</strong>mely in Darfur and West Africa, are connected with<br />
lack of <strong>na</strong>tural resources. Slovenia provides the majority of its development aid,<br />
especially for Africa, through EU instruments, in particular through Community<br />
budget and EDF.<br />
Slovenia is fully committed to contribute in development aid to activities related<br />
to coping with climate change, in particular to water and sanitation ma<strong>na</strong>gement.<br />
Apart from already mentioned assistance through EU, Slovenia‘s bilateral<br />
aid to Africa is predomi<strong>na</strong>ntly applied in close cooperation with the NGO’s.<br />
It was in this context that the Slovenian Ministry of Foreign Affairs supported<br />
the development education project of Slovenian Karitas / Caritas Slovenia (in cooperation<br />
with Caritas Slovakia): “Towards the climate justice in developing countries<br />
with an emphasis on Sub-Saharan Africa”. The Ministry welcomes the implementation<br />
of projects jointly with Caritas organizations from different countries,<br />
as such cooperation facilitates the implementation of larger and more prominent<br />
projects. As a result, the efficiency is better, in terms of both funds and providers.<br />
