Preface The Government of the Czech Republic adopted the Concept for More Efficient Support for the Arts in 2007–2013 in Government Resolution No. 676 of 31 st May 2006 and thereby charges upon the representatives of state administration in cooperation with the regional authorities to implement the Concept. The Concept was circulated not only to the mandatory bodies for comments but also to the regions and a number of professional organisations, and all substantial comments and most recommendations were incorporated into the Concept. In compliance with the procedure established in Resolution No. 10 of the Government of the Czech Republic dated 3 rd January 2001, the Concept was developed as a mid-term document and is designed to supplement existing concepts in the other fields of culture. It also ties in with the Ministry of Culture’s prior key policy document – the Concept for a Cultural Policy in the Czech Republic. The Ministry elaborated the Concept for More Efficient Support for the Arts in 2007–2013 on the basis of materials drawn from a broad spectrum of relevant professionals and experts, developed under the direction of the Theatre Institute. The objective of the Concept is to establish the requisite conditions for free creative expression and the presentation of artistic work, including critical reflection and study of such work, and the preservation of such works as cultural heritage for future generations. Equally important is the task of facilitating the continued development of artistic activities and the work of cultural entities, so that access to art is guaranteed to all citizens. The document covers all basic artistic fields: theatre, music, film, literature, dance, visual arts, at the professional and non-professional level, and extending into cooperation with entities outside the Czech Republic and the presentation of Czech art abroad. The final report on the fulfilment of the Concept, together with a proposed update of the Concept, will be submitted to the Government of the Czech Republic by 31 st March 2014. 6 7
RESOLUTION OF THE GOVERNMENT OF THE CZECH REPUBLIC of 31 st May 2006, No. 676 on the Concept for More Efficient Support of the Arts in 2007–2013 The Government I. a d o p t s the Concept for More Efficient Support of the Arts in 2007–2013, included in Part III of Document reference no. 700/06 (hereinafter “the Concept”); II. ch a r g e s u p o n 1. the Minister of Culture a) to ensure that the regional chief executive officers, the Lord Mayor of Prague, the mayors of statutory cities, the representatives of the Union of Cities and Municipalities, and representatives of professional organisations in the field of the arts are fully informed and acquainted with the Concept, b) to implement the Concept in cooperation with other members of the Government, heads of other central state administration bodies, regional chief executive officers, and the director of Prague City Hall, c) to prepare and submit to the Government interim reports on the fulfilment of the Concept, and to do so no later than ca) 31 st March 2010, cb) 31 st March 2012, d) to prepare and submit to the Government no later than 31 st March 2014 a final report on the fulfilment of the Concept and a proposed update of the Concept, e) in cooperation with the 1 st Deputy Chair of the Government and the Minister of Finance to secure in the preparation of the state budgets in 2007–2013 the requisite financial resources for the implementation of the Concept in accordance with the Annex to this resolution, f) to ensure the publication of this resolution in the Government Bulletin for regional and municipal authorities, 2. members of the Government and other heads of central state administration bodies to cooperate with the Minister of Culture in the implementation of the Concept; III. r e c o m m e n d s to the regional chief executive officers, mayors of statutory cities and community mayors of municipalities to acquaint themselves with the Concept and to utilise it in the preparation of documents and in the fulfilment of objectives aimed at supporting the arts under their competence.
