I. Targets<br />

CONCEPT<br />
The Concept <strong>for</strong> More Efficient Support <strong>of</strong> <strong>the</strong> Arts is aimed at <strong>the</strong> promotion <strong>of</strong> creative<br />
artistic activities, <strong>the</strong> collection, treatment, preservation and presentation <strong>of</strong> <strong>the</strong> <strong>arts</strong>, at means <strong>of</strong><br />
ensur<strong>in</strong>g <strong>the</strong> accessibility <strong>of</strong> <strong>the</strong> <strong>arts</strong> to <strong>the</strong> public <strong>in</strong> <strong>the</strong> Czech Republic and abroad, and at foster<strong>in</strong>g<br />
<strong>in</strong>ternational cooperation <strong>in</strong> <strong>the</strong> <strong>arts</strong>.<br />
With<strong>in</strong> <strong>the</strong> framework <strong>of</strong> this <strong>concept</strong> <strong>the</strong> <strong>arts</strong> are understood as any works, material or<br />
non-material, that are created by artists, evolve out <strong>of</strong> an art-historical tradition, and refer to a<br />
specific society by reflect<strong>in</strong>g its cultural and social identity.<br />
Works <strong>of</strong> art are created and/or <strong>in</strong>terpreted by <strong>in</strong>dividuals and groups, and usually exist<br />
<strong>in</strong> one <strong>of</strong> or a comb<strong>in</strong>ation <strong>of</strong> <strong>the</strong> follow<strong>in</strong>g artistic fields: <strong>the</strong>atre, <strong>in</strong>clud<strong>in</strong>g musical <strong>the</strong>atre, music,<br />
dance, <strong>the</strong> visual <strong>arts</strong>, film, new media, and literature.<br />
An artist 27 is any <strong>in</strong>dividual who creates a work <strong>of</strong> art or through his/her <strong>in</strong>terpretation is<br />
<strong>in</strong>volved <strong>in</strong> <strong>the</strong> creation or re-creation <strong>of</strong> a work <strong>of</strong> art and who considers his/her artistic work<br />
as <strong>the</strong> primary content <strong>of</strong> <strong>the</strong>ir life and who consequently contributes to <strong>the</strong> advancement <strong>of</strong> <strong>the</strong><br />
<strong>arts</strong> and culture and who is recognised or strives to be recognised as an artist, regardless <strong>of</strong><br />
whe<strong>the</strong>r or not <strong>the</strong> <strong>in</strong>dividual is a member <strong>of</strong> any pr<strong>of</strong>essional union or association.<br />
Qualified pr<strong>of</strong>essionals and scholars (<strong>for</strong> example, <strong>the</strong>atre, music, and literary scholars, curators,<br />
historians and critics, archivists, librarians, documentarists, restoraters) collect, work with, conserve,<br />
and restore <strong>the</strong> nation’s cultural wealth and make it accessible and transmissable to <strong>the</strong> public.<br />
II. Objectives<br />
The objective <strong>of</strong> <strong>support</strong> is to provide <strong>for</strong> and establish <strong>the</strong> conditions that are necessary<br />
<strong>in</strong> order <strong>for</strong> free creative expression and <strong>the</strong> presentation <strong>of</strong> artistic works, <strong>for</strong> <strong>the</strong>ir critical reflection,<br />
<strong>for</strong> work<strong>in</strong>g with and <strong>in</strong>terpret<strong>in</strong>g <strong>the</strong> <strong>arts</strong>, and <strong>for</strong> <strong>the</strong> preservation <strong>of</strong> <strong>the</strong>se works as<br />
<strong>the</strong> nation’s cultural wealth and <strong>the</strong> heritage <strong>of</strong> future generations. Ano<strong>the</strong>r objective <strong>of</strong> <strong>the</strong> <strong>support</strong><br />
is also to provide <strong>for</strong> <strong>the</strong> cont<strong>in</strong>ued development <strong>of</strong> artistic activities and <strong>the</strong> activities <strong>of</strong><br />
<strong>the</strong> cultural entities that manage and oversee <strong>the</strong> country’s cultural heritage.<br />
Individual provisions are <strong>the</strong>re<strong>for</strong>e aimed at:<br />
– Streng<strong>the</strong>n<strong>in</strong>g <strong>the</strong> role <strong>of</strong> art <strong>in</strong> society.<br />
– Enhanc<strong>in</strong>g <strong>the</strong> presentation <strong>of</strong> Czech <strong>arts</strong> abroad and streng<strong>the</strong>n<strong>in</strong>g <strong>in</strong>ternational cooperation.<br />
– The protection and enhancement <strong>of</strong> artistic diversity, emphasis<strong>in</strong>g <strong>support</strong> <strong>for</strong> creativity<br />
and endeavour<strong>in</strong>g to provide a balance aga<strong>in</strong>st <strong>the</strong> effect <strong>of</strong> a consumer society.<br />
– Ensur<strong>in</strong>g that <strong>the</strong> <strong>arts</strong> are accessible to every citizen (equal access).<br />
– Streng<strong>the</strong>n<strong>in</strong>g <strong>the</strong> <strong>in</strong>frastructure <strong>of</strong> <strong>the</strong> <strong>arts</strong> and <strong>the</strong> <strong>in</strong>vestment subsidies to cultural <strong>in</strong>stitutions.<br />
