and aimed at cooperation abroad, and s<strong>in</strong>ce 2002 also <strong>for</strong> projects organised cooperatively<br />
between entities based <strong>in</strong> <strong>the</strong> four Visegrád countries and <strong>for</strong> projects <strong>support</strong>ed by <strong>the</strong> EU<br />
Culture 2000 programme.<br />
Science and Research<br />
The programme, proposed <strong>for</strong> <strong>the</strong> period between 2006 and 2011, is aimed at a scientific<br />
and documentary evaluation <strong>of</strong> developments <strong>in</strong> <strong>the</strong> fields <strong>of</strong> <strong>the</strong> musical, dramatic, and visual<br />
<strong>arts</strong>, literary history, <strong>the</strong>ory and criticism, and analytical sociological studies <strong>of</strong> <strong>the</strong> current state<br />
<strong>of</strong> culture <strong>in</strong> <strong>the</strong> Czech Republic, and an <strong>in</strong>vestigative scientific evaluation <strong>of</strong> <strong>the</strong> mass media<br />
and audiovisual <strong>arts</strong>. The programme uses a Research and Development In<strong>for</strong>mation System (IS<br />
VaV), <strong>in</strong> which <strong>the</strong> coord<strong>in</strong>ators <strong>of</strong> research projects <strong>support</strong>ed under <strong>the</strong> programme out <strong>of</strong><br />
funds from <strong>the</strong> state budget make public <strong>the</strong> results <strong>of</strong> <strong>the</strong>ir research and make available to <strong>the</strong><br />
public data and <strong>in</strong><strong>for</strong>mation from <strong>the</strong> project’s outcome.<br />
Grants <strong>in</strong> Support <strong>of</strong> Non-Pr<strong>of</strong>essional Artistic Activities<br />
– Support <strong>for</strong> non-pr<strong>of</strong>essional artistic activities (Cultural Activities)<br />
The programme is open only to civic associations and s<strong>in</strong>ce 1995 has been accept<strong>in</strong>g applications<br />
<strong>for</strong> grants <strong>in</strong> five groups <strong>of</strong> <strong>arts</strong>: drama and literature, music, dance (<strong>in</strong>clud<strong>in</strong>g folklore),<br />
audiovisual <strong>arts</strong>, and children’s <strong>arts</strong>. The programme is designed to <strong>support</strong>:<br />
– Artistic events <strong>of</strong> national significance, selected on <strong>the</strong> basis <strong>of</strong> a national selection<br />
procedure, and comprehensive occasional or short-term workshops<br />
– Talent auditions where <strong>the</strong> selections are made <strong>for</strong> one <strong>of</strong> <strong>the</strong> national showcases,<br />
and competitions <strong>support</strong>ed by <strong>the</strong> MC (as <strong>of</strong> 2006 <strong>the</strong> grant amounts are capped)<br />
– Projects <strong>of</strong> demonstrable significance <strong>for</strong> a given field and <strong>in</strong>volv<strong>in</strong>g at least two regions<br />
as def<strong>in</strong>ed <strong>in</strong> <strong>the</strong> Constitutional Act No. 347/1997 Coll., on <strong>the</strong> Establishment <strong>of</strong><br />
<strong>the</strong> Territorial Self-Govern<strong>in</strong>g Units and on Amendments to <strong>the</strong> Constitutional Act <strong>of</strong><br />
<strong>the</strong> Czech National Council No. 1/1993 Coll., Constitution <strong>of</strong> <strong>the</strong> Czech Republic<br />
Preference is given to projects that are educational, <strong>in</strong>spirational, and <strong>in</strong>novative <strong>in</strong> nature,<br />
and not first-year projects. The projects are evaluated by an external committee (one <strong>for</strong> each<br />
field), <strong>the</strong> members <strong>of</strong> which are drawn predom<strong>in</strong>antly from civic associations.<br />
– Support <strong>for</strong> <strong>the</strong> cultural activities <strong>of</strong> disabled persons<br />
The goal <strong>of</strong> this programme is to fulfill <strong>the</strong> objectives <strong>of</strong> <strong>the</strong> National Plan <strong>for</strong> Ensur<strong>in</strong>g<br />
Equal Opportunities <strong>for</strong> Citizens with Disabilities (Resolution No. 256 <strong>of</strong> <strong>the</strong> Government <strong>of</strong> <strong>the</strong><br />
Czech Republic dated 14 th April 1998); part <strong>of</strong> <strong>the</strong> programme is <strong>support</strong> <strong>for</strong> projects aimed at<br />
<strong>the</strong> implementation <strong>of</strong> <strong>the</strong> National Programme to Prepare <strong>for</strong> an Ag<strong>in</strong>g Population 2003–2007<br />
(Resolution No. 485 <strong>of</strong> <strong>the</strong> Government <strong>of</strong> <strong>the</strong> Czech Republic dated 15 th May 2002)<br />
The programme has been runn<strong>in</strong>g and <strong>in</strong>vit<strong>in</strong>g applications s<strong>in</strong>ce 1993 and s<strong>in</strong>ce 1996 it<br />
has been <strong>in</strong>tended only <strong>for</strong> civic associations organis<strong>in</strong>g cultural activities at which disabled persons<br />
present <strong>the</strong>ir artistic work or per<strong>for</strong>m, among <strong>the</strong>mselves and <strong>for</strong> <strong>the</strong> general public, <strong>in</strong>clud<strong>in</strong>g<br />
various <strong>for</strong>ms <strong>of</strong> art <strong>the</strong>rapy and activities aimed at elim<strong>in</strong>at<strong>in</strong>g architectural and transportation<br />
barriers.<br />
– Support <strong>for</strong> <strong>the</strong> cultural activities <strong>of</strong> ethnic m<strong>in</strong>orities<br />
This is an <strong>in</strong>dependent program <strong>of</strong> <strong>the</strong> MC open to physical and legal subjects that have<br />
been demonstrably engaged <strong>in</strong> activities <strong>in</strong>tended to benefit ethnic m<strong>in</strong>orities <strong>for</strong> at least one<br />
year and whose activities are at least partially related to artistic work (<strong>support</strong> <strong>for</strong> <strong>the</strong>atre and<br />
dance ensembles, choirs and musical groups, etc.).<br />
The MC is <strong>the</strong> guarantor <strong>of</strong> <strong>the</strong> programme <strong>of</strong> Support <strong>for</strong> <strong>the</strong> Distribution and Reception<br />
<strong>of</strong> In<strong>for</strong>mation <strong>in</strong> <strong>the</strong> Language <strong>of</strong> an Ethnic M<strong>in</strong>ority, or Primarily <strong>in</strong> <strong>the</strong> Language <strong>of</strong> an Ethnic<br />
M<strong>in</strong>ority, or about an Ethnic M<strong>in</strong>ority <strong>in</strong> Society. This programme has been part <strong>of</strong> <strong>the</strong> MC’s<br />
agenda s<strong>in</strong>ce 2002, prior to which it was run under <strong>the</strong> M<strong>in</strong>istry <strong>of</strong> F<strong>in</strong>ance. Funds are provided<br />
<strong>in</strong> two areas:<br />
a. <strong>for</strong> <strong>the</strong> periodicals published <strong>in</strong> <strong>the</strong> language <strong>of</strong> an ethnic m<strong>in</strong>ority or primarily <strong>in</strong> <strong>the</strong><br />
language <strong>of</strong> an ethnic m<strong>in</strong>ority or <strong>in</strong><strong>for</strong>mation about ethnic m<strong>in</strong>orities <strong>in</strong> society<br />
b. <strong>for</strong> radio or television broadcast<strong>in</strong>g <strong>in</strong> <strong>the</strong> language <strong>of</strong> an ethnic m<strong>in</strong>ority, or primarily<br />
<strong>in</strong> <strong>the</strong> language <strong>of</strong> an ethnic m<strong>in</strong>ority, or <strong>in</strong><strong>for</strong>mation about ethnic m<strong>in</strong>orities <strong>in</strong> society.<br />
– Support <strong>for</strong> <strong>the</strong> <strong>in</strong>tegration <strong>of</strong> <strong>the</strong> Roma community<br />
This programme has been open s<strong>in</strong>ce 2002 and was established <strong>in</strong> connection with <strong>the</strong><br />
Report on <strong>the</strong> Situation <strong>of</strong> <strong>the</strong> Roma Community <strong>in</strong> <strong>the</strong> Czech Republic (see Resolution No. 687<br />
<strong>of</strong> <strong>the</strong> Government <strong>of</strong> <strong>the</strong> Czech Republic dated 29 October 1997 <strong>in</strong> relation to <strong>the</strong> Report on<br />
<strong>the</strong> Situation <strong>of</strong> <strong>the</strong> Roma Community <strong>in</strong> <strong>the</strong> Czech Republic and on <strong>the</strong> Current Situation <strong>in</strong> <strong>the</strong><br />
Roma Community), <strong>the</strong> Proposed Policy <strong>of</strong> <strong>the</strong> Government towards Members <strong>of</strong> <strong>the</strong> Roma Community<br />
to Facilitate <strong>the</strong> Integration <strong>of</strong> <strong>the</strong> Roma Community <strong>in</strong>to Society (see Resolution No. 279 <strong>of</strong><br />
<strong>the</strong> Government <strong>of</strong> <strong>the</strong> Czech Republic dated 7 th April 1999), <strong>the</strong> Policy <strong>of</strong> <strong>the</strong> Government to<br />
Facilitate <strong>the</strong> Integration <strong>of</strong> <strong>the</strong> Roma Community <strong>in</strong>to Society (see <strong>the</strong> Resolution <strong>of</strong> <strong>the</strong> Government<br />
<strong>of</strong> <strong>the</strong> Czech Republic No. 599 + No. 279/1999 dated 14 th June 2000), and Provisions<br />
<strong>for</strong> Establish<strong>in</strong>g a Discussion <strong>in</strong> Society and <strong>in</strong> Parliament on Improv<strong>in</strong>g <strong>the</strong> Relationships<br />
between <strong>the</strong> Majority Society and <strong>the</strong> Roma M<strong>in</strong>ority (see Resolution No. 994 <strong>of</strong> <strong>the</strong> Government<br />
<strong>of</strong> <strong>the</strong> Czech Republic dated 11 th November 2000). The programme constitutes a s<strong>in</strong>gle budget<br />
item <strong>in</strong> <strong>the</strong> budget <strong>of</strong> <strong>the</strong> MC and it is open to legal subjects that have been engaged <strong>in</strong> activities<br />
<strong>in</strong> <strong>support</strong> <strong>of</strong> <strong>the</strong> Roma community <strong>for</strong> at least one year, focus<strong>in</strong>g on artistic, cultural, and<br />
educational projects, <strong>the</strong> study <strong>of</strong> Roma culture and traditions, documentary and editorial activities,<br />
film, television and radio productions, and multi-ethnic events. The Museum <strong>of</strong> Roma Culture<br />
also contributes significantly to <strong>the</strong> <strong>in</strong>tegration <strong>of</strong> <strong>the</strong> Roma community. It was founded <strong>in</strong><br />
Brno <strong>in</strong> 1991 at <strong>the</strong> <strong>in</strong>itiative <strong>of</strong> Roma and non-Roma <strong>in</strong>tellectuals and experts and with <strong>the</strong><br />
<strong>support</strong> <strong>of</strong> <strong>the</strong> MC. In its mission and work it is a loose cont<strong>in</strong>uation <strong>of</strong> an earlier organisation,<br />
<strong>the</strong> Gypsy-Roma Union (Svaz CikánÛ-RomÛ) that existed <strong>in</strong> 1969–1973. It is <strong>the</strong> first and thus far<br />
<strong>the</strong> only <strong>in</strong>stitution <strong>of</strong> its k<strong>in</strong>d <strong>in</strong> Europe. It focuses on pr<strong>of</strong>essionally ga<strong>the</strong>r<strong>in</strong>g materials and<br />
documents that provide <strong>in</strong><strong>for</strong>mation on <strong>the</strong> material and <strong>in</strong>tellectual culture <strong>of</strong> <strong>the</strong> Roma and<br />
<strong>the</strong>ir co-existence with <strong>the</strong> majority society, from earliest times to date. In 2005 <strong>the</strong> Museum <strong>of</strong><br />
Roma Culture was trans<strong>for</strong>med from a benevolent corporation to a governmental organisation <strong>of</strong><br />
<strong>the</strong> MC.<br />
– Support <strong>for</strong> <strong>the</strong> <strong>in</strong>tegration <strong>of</strong> <strong>for</strong>eign nationals liv<strong>in</strong>g <strong>in</strong> <strong>the</strong> Czech Republic and aimed at <strong>the</strong><br />
areas <strong>of</strong> culture, traditions, and religion<br />
The programme was opened <strong>for</strong> <strong>the</strong> first time <strong>in</strong> 2001 after <strong>the</strong> <strong>in</strong>troduction <strong>of</strong> Resolution<br />
No. 1266 <strong>of</strong> <strong>the</strong> Government <strong>of</strong> <strong>the</strong> Czech Republic dated 11 th December 2000, on <strong>the</strong> implementation<br />
<strong>of</strong> <strong>the</strong> Pr<strong>in</strong>ciples <strong>of</strong> <strong>the</strong> Concept <strong>for</strong> <strong>the</strong> Integration <strong>of</strong> Foreign Nationals <strong>in</strong> <strong>the</strong> Czech<br />
Republic and <strong>the</strong> implementation <strong>of</strong> <strong>the</strong> Proposed Concept <strong>for</strong> <strong>the</strong> Integration <strong>of</strong> Foreign Nationals<br />
<strong>in</strong> <strong>the</strong> Czech Republic, and Resolution No. 40 <strong>of</strong> <strong>the</strong> Government <strong>of</strong> <strong>the</strong> Czech Republic dated<br />
10 th January 2001, on updat<strong>in</strong>g <strong>the</strong> Concept <strong>for</strong> a Cultural Policy <strong>in</strong> <strong>the</strong> Czech Republic. It is<br />
open to physical and legal subjects and is <strong>in</strong>tended to <strong>support</strong> public-benefit projects that contribute<br />
substantially to <strong>the</strong> transmission <strong>of</strong> cultural values, <strong>the</strong> protection <strong>of</strong> human rights, <strong>the</strong><br />
promotion <strong>of</strong> democracy and humanism, tolerance, and harmonious co-existence <strong>in</strong> a multi-cultural<br />
