Support from Abroad<br />

After 1989 various <strong>for</strong>eign entities became active <strong>in</strong> provid<strong>in</strong>g targeted assistance <strong>in</strong> <strong>the</strong><br />

Czech Republic dur<strong>in</strong>g <strong>the</strong> trans<strong>for</strong>mation <strong>of</strong> <strong>the</strong> <strong>arts</strong>. Primary among <strong>the</strong>m were <strong>the</strong> British<br />

Council, Goe<strong>the</strong> Institut, Institut français, <strong>the</strong> Swiss foundation ProHelvetia, and <strong>the</strong> MATRA programme,<br />

an <strong>in</strong>itiative <strong>of</strong> <strong>the</strong> M<strong>in</strong>istry <strong>of</strong> Foreign Affairs <strong>of</strong> <strong>the</strong> Ne<strong>the</strong>rlands, which provided longterm<br />

<strong>support</strong> to various Czech artistic and cultural entities. Substantial f<strong>in</strong>ancial <strong>support</strong> from<br />

abroad was provided by <strong>the</strong> Open Society Fund Prague, a private foundation, and <strong>the</strong> Foundation<br />

and Centre <strong>for</strong> Contemporary Arts Prague. Their mission was to <strong>support</strong> <strong>the</strong> <strong>arts</strong> and culture<br />

as <strong>in</strong>tegral p<strong>arts</strong> <strong>of</strong> an open civil society, and <strong>the</strong>y went about achiev<strong>in</strong>g this by fund<strong>in</strong>g <strong>in</strong>novative<br />

and experimental artistic projects and by provid<strong>in</strong>g <strong>support</strong> <strong>for</strong> <strong>the</strong> establishment <strong>of</strong> non-governmental<br />

not-<strong>for</strong>-pr<strong>of</strong>it <strong>in</strong>frastructure <strong>in</strong> <strong>the</strong> <strong>arts</strong>. In 1993–2002 <strong>the</strong>se foundations spent 130<br />

million Czk <strong>in</strong> <strong>the</strong> areas <strong>of</strong> <strong>in</strong>ternational artistic cooperation, <strong>the</strong> visual <strong>arts</strong>, <strong>the</strong> per<strong>for</strong>m<strong>in</strong>g <strong>arts</strong>,<br />

artistic and culture periodicals, and <strong>support</strong> <strong>for</strong> <strong>the</strong> publication <strong>of</strong> books and translations <strong>of</strong><br />

works <strong>in</strong>to Czech and <strong>for</strong> electronic publish<strong>in</strong>g. As EU accession approached such <strong>support</strong> from<br />

private and public <strong>for</strong>eign sources was gradually withdrawn.<br />

* The Open Society Fund Prague ran its Arts and Culture Programme from <strong>the</strong> time <strong>of</strong> its found<strong>in</strong>g<br />

The Czech Republic’s Participation <strong>in</strong> EU Programmes<br />

The Culture 2000 Programme<br />

The Culture 2000 programme is one <strong>of</strong> <strong>the</strong> European Union’s community programmes. It<br />

is a framework programme designed to <strong>support</strong> cultural projects and it is a follow up to three<br />

specific cultural programmes that were runn<strong>in</strong>g <strong>in</strong> <strong>the</strong> EU <strong>in</strong> 1996–1999.<br />

The Culture 2000 programme provides partial fund<strong>in</strong>g <strong>for</strong> projects. The fund<strong>in</strong>g <strong>for</strong> maximum<br />

one-year projects is a m<strong>in</strong>imum <strong>of</strong> 50 000 Euro and a maximum <strong>of</strong> 150 000 Euro and this<br />

fund<strong>in</strong>g is <strong>in</strong>tended to cover at most 50% <strong>of</strong> <strong>the</strong> total project budget. F<strong>in</strong>ancial <strong>support</strong> <strong>for</strong> projects<br />

2–3 years <strong>in</strong> length must not exceed 60% <strong>of</strong> <strong>the</strong> total project costs and <strong>the</strong> maximum sum<br />

granted is 300 000 Euro. S<strong>in</strong>ce 2002 <strong>the</strong> Foreign Department <strong>of</strong> <strong>the</strong> MC has organised grant proceed<strong>in</strong>gs<br />

<strong>in</strong> order to help Czech participants obta<strong>in</strong> <strong>the</strong> necessary rema<strong>in</strong><strong>in</strong>g fund<strong>in</strong>g <strong>for</strong> projects<br />

<strong>support</strong>ed under <strong>the</strong> Culture 2000 programme.<br />

The Czech Republic has had access to this programme s<strong>in</strong>ce 2001. In this connection <strong>the</strong><br />

MC established <strong>the</strong> Czech Cultural Contact Po<strong>in</strong>t on 1 st January 2001. Its mission is to provide <strong>in</strong><strong>for</strong>mation<br />

and consultation on <strong>the</strong> EU Culture 2000 programme to Czech, primarily cultural, organisations,<br />

and thus to stimulate <strong>the</strong>ir <strong>in</strong>terest <strong>in</strong> <strong>in</strong>ternational cooperation and <strong>the</strong> implementation<br />

<strong>of</strong> valuable <strong>in</strong>ternational cultural projects.<br />

Each year <strong>the</strong> programme calls <strong>for</strong> <strong>the</strong> submission <strong>of</strong> applications <strong>for</strong> project <strong>support</strong>. In<br />

2000 and 2001 it established <strong>the</strong>matic areas <strong>in</strong> which applications <strong>for</strong> <strong>support</strong> could be submitted.<br />

In 2002, 2003 and 2004 <strong>the</strong> project selection procedure focused on one priority area <strong>for</strong><br />

each given year: <strong>in</strong> 2002 it was <strong>the</strong> visual <strong>arts</strong>, <strong>in</strong> 2003 <strong>the</strong> per<strong>for</strong>m<strong>in</strong>g <strong>arts</strong>, and <strong>in</strong> 2004 <strong>the</strong> programme<br />

focused on cultural heritage as a priority. However, <strong>in</strong> 2002–2004 a small number <strong>of</strong><br />

projects were also <strong>support</strong>ed <strong>in</strong> areas that were not named a priority <strong>for</strong> that year. No priority<br />

areas were def<strong>in</strong>ed <strong>for</strong> 2005 and 2006.<br />

The programme only <strong>support</strong>s <strong>in</strong>ternational projects with a m<strong>in</strong>imum number <strong>of</strong> participants<br />

from various countries, to which <strong>the</strong> programme is open. Two types <strong>of</strong> projects are def<strong>in</strong>ed<br />

with<strong>in</strong> <strong>the</strong> programme: maximum one-year projects <strong>in</strong>volv<strong>in</strong>g <strong>the</strong> participation <strong>of</strong> a m<strong>in</strong>imum <strong>of</strong><br />

three organisers from three countries; and multi-year projects between 24 and 36 months <strong>in</strong> duration<br />

and <strong>in</strong>volv<strong>in</strong>g <strong>the</strong> participation <strong>of</strong> a m<strong>in</strong>imum <strong>of</strong> five organisers from five different countries.<br />

Czech organisations can participate <strong>in</strong> <strong>the</strong>se projects as <strong>the</strong> ma<strong>in</strong> organiser (applicant and head <strong>of</strong><br />

<strong>the</strong> project) or as co-organisers (a m<strong>in</strong>imum <strong>of</strong> 5% co-participation <strong>in</strong> <strong>the</strong> project)..<br />
