Christmas Wishes to Canadian Soldiers in Afghanistan<br />

Keeley Taylor is one <strong>of</strong> the many Teslanders who are writing Christmas letters<br />

to Canadian soldiers in Afghanistan this holiday season.<br />

Patty Wiseman is helping send Christmas cheer to our soldiers overseas. Specifically, Ms<br />

Wiseman wants Teslanders to post Christmas cards and letters to our soldiers in Afghanistan.<br />

Christmas, Patty says, is <strong>of</strong>ten very lonely for those away from home. Afghanistan, by the<br />

way, is about as far away as you can get. Patty adds, it is important that our soldiers know<br />

that Canada has not forgotten there continued service in a dangerous area.<br />

Ms Wiseman states she already has collected 180 letters and hopes to have twice that<br />

number by December 3. <strong>The</strong> letters will then be flown directly to Kandahar from a military<br />

base in Southern Ontario.<br />

Wiseman at home (she’s in the book) or at the <strong>Teslin</strong> Tlingit Council. Thank you Patty.<br />

<strong>The</strong> Official Community Plan (OCP) has just gone through its first reading. After the<br />

second and third reading the OCP will <strong>of</strong>ficially become a by-law <strong>of</strong> <strong>Teslin</strong>. This puts the<br />

new council (and our new CAO) in a predicament. <strong>The</strong>y did not ask for the OCP. <strong>The</strong>y<br />

did not, for the most part, take part in the OCP discussions. So what should council do?<br />

Hold their noses and vote for it? Kiss the fifty-thousand dollar consultant fee goodbye<br />

and start again? Hold new meetings? In the best case scenario, the new council will like<br />

what it sees and move on. It is noted that there will be public meetings before the OCP<br />

becomes law. Citizens should take part.<br />

<strong>Teslin</strong> is on T.V.<br />

“Tiga Talk”, a children’s series being shown on the Aboriginal Peoples Television Network, was filming in <strong>Teslin</strong> this<br />

past June. For those not in the know, “Tiga Talk” is about a toy wolf cub (Tiga) who talks only to children. Tiga lives<br />

with Kokum and her family. Kokum (by the way) is Cree for grandmother. Tiga and Kokum go on adventures across<br />

Canada. <strong>No</strong>t surprisingly they meant many wonderful characters here in <strong>Teslin</strong>. Which means we will be featured in<br />

at least two installments <strong>of</strong> the six part series. “Tiga Talk” has already broadcast one segment with Tiga and Kokum<br />

watching Edward Smarch make drums. Later this year Carl Sidney will show Tiga and the gang how to net fish.<br />

Building an “Answer Network”<br />

On the weekend <strong>of</strong> <strong>No</strong>vember 6-8, elected <strong>of</strong>ficials from all over the Yukon<br />

attended an orientation workshop organized by the Association <strong>of</strong> Yukon<br />

Communities. Mayor Jules, CAO Mike Drake, and three <strong>of</strong> our councillors<br />

made the trek north to Haines Junction to participate.<br />

<strong>The</strong> wide ranging workshop covered topics such as municipal finances,<br />

municipal law, YTG’s Community Services, community planning, lines <strong>of</strong><br />

communication, and putting learning into action.<br />

Mike Drake saw the meetings as being absolutely invaluable with something<br />

for both the experienced and inexperienced elected <strong>of</strong>ficial. He and other<br />

members <strong>of</strong> the <strong>Teslin</strong> team were also able to meet and speak with their<br />

counter parts from all over the territory. Those connections, says Mike, will<br />

really benefit <strong>Teslin</strong>. Councillor Lori Joe stated that she found the meetings<br />

very informative and gave her a better understanding <strong>of</strong> the big picture. Lori<br />

says she is now really “pumped” about doing a good job for our community.<br />

<strong>Teslin</strong> School Update<br />

<strong>Teslin</strong> School has been extremely busy during <strong>No</strong>vember. It is hard to believe that the month is almost done<br />

and December is right around the corner. During the past month, students’ and staff participated in the<br />

following programs and activities:<br />

PARENT/STUDENT/TEACHER INTERVIEWS<br />

Tlingit Class<br />

Each <strong>of</strong> the 3 Tlingit Teachers took shifts for the interviews. About 5 parents came. Parent interviews were from<br />

4 - 9 p.m. <strong>The</strong> Tlingit teachers shared with parents what they have been teaching. <strong>The</strong> teachings include:<br />

Tlingit language, drumming, sewing, carving, drawing, and traditional cooking.<br />

Mrs. Curran’s 1,2,3 Class<br />

<strong>11</strong> people came to the interview. Mrs. Curran told parents’ about all the great things that are going on in the<br />

classroom. <strong>The</strong> parents were also able to see the goals outlined for the class. Students have been really<br />

engaged in learning this month. It is great to see the enthusiasm.<br />

Mr. Dobson’s 4/5 Class<br />

Approximately 9 parents and students came out for the interviews. <strong>The</strong> visits went very well, the kids really<br />

enjoyed showing their parents what they were doing in class.<br />

Ms. Smith’s 6/7 Class<br />

Approximately 8 parents and students came out for the interviews. It was a success. Discussions included:<br />

talking about the student’s goals, achievements, and what they need to work on. She still has some parents to<br />

meet with.<br />

Mr. Fraser’s 8/9 Class<br />

10/<strong>11</strong> parents and students showed up, it was successful and the students found it enlightening and useful. Mr.<br />

Fraser enjoyed meeting all <strong>of</strong> the parents and sharing their child’s successes with them. <strong>The</strong>y talked about<br />

student strengths and weaknesses and how they can help them to learn better.<br />

ART ADVENTURES<br />

Rhoda Merkel came to <strong>Teslin</strong> School to work with the kids on the following plays:<br />

Grade 1, 2, 3: How Raven Brought Light to the World<br />

Grade 4/5: Raven Boy<br />

<strong>The</strong> kids did an excellent job performing the plays in class. <strong>The</strong> kids put tons <strong>of</strong> work in their plays and they<br />

were really enjoyed by the audience members.<br />

SCHOOL FIELD TRIP TO WHITEHORSE<br />

<strong>Teslin</strong> School staff and students embarked on a school-wide field trip on Friday, <strong>No</strong>vember 20, 2009. <strong>The</strong> trip<br />

was very successful. <strong>The</strong> kids had tons <strong>of</strong> fun and were able to interact with other students and staff in a social<br />

setting. A huge thank-you goes out to the parents and volunteers for assisting us with the event.<br />

<strong>The</strong> day was filled with activities that included:<br />

Bowling at Mad Trapper (<strong>11</strong>:00 – 12:00 p.m.)<br />

Pizza and Juice at the Canada Games Centre<br />

Skating, Soccer and Swimming at the Canada Games Centre (1:30 – 4:00 p.m.)<br />

H1N1 Update<br />

<strong>Teslin</strong>’s Nurse-in-Charge Hazel Booth reports that 276 locals have received their H1N1<br />

vaccination. <strong>Teslin</strong>’s population is believed to be around 450 people. So that means 61% <strong>of</strong><br />

<strong>Teslin</strong> have got their shots. <strong>No</strong>t bad. Hazel indicates that their goal is 70%. This magic<br />

percent-age would, in a sense, make for a community <strong>of</strong> the immune. We are still in the first<br />

wave <strong>of</strong> epidemic and will see the second wave some time in the new year. Those in the know<br />

believe that a third wave is possible. Don’t take a chance ... Get Immunized.<br />

<strong>Teslin</strong> School Health Fair<br />

On Monday, October 26, the grade 4 to 9 students attended a health fair at the Rex Plex. This theme<br />

was put together by Teresa Sydney and Melanie Douville for students who would like to have a health<br />

career. We all split into groups and learned about different things in health. <strong>The</strong>re were five different<br />

groups. <strong>The</strong> first group I was in was First Nations Jeopardy. <strong>The</strong>re were groups about what happens<br />

when you smoke and what happens when you smoke with our baby in your stomach and another<br />

about drug chemicals in some things you eat and drink. This was very fun. We learned how drugs<br />

could effect you. It encouraged me to maybe become a nurse or doctor someday. We all like it and<br />

hope they come again.<br />

<strong>11</strong>.2 Parking at Rec Plex<br />

Councillor Anderson expressed concern over people not obeying the <strong>No</strong> Parking signs at the Rec Plex. This is a<br />

Fire Lane and no parking should be properly enforced. <strong>The</strong> Facility maintainer will be notified to enforce the<br />

rule by asking <strong>of</strong>fenders to move their vehicle.<br />

RCMP Update<br />

Corporal Pike is warning the public that he and his fellow Mounties will be paying special attention to our driving<br />

habits over the coming month. This will, unfortunately, include surprise visits from Highway Services. <strong>The</strong>se<br />

individuals enjoy writing tickets for speeding, rolling stops, not wearing your seatbelt and the like.<br />

Sustainability Planning<br />

<strong>The</strong> contractor has contacted me regarding the Economic Development Plan. <strong>The</strong>y are working on their research and plan to meet<br />

with the steering committee in <strong>No</strong>vember. <strong>The</strong> Steering Committee is aware that CAO Mike Drake is the newest member <strong>of</strong> the<br />

Steering Committee.<br />

Projects<br />

Marina<br />

<strong>The</strong> rock fireplace repairs have been arranged for next spring…Mike Gergel will be available in May to do this work. <strong>The</strong> dock was<br />

also pulled to the shore line.<br />

EMO<br />

As the newly appointed CAO, and the EMO coordinator, I will require some training regarding the EMO role. <strong>The</strong> EMO coordinator<br />

is an important aspect <strong>of</strong> the CAO job. I will inform council once some formal training can be arranged.<br />

Community Infrastructure<br />

Community Recreation Complex<br />

We have contacted an engineer to develop drawings/tender package for this work as recommended by Flaghill Woodworks. <strong>The</strong><br />

engineer/architect has a less expensive solution for us to try this year. This has been discussed with Flaghill and they agree on this<br />

approach at this point in time. A quote has been received and the project. (Gas tax funded)<br />

Tender for the exercise room has been awarded to Flaghill Woodworks and the project has started. (90% CDF funded)<br />

Old Community Hall<br />

As the new Council works through the adoption <strong>of</strong> the new OCP and the municipal plan, the decision on what to do with this building<br />

should be part <strong>of</strong> this decision making process. Should this building be mothballed totally, for example we are still paying for electric<br />

service. Or do we consider renovating which I understand will require a considerable amount <strong>of</strong> work and funding.<br />

Municipal Centre<br />

Janitorial Services contract awarded to “To the T Janitorial”.<br />

We have a casual employee replacing regular employee for <strong>No</strong>vember at least.<br />

Vehicle Fleet<br />

It has become increasingly clear that there is a significant amount <strong>of</strong> meetings that the CAO is required to attend in Whitehorse. Some<br />

<strong>of</strong> these meeting are funded by other agencies like the Yukon Government; some are not but still have a direct benefit to the<br />

community if the CAO attends.<br />

<strong>The</strong> <strong>Village</strong> is experiencing a vehicle shortage at certain times when there is an additional demand on our vehicle fleet. Further in<br />

discussion with our Public Works Foreman it is clear that there are times when he would benefit from the availability <strong>of</strong> an additional<br />

vehicle.<br />

I have researched this matter and found that if the meetings attended are funded this could easily <strong>of</strong>fset the cost associated with the<br />

lease <strong>of</strong> an additional <strong>Village</strong> vehicle.<br />

Park<br />

Land for park on Sawmill Road has now been transferred pending completion <strong>of</strong> survey.<br />

Landfill<br />

One load a week being hauled by local contractor to Whitehorse. A Government contractor continues to haul non-refundable waste to<br />

Whitehorse.<br />

Compost bin deposit <strong>of</strong> $20 is too much – less than 10 <strong>of</strong> 60 available have been issued, should be lowered to $10.<br />

(funded by recycling fund)<br />

Water System<br />

Contract in place for stainless steel water tank. <strong>No</strong> date set for completion. (Building Canada Fund)<br />

Contracts have been signed and work on 2 nd well drilling project is currently on hold until spring 2010.(Building Canada Fund).<br />

Sewer System/Lagoon<br />

Sewer line flushing and cameraing completed in October. Report for Councils review has been received and must be transposed from<br />

a CD to paper copy for consumption.. Cells have been brushed. Draining <strong>of</strong> cell # 4 to the wetlands has been completed. Some minor<br />

repair work to the gates between cell # 3 and cell # 4 is still needed and will be completed in the summer <strong>of</strong> 2010.<br />

Other Activities<br />

Financial Process<br />

<strong>The</strong> fall will require us to focus on meeting the requirements <strong>of</strong> PSAB 3150 guidelines. Some work has already been completed on<br />

this but a considerable amount <strong>of</strong> work is still required. Starting to work on the 2010 Budget a Special Meeting <strong>of</strong> Council should be<br />

convened sometime in early December to review proposed Budget and approve. We are also completing the transition to the new<br />

CAO’s signing authority and other financial issues.<br />

Land Issues<br />

Continued consultation with the OCP contractor, provided them with the <strong>Teslin</strong> OCP Implementation Table.<br />

Official Community Plan (OCP) document will be ready in <strong>No</strong>vember for Council to review and commence with adoption process.<br />

Staffing<br />

Casual staffing for sick/vacation continues to be used as and when available. We have had a very slight impact on staff related to Flu<br />

Like Symptoms, with very low absenteeism.<br />

<strong>Teslin</strong> Tlingit Council<br />

Both the <strong>Village</strong> CAO and the <strong>Teslin</strong> Tlingit Council are members <strong>of</strong> the Economic Development Steering Committee; this exercise<br />

On <strong>No</strong>vember <strong>11</strong>, <strong>Teslin</strong> remembered those who have, and those who<br />

continue to, protect our freedom. A special thanks to the Wiseman<br />

family for organizing the event; the <strong>Village</strong> <strong>of</strong> <strong>Teslin</strong>; and all those who<br />

brought treats for the gathering afterwards. <strong>The</strong>re were some forty<br />

Teslanders in attendance.<br />

Landfill<br />

<strong>The</strong> transfer station worked very well this season there is plans to construct a dump shoot to further help with<br />

the reduction <strong>of</strong> wind blown debris. We did not have any bear activity at all this season.<br />

<strong>The</strong> fenced compost area was used very little this season but we have high hopes for it next year with the<br />

implementation <strong>of</strong> the compost program.<br />

<strong>The</strong> compost bins have been purchased and numbered and are ready to go into use. <strong>Post</strong>ers have gone up to<br />

inform members <strong>of</strong> the public. <strong>The</strong> participation so far has been minimal, but we hope it will pick up.<br />

<strong>The</strong> YTG contractor has started hauling the <strong>No</strong>n-Refundables into Whitehorse. <strong>The</strong>y haul on average 20 large<br />

fiber bags per week from the landfill to one <strong>of</strong> the recyclers in town. We still haul the refundable loads with our<br />

truck and trailer.<br />

Lagoon and Force Main<br />

<strong>The</strong> planned effluent discharge did take place from Sept. 2-30 and we discharged approx. 2.8 to 3 million<br />

gallons, everything went very well.<br />

<strong>The</strong> work was completed sealing the frost lids in various locations in town, the only locations that might still<br />

have unpleasant odors in near the lift stations we will try to avoid those situations.<br />

We have received the final report from the contractor on the sewer flushing we are pulling the info <strong>of</strong>f a CD and<br />

will present to council when completed.<br />

We have some valving changes planned for the summer 2010 between Lagoon cells 3&4.<br />

Arena & Curling Rink<br />

Both the hockey and curling ice are in place and by all reports the hockey ice is very good. <strong>The</strong> curling ice has<br />

yet to see any curlers.<br />

<strong>The</strong> tender for the weight room was awarded to Flaghill Woodworks, there has been a few hold ups during the<br />

first part <strong>of</strong> the project and the planned completion date has been pushed back accordingly.<br />

<strong>The</strong> Ice Plant and the waste heat recovery have been working very well so far this season.<br />

Water Quality / Water Delivery<br />

We still send in three samples, twice a month to Environmental Health.<br />

<strong>The</strong> tender for the replacement <strong>of</strong> the tank and pump on the water was awarded to Deadman Creek. We have<br />

not been contacted with a confirmed date for the change over, but the contract states it will be done by the end<br />

<strong>of</strong> December 2009<br />

<strong>The</strong> changes to the pump controls and switches were completed by the contractor late in the month.<br />

Other Activities<br />

Road patching was a challenge this year and was hard to keep up with, hopefully we can have a full staff next<br />

year for the entire season.<br />

<strong>The</strong> parks and trails are done for the season.<br />

<strong>The</strong> contractor that maintained ski trails last year will be doing it again this year and the plan is to have him do<br />

some pre-season cleaning and maintenance.<br />

Our Facility Manager went in and took a course on play ground safety and is now a certified play ground<br />

inspector.<br />

I have contacted a local contractor about the repairs that the marina fire pit needs and he has expressed interest<br />

in doing the work but asked me to call him in the spring to organize the work.<br />

<strong>The</strong> dock has been removed for the season.<br />

FireSmart 2009-10<br />

<strong>The</strong> Firesmart season started September 1 st , it is a 6 person crew. We hope to have it run until the third week <strong>of</strong><br />

<strong>No</strong>vember. It will consist <strong>of</strong> both TTC and VOT programs.<br />

We have already had 2 inspections and both have gone very well.<br />

<strong>The</strong> Challenge <strong>of</strong> Getting Out <strong>The</strong>re<br />

When I look at the calendar <strong>of</strong> community events filled with an abundance <strong>of</strong> opportunities and<br />

organized by numerous people and organizations it seems that we are blessed with choice. I them left<br />

wondering how any one can feel bored in <strong>Teslin</strong>?<br />

Yet I hear the questions ‘How can we get people involved?’ ‘How do we get others to come out and<br />

engage in putting on an event? ... or participate?’<br />

So my question to the community is this: What do you need to encourage you to participate? If you are<br />

the person who attends everything, the person who thinks about attending, the person who attends<br />

occasionally or the person who wants to but isn’t comfortable…what inspires and motivates you to<br />

seize opportunities and interact in community events?<br />

<strong>The</strong> barriers for myself participating in events are about not being sure if I am welcome, feeling tired,<br />

wanting quiet time and having too many options. <strong>The</strong> benefits that encourage me to engage are the<br />

energy I gain from interacting with others, the empowerment <strong>of</strong> learning something new, the<br />

connection I feel when sharing with others, being part <strong>of</strong> bringing joy to the lives <strong>of</strong> others, and the<br />

trust that builds through strengthening relationships…oh yeah I also like to have fun and feel strong in<br />

my body.<br />

Awareness <strong>of</strong> the benefits and barriers <strong>of</strong> why we do or do not participate can help to encourage<br />

healthy development <strong>of</strong> self. It doesn’t mean participating in everything, it means being aware <strong>of</strong> why<br />

we do or do not participate and making decisions based on what will increase our self understanding,<br />

self-love and enjoyment.<br />

Ask yourself these questions and find ways to encourage yourself to expand your zone <strong>of</strong> comfort and<br />

understanding. You never know where the journey will take you.<br />

Yukon College and YTG Education Department /Advanced Education partnered in <strong>of</strong>fering the “Targeted<br />

Initiative for Older Workers program” (TIOW) Yukon communities. <strong>Teslin</strong> can <strong>of</strong>fer this course (we call it the “Age<br />

Advantage Program”) twice during this 5 year agreement. This semester was <strong>Teslin</strong>’s second turn. <strong>The</strong> program<br />

began September 8 th and will wrap up on December 18 th . Once again we had a number <strong>of</strong> interested students, who<br />

participated in the following areas <strong>of</strong> study:<br />

Assessment; Career Focus; Health & Wellness; Skills Upgrading; Work Experience; Career Preparation;<br />

Employment Counseling; Certification & Guest Speakers.<br />

Part <strong>of</strong> the four months program is a work placement. Some <strong>of</strong> the students decided to try their hand at<br />

entrepreneurial endeavours and participated in the Christmas bazaar.<br />

Hopefully, their efforts will serve to empower people to try new things at any age, be goal oriented and have fun<br />

while learning.<br />

Learning is life long. Being connected with like-minded learners has given the students a support system that keeps<br />

them looking ahead rather then looking at the short term gain and short comings.<br />

A great attitude that will spread throughout other <strong>Teslin</strong> Campus courses and community initiatives. Hopefully<br />

more programs like this will be funded in the future. Experimental learning is crucial to success in Adult Education.<br />

<strong>The</strong> Smoke-free Places Regulation is Here and it Affects Everyone<br />

Environmental Health Services<br />

Yukon has joined the rest <strong>of</strong> Canada by creating laws that protect the health <strong>of</strong> all Yukoners by reducing<br />

exposure to second-hand smoke. Efforts to achieve this goal began with the introduction <strong>of</strong> the Smoke-free<br />

Places Act which came into force on May 15, 2008. Under the Act, smoking is not permitted in any enclosed<br />

public places, workplaces, work vehicles carrying more than one person, and all vehicles (public or private)<br />

carrying anyone under the age <strong>of</strong> 18 years (a complete list <strong>of</strong> smoke-free places is available upon request)<br />

To strengthen efforts introduced by the Act a new Regulation came into force on May 14, 2009 to address the<br />

following issues:<br />

Smoking is not permitted within 5 (five) meters <strong>of</strong> all doorways, windows and air intakes<br />

“<strong>No</strong> Smoking” signs and where these signs must be posted<br />

A ban on the sale <strong>of</strong> edible products resembling tobacco products, such as candy cigarettes and beef<br />

jerky shredded to resemble chewing tobacco, and fines associated with breaking the smoke-free places<br />

laws.<br />

<strong>The</strong> only exception to this 5 metre rule is on school grounds. Under the law, smoking is not permitted on the<br />

entire grounds <strong>of</strong> a school at any time, even when school is not in session. Under the new Regulation “<strong>No</strong><br />

Smoking” signs must be posted in smoke-free places in numbers and locations that will make sure people know<br />

where smoking is not allowed. To assist with this requirement, the Yukon Government has created a number <strong>of</strong><br />

different “<strong>No</strong>-Smoking” signs that are available to all, free <strong>of</strong> charge. Try to be aware <strong>of</strong> smoke-free places and<br />

look for these signs before you light up!<br />
