The Teslin Post
Christmas Wishes to Canadian Soldiers in Afghanistan
Keeley Taylor is one of the many Teslanders who are writing Christmas letters
to Canadian soldiers in Afghanistan this holiday season.
Patty Wiseman is helping send Christmas cheer to our soldiers overseas. Specifically, Ms
Wiseman wants Teslanders to post Christmas cards and letters to our soldiers in Afghanistan.
Christmas, Patty says, is often very lonely for those away from home. Afghanistan, by the
way, is about as far away as you can get. Patty adds, it is important that our soldiers know
that Canada has not forgotten there continued service in a dangerous area.
Ms Wiseman states she already has collected 180 letters and hopes to have twice that
number by December 3. The letters will then be flown directly to Kandahar from a military
base in Southern Ontario.
If you want to write a letter (or three) to our men and women over seas ... contact Patty
Wiseman at home (she’s in the book) or at the Teslin Tlingit Council. Thank you Patty.
The Christmas spirit is alive and well in Teslin.
The Official Community Plan (OCP) has just gone through its first reading. After the
second and third reading the OCP will officially become a by-law of Teslin. This puts the
new council (and our new CAO) in a predicament. They did not ask for the OCP. They
did not, for the most part, take part in the OCP discussions. So what should council do?
Hold their noses and vote for it? Kiss the fifty-thousand dollar consultant fee goodbye
and start again? Hold new meetings? In the best case scenario, the new council will like
what it sees and move on. It is noted that there will be public meetings before the OCP
becomes law. Citizens should take part.
A big thank you to Lori Joe, Minnie Clark, Birgit Martens,
Teslin is on T.V.
“Tiga Talk”, a children’s series being shown on the Aboriginal Peoples Television Network, was filming in Teslin this
past June. For those not in the know, “Tiga Talk” is about a toy wolf cub (Tiga) who talks only to children. Tiga lives
with Kokum and her family. Kokum (by the way) is Cree for grandmother. Tiga and Kokum go on adventures across
Canada. Not surprisingly they meant many wonderful characters here in Teslin. Which means we will be featured in
at least two installments of the six part series. “Tiga Talk” has already broadcast one segment with Tiga and Kokum
watching Edward Smarch make drums. Later this year Carl Sidney will show Tiga and the gang how to net fish.
Building an “Answer Network”
On the weekend of November 6-8, elected officials from all over the Yukon
attended an orientation workshop organized by the Association of Yukon
Communities. Mayor Jules, CAO Mike Drake, and three of our councillors
made the trek north to Haines Junction to participate.
The wide ranging workshop covered topics such as municipal finances,
municipal law, YTG’s Community Services, community planning, lines of
communication, and putting learning into action.
Mike Drake saw the meetings as being absolutely invaluable with something
for both the experienced and inexperienced elected official. He and other
members of the Teslin team were also able to meet and speak with their
counter parts from all over the territory. Those connections, says Mike, will
really benefit Teslin. Councillor Lori Joe stated that she found the meetings
very informative and gave her a better understanding of the big picture. Lori
says she is now really “pumped” about doing a good job for our community.
Mike Drake, Sharron Anderson, Clara Jules
and Margaret Douville take an active role in
the AYC workshops.
Teslin School Update
Teslin School has been extremely busy during November. It is hard to believe that the month is almost done
and December is right around the corner. During the past month, students’ and staff participated in the
following programs and activities:
PARENT/STUDENT/TEACHER INTERVIEWS
Tlingit Class
Each of the 3 Tlingit Teachers took shifts for the interviews. About 5 parents came. Parent interviews were from
4 - 9 p.m. The Tlingit teachers shared with parents what they have been teaching. The teachings include:
Tlingit language, drumming, sewing, carving, drawing, and traditional cooking.
Mrs. Curran’s 1,2,3 Class
11 people came to the interview. Mrs. Curran told parents’ about all the great things that are going on in the
classroom. The parents were also able to see the goals outlined for the class. Students have been really
engaged in learning this month. It is great to see the enthusiasm.
Mr. Dobson’s 4/5 Class
Approximately 9 parents and students came out for the interviews. The visits went very well, the kids really
enjoyed showing their parents what they were doing in class.
Ms. Smith’s 6/7 Class
Approximately 8 parents and students came out for the interviews. It was a success. Discussions included:
talking about the student’s goals, achievements, and what they need to work on. She still has some parents to
meet with.
Mr. Fraser’s 8/9 Class
10/11 parents and students showed up, it was successful and the students found it enlightening and useful. Mr.
Fraser enjoyed meeting all of the parents and sharing their child’s successes with them. They talked about
student strengths and weaknesses and how they can help them to learn better.
ART ADVENTURES
Rhoda Merkel came to Teslin School to work with the kids on the following plays:
Grade 1, 2, 3: How Raven Brought Light to the World
Grade 4/5: Raven Boy
The kids did an excellent job performing the plays in class. The kids put tons of work in their plays and they
were really enjoyed by the audience members.
H1N1 Update
Teslin’s Nurse-in-Charge Hazel Booth reports that 276 locals have received their H1N1
vaccination. Teslin’s population is believed to be around 450 people. So that means 61% of
Teslin have got their shots. Not bad. Hazel indicates that their goal is 70%. This magic
percent-age would, in a sense, make for a community of the immune. We are still in the first
wave of epidemic and will see the second wave some time in the new year. Those in the know
believe that a third wave is possible. Don’t take a chance ... Get Immunized.
Teslin School Health Fair
Aleshia Kremer
On Monday, October 26, the grade 4 to 9 students attended a health fair at the Rex Plex. This theme
was put together by Teresa Sydney and Melanie Douville for students who would like to have a health
career. We all split into groups and learned about different things in health. There were five different
groups. The first group I was in was First Nations Jeopardy. There were groups about what happens
when you smoke and what happens when you smoke with our baby in your stomach and another
about drug chemicals in some things you eat and drink. This was very fun. We learned how drugs
could effect you. It encouraged me to maybe become a nurse or doctor someday. We all like it and
hope they come again.
CAO Report - October 2009
by
Mike Drake
Sustainability Planning
The contractor has contacted me regarding the Economic Development Plan. They are working on their research and plan to meet
with the steering committee in November. The Steering Committee is aware that CAO Mike Drake is the newest member of the
Steering Committee.
Projects
Marina
The rock fireplace repairs have been arranged for next spring…Mike Gergel will be available in May to do this work. The dock was
also pulled to the shore line.
EMO
As the newly appointed CAO, and the EMO coordinator, I will require some training regarding the EMO role. The EMO coordinator
is an important aspect of the CAO job. I will inform council once some formal training can be arranged.
Community Infrastructure
Community Recreation Complex
We have contacted an engineer to develop drawings/tender package for this work as recommended by Flaghill Woodworks. The
engineer/architect has a less expensive solution for us to try this year. This has been discussed with Flaghill and they agree on this
approach at this point in time. A quote has been received and the project. (Gas tax funded)
Tender for the exercise room has been awarded to Flaghill Woodworks and the project has started. (90% CDF funded)
Old Community Hall
As the new Council works through the adoption of the new OCP and the municipal plan, the decision on what to do with this building
should be part of this decision making process. Should this building be mothballed totally, for example we are still paying for electric
service. Or do we consider renovating which I understand will require a considerable amount of work and funding.
Municipal Centre
Janitorial Services contract awarded to “To the T Janitorial”.
We have a casual employee replacing regular employee for November at least.
Vehicle Fleet
It has become increasingly clear that there is a significant amount of meetings that the CAO is required to attend in Whitehorse. Some
of these meeting are funded by other agencies like the Yukon Government; some are not but still have a direct benefit to the
community if the CAO attends.
The Village is experiencing a vehicle shortage at certain times when there is an additional demand on our vehicle fleet. Further in
discussion with our Public Works Foreman it is clear that there are times when he would benefit from the availability of an additional
vehicle.
I have researched this matter and found that if the meetings attended are funded this could easily offset the cost associated with the
lease of an additional Village vehicle.
Park
Land for park on Sawmill Road has now been transferred pending completion of survey.
Landfill
One load a week being hauled by local contractor to Whitehorse. A Government contractor continues to haul non-refundable waste to
Whitehorse.
Compost bin deposit of $20 is too much – less than 10 of 60 available have been issued, should be lowered to $10.
(funded by recycling fund)
Water System
Contract in place for stainless steel water tank. No date set for completion. (Building Canada Fund)
Contracts have been signed and work on 2 nd well drilling project is currently on hold until spring 2010.(Building Canada Fund).
Sewer System/Lagoon
Sewer line flushing and cameraing completed in October. Report for Councils review has been received and must be transposed from
a CD to paper copy for consumption.. Cells have been brushed. Draining of cell # 4 to the wetlands has been completed. Some minor
repair work to the gates between cell # 3 and cell # 4 is still needed and will be completed in the summer of 2010.
Other Activities
Financial Process
The fall will require us to focus on meeting the requirements of PSAB 3150 guidelines. Some work has already been completed on
this but a considerable amount of work is still required. Starting to work on the 2010 Budget a Special Meeting of Council should be
convened sometime in early December to review proposed Budget and approve. We are also completing the transition to the new
CAO’s signing authority and other financial issues.
Land Issues
Continued consultation with the OCP contractor, provided them with the Teslin OCP Implementation Table.
Official Community Plan (OCP) document will be ready in November for Council to review and commence with adoption process.
Staffing
Casual staffing for sick/vacation continues to be used as and when available. We have had a very slight impact on staff related to Flu
Like Symptoms, with very low absenteeism.
Teslin Tlingit Council
Both the Village CAO and the Teslin Tlingit Council are members of the Economic Development Steering Committee; this exercise
will serve to strengthen our relationship with the Teslin Tlingit Council.
No revised date for a Joint Council Meeting has been proposed at this point.
Landfill
The transfer station worked very well this season there is plans to construct a dump shoot to further help with
the reduction of wind blown debris. We did not have any bear activity at all this season.
The fenced compost area was used very little this season but we have high hopes for it next year with the
implementation of the compost program.
The compost bins have been purchased and numbered and are ready to go into use. Posters have gone up to
inform members of the public. The participation so far has been minimal, but we hope it will pick up.
The YTG contractor has started hauling the Non-Refundables into Whitehorse. They haul on average 20 large
fiber bags per week from the landfill to one of the recyclers in town. We still haul the refundable loads with our
truck and trailer.
Lagoon and Force Main
The planned effluent discharge did take place from Sept. 2-30 and we discharged approx. 2.8 to 3 million
gallons, everything went very well.
The work was completed sealing the frost lids in various locations in town, the only locations that might still
have unpleasant odors in near the lift stations we will try to avoid those situations.
We have received the final report from the contractor on the sewer flushing we are pulling the info off a CD and
will present to council when completed.
We have some valving changes planned for the summer 2010 between Lagoon cells 3&4.
Arena & Curling Rink
Both the hockey and curling ice are in place and by all reports the hockey ice is very good. The curling ice has
yet to see any curlers.
The tender for the weight room was awarded to Flaghill Woodworks, there has been a few hold ups during the
first part of the project and the planned completion date has been pushed back accordingly.
The Ice Plant and the waste heat recovery have been working very well so far this season.
Water Quality / Water Delivery
We still send in three samples, twice a month to Environmental Health.
The tender for the replacement of the tank and pump on the water was awarded to Deadman Creek. We have
not been contacted with a confirmed date for the change over, but the contract states it will be done by the end
of December 2009
The changes to the pump controls and switches were completed by the contractor late in the month.
Other Activities
Road patching was a challenge this year and was hard to keep up with, hopefully we can have a full staff next
year for the entire season.
The parks and trails are done for the season.
The contractor that maintained ski trails last year will be doing it again this year and the plan is to have him do
some pre-season cleaning and maintenance.
Our Facility Manager went in and took a course on play ground safety and is now a certified play ground
inspector.
I have contacted a local contractor about the repairs that the marina fire pit needs and he has expressed interest
in doing the work but asked me to call him in the spring to organize the work.
The dock has been removed for the season.
FireSmart 2009-10
The Firesmart season started September 1 st , it is a 6 person crew. We hope to have it run until the third week of
November. It will consist of both TTC and VOT programs.
We have already had 2 inspections and both have gone very well.
wondering how any one can feel bored in Teslin?
Yet I hear the questions ‘How can we get people involved?’ ‘How do we get others to come out and
engage in putting on an event? ... or participate?’
So my question to the community is this: What do you need to encourage you to participate? If you are
the person who attends everything, the person who thinks about attending, the person who attends
occasionally or the person who wants to but isn’t comfortable…what inspires and motivates you to
seize opportunities and interact in community events?
The barriers for myself participating in events are about not being sure if I am welcome, feeling tired,
wanting quiet time and having too many options. The benefits that encourage me to engage are the
energy I gain from interacting with others, the empowerment of learning something new, the
connection I feel when sharing with others, being part of bringing joy to the lives of others, and the
trust that builds through strengthening relationships…oh yeah I also like to have fun and feel strong in
my body.
Awareness of the benefits and barriers of why we do or do not participate can help to encourage
healthy development of self. It doesn’t mean participating in everything, it means being aware of why
we do or do not participate and making decisions based on what will increase our self understanding,
self-love and enjoyment.
Ask yourself these questions and find ways to encourage yourself to expand your zone of comfort and
understanding. You never know where the journey will take you.
Yukon College and YTG Education Department /Advanced Education partnered in offering the “Targeted
Initiative for Older Workers program” (TIOW) Yukon communities. Teslin can offer this course (we call it the “Age
Advantage Program”) twice during this 5 year agreement. This semester was Teslin’s second turn. The program
began September 8 th and will wrap up on December 18 th . Once again we had a number of interested students, who
participated in the following areas of study:
Assessment; Career Focus; Health & Wellness; Skills Upgrading; Work Experience; Career Preparation;
Employment Counseling; Certification & Guest Speakers.
Part of the four months program is a work placement. Some of the students decided to try their hand at
entrepreneurial endeavours and participated in the Christmas bazaar.
Hopefully, their efforts will serve to empower people to try new things at any age, be goal oriented and have fun
while learning.
Learning is life long. Being connected with like-minded learners has given the students a support system that keeps
them looking ahead rather then looking at the short term gain and short comings.
A great attitude that will spread throughout other Teslin Campus courses and community initiatives. Hopefully
more programs like this will be funded in the future. Experimental learning is crucial to success in Adult Education.
The Smoke-free Places Regulation is Here and it Affects Everyone
Yukon has joined the rest of Canada by creating laws that protect the health of all Yukoners by reducing
exposure to second-hand smoke. Efforts to achieve this goal began with the introduction of the Smoke-free
Places Act which came into force on May 15, 2008. Under the Act, smoking is not permitted in any enclosed
public places, workplaces, work vehicles carrying more than one person, and all vehicles (public or private)
carrying anyone under the age of 18 years (a complete list of smoke-free places is available upon request)
To strengthen efforts introduced by the Act a new Regulation came into force on May 14, 2009 to address the
following issues:
Smoking is not permitted within 5 (five) meters of all doorways, windows and air intakes
“No Smoking” signs and where these signs must be posted
A ban on the sale of edible products resembling tobacco products, such as candy cigarettes and beef
jerky shredded to resemble chewing tobacco, and fines associated with breaking the smoke-free places
laws.
The only exception to this 5 metre rule is on school grounds. Under the law, smoking is not permitted on the
entire grounds of a school at any time, even when school is not in session. Under the new Regulation “No
Smoking” signs must be posted in smoke-free places in numbers and locations that will make sure people know
where smoking is not allowed. To assist with this requirement, the Yukon Government has created a number of
different “No-Smoking” signs that are available to all, free of charge. Try to be aware of smoke-free places and
look for these signs before you light up!
