INVITATIONS will soon be arriving<br />
for the 11th Client Convention to<br />
be held at Riverside Receptions<br />
on Saturday, 18 August 2007.<br />
This year’s theme will be<br />
“Making Your Own Life Choices<br />
– Partnerships and Advocacy in<br />
Service Provision”.<br />
The State Client Consultative<br />
Committee (CCC) will encourage<br />
participants to share new ideas<br />
about how to work together with<br />
service providers to plan and<br />
implement support services that<br />
meet individual needs.<br />
Keynote speaker, Mary Albury will<br />
be complimented by workshops<br />
presented by peak organisations<br />
and government agencies.<br />
To allow the State CCC to<br />
run smaller client consultative<br />
workshops throughout the state, the<br />
Convention will be slightly shorter<br />
than in previous years, and child<br />
care will not be available at the<br />
<strong>League</strong>’s head office.<br />
Support to access other child care<br />
is available upon request.<br />
Lunch will be supplied to delegates<br />
and support will be available for<br />
those wishing to attend.<br />
The program will commence at<br />
10:00am and conclude at 3:30pm.<br />

Donations lead to first steps for five young Queenslanders<br />
FIVE young Queenslanders with<br />
cerebral palsy will walk unassisted<br />
for the first time in their lives, thanks<br />
to the Courier Mail and several<br />
generous Queensland donors.<br />
This includes three-year-old<br />
Zane Cecil, who took his first<br />
unassisted steps on June 1, when<br />
fitted with his own Hart Walker.<br />
Costing an estimated $11,000 to<br />
purchase and maintain, Zane’s<br />
device was sponsored by an<br />
anonymous Queenslander in<br />
response to a Courier Mail story.<br />
A further four young Queenslanders<br />
will be given the gift of mobility as a<br />
direct result of the article, “Thanks to<br />
Broncos he’s walking tall” published<br />
in the Courier Mail on February 24.<br />
“Following the article about the Hart<br />
Walker device, the <strong>League</strong> received<br />
an unprecedented response and<br />
anonymous donations of $60,000,”<br />
Mr Bruce Milligan, CEO of the<br />
<strong>League</strong> said.<br />
“Without support <strong>from</strong> the Courier<br />
Mail and these very generous<br />
donors, these children may never<br />
have had the opportunity to walk<br />
independently.”<br />

CEO Foreword<br />
CONGRATULATIONS to the<br />
Minister for Disability Services<br />
for keeping <strong>disability</strong> services on<br />
the agenda and providing another<br />
funding boost this year.<br />
The Beattie Labor Government<br />
handed down the 2007-2008<br />
Budget in Brisbane on June 5<br />
and the <strong>League</strong> welcomed a $128<br />
million injection of additional funds<br />
over the next four years for the<br />
<strong>disability</strong> services sector.<br />
The Government’s allocation of<br />
additional new funds demonstrates<br />
continued commitment to the<br />
<strong>disability</strong> services sector, but it<br />
doesn’t address urgent funding<br />
needs for children’s services and<br />
this was disappointing.<br />
The boost is welcomed, however,<br />
it was disappointing to see that no<br />
new funding was earmarked for<br />
children’s services to follow through<br />
on the small amount that was<br />
allocated in last year’s budget.<br />
This means thousands of<br />
Queensland children with a<br />
<strong>disability</strong> that are currently waiting<br />
for services and support will most<br />

likely have to wait another year.<br />
The increase in stamp duty on the<br />
purchase of vehicles is another<br />
tough blow for the <strong>disability</strong> services<br />
sector and this increase will add an<br />
estimated $200,000 to the <strong>League</strong>’s<br />
costs per year.<br />
Vehicles are both a vital component<br />
and a major cost of the services<br />
that we provide.<br />
We’re calling on the State<br />
Government to exempt not-forprofits<br />
<strong>from</strong> this increase in stamp<br />
duty on salary packaged vehicles.<br />

In response to requests for additional therapy services, the <strong>Cerebral</strong><br />
<strong>Palsy</strong> <strong>League</strong> established Capability Queensland Private Therapy<br />
Service to allow access to additional services on a user-pays basis.<br />
Therapists providing these services are employed by the <strong>League</strong><br />
and are registered with the Health Insurance Commission to enable<br />
clients to claim services <strong>from</strong> their private health insurers. Services<br />
available are:<br />
Physiotherapy<br />
Occupational therapy<br />
Speech pathology<br />
Psychology<br />
Adults and children can access Capability Queensland Private<br />
Therapy Service. Therapy sessions can take place at the clinic or at<br />
home. However, travel expenses will be incurred for home visits.<br />
Appointments will vary depending on the service being provided.<br />

have been identified during the initial visit. For further information,<br />

THE first meetings of 2007 were<br />
very busy for the Parents and<br />
Guardians Association.<br />
We have been finalising the Terms<br />
of Reference for the Association<br />
and will soon begin work on a new<br />
brochure.<br />
Representatives attended the last<br />
Board meeting to discuss children’s<br />
services, this being the first of a<br />
number of strategic issues we will<br />
be consulted on throughout the<br />
year.<br />
The Association welcomes the<br />
opportunity to liaise with the<br />
Board on topics of relevance to<br />
members.<br />
Along with Carol Barton and<br />
members of the State Client<br />
Consultative Committee, I regularly<br />
attend management liaison<br />
meetings where we discuss the<br />
Board Report in more detail and<br />
raise any concerns.<br />
The Association is, as always,<br />
keen to attract any young parents<br />
who have an interest in being more<br />
actively involved with the <strong>League</strong>.<br />
It is a good way to become informed<br />
about the services provided by the<br />
<strong>League</strong>, the good outcomes, and<br />
the challenges in providing services<br />
to adults and children across the<br />

THE State Client Consultative<br />
Committee has been very busy<br />
thus far in 2007, implementing the<br />
strategies in the Annual Plan.<br />
Activities have included:<br />
• Site visits by State CCC<br />
representatives to Adults North<br />
and South services;<br />
• Planning for a CCC workshop<br />
on the Gold Coast;<br />
• Redevelopment of the CCC<br />
brochure;<br />
Brisbane North<br />
Siblings Group<br />
TWELVE siblings of children with<br />
disabilities recently attended YMCA<br />
Camp Warrawee at Joyner for a<br />
weekend of fun and self discovery.<br />
Activities included rock-climbing,<br />
canoeing, flying fox rides, giant<br />
swings, team games and some<br />
reflective exercises.<br />
The siblings are part of the<br />
Brisbane North Siblings Group, an<br />
interagency collaboration between<br />
Unicare and the <strong>Cerebral</strong> <strong>Palsy</strong><br />
<strong>League</strong> at Chermside.<br />
Children who have a brother<br />
or sister with a <strong>disability</strong> are<br />
often required to take on more<br />
responsibilities than their peers,<br />
and consequently fulfil a different<br />
role within their families.<br />
This may mean providing support<br />
to their siblings in areas such as<br />
personal care, domestic help and/<br />
or emotional support.<br />
While there are many positive<br />
experiences for siblings in these<br />
roles, they can also rollercoaster<br />
through a range of emotions<br />
which can be difficult for them to<br />
deal with.<br />
• Liaising with the Board for<br />
discussions on nominated<br />
strategic issues for the <strong>League</strong>;<br />
• Joining with the <strong>League</strong> for<br />
advocacy on other issues<br />
including domestic airline travel<br />
and Centrelink allowances;<br />
• Planning the 11th Client<br />
Convention on August 18.<br />
This year’s Client Convention will<br />
have a few minor changes based<br />
on the feedback we received last<br />
year.<br />
However, a full day of good<br />
conversation, good food and<br />
entertainment will remain.<br />
The State CCC would like to<br />
congratulate our colleague Mary<br />
Albury on the release of her book,<br />
“Who’s Been Sitting In My Chair?”.<br />
Mary is a talented writer and<br />
The <strong>League</strong> and Unicare recognise<br />
the important, yet complex role<br />
some siblings may have within their<br />
family, and have formed the Group<br />
to try to meet the specified needs<br />
and interests of the siblings whose<br />
families access our agencies.<br />
The central focus of the Group<br />
is to support children so that<br />
friendships between siblings can<br />
be encouraged, established and<br />
maintained.<br />
Other aims include:<br />
• Develop friendships for peer<br />
support<br />
• Have the opportunity to engage<br />
with peers who are in similar<br />
circumstances<br />
• Build self-confidence and<br />
leadership skills<br />
• Develop a sense of<br />
achievement<br />
• Develop a foundation <strong>from</strong><br />
which more specific support can<br />
be provided<br />
• Enable siblings to access<br />
activities that may not be readily<br />
available to them<br />
The Group has run for several<br />
years, with activities being held<br />
approximately every six weeks, for<br />
siblings aged between five and 13.<br />

New ambassador for kids with cerebral palsy<br />

THE <strong>League</strong> is pleased to<br />
announce that Mr Brent<br />
Hailey, President of the Urban<br />
Development Institute of Australia<br />
Queensland (UDIA) and CEO of<br />
MFS Diversified Group has now<br />
added “<strong>League</strong> Ambassador” to<br />
his resume.<br />
As a strong advocate of the<br />
<strong>Cerebral</strong> <strong>Palsy</strong> <strong>League</strong>, Mr Hailey<br />
is committed to raising vital funds<br />
to ensure existing children’s<br />
services can be continued.<br />
<strong>League</strong> CEO, Mr Bruce Milligan<br />
said he is delighted to have a<br />
person of such high standing within<br />
a prominent industry become a<br />
<strong>League</strong> Ambassador.<br />
“Brent has a commitment to<br />
children’s programs, and the<br />
services the <strong>Cerebral</strong> <strong>Palsy</strong> <strong>League</strong><br />
provides,” Mr Milligan said.<br />
Mr Hailey was first involved with the<br />
<strong>League</strong> in 2006, as a Co-Patron of<br />
the Kids’ Services Funding Crisis<br />
public appeal.<br />
“It’s refreshing to see people<br />
who have influence in their<br />
fields, challenge their peers to be<br />
involved and support people with a<br />
<strong>disability</strong>,” Mr Milligan said.<br />
Specifically, Mr Hailey will urge the<br />
development industry to donate<br />
funds to secure children’s services<br />
which are currently under-funded.<br />
<strong>Cerebral</strong> palsy is the most common<br />
form of physical <strong>disability</strong>.<br />
There is a child born every 15 hours<br />
in Australia with cerebral palsy.<br />
For 2007, Mr Hailey nominated the<br />
<strong>League</strong> to be the beneficiary of two<br />
major UDIA events:<br />

HIM!<br />
TJ JAMES is an acclaimed<br />
Canberra-based singer, songwriter<br />
and recording artist.<br />
TJ was born with cerebral palsy.<br />
He believes “anything is possible”<br />
and you only have to listen to his<br />
music, or hear him perform, to<br />
know it is.<br />
TJ has a strong fan base both in<br />
Australia and overseas.<br />
He began his music career in<br />
Canberra as a busker, and never<br />
lost his grassroots connections.<br />
The release of his third album,<br />
“Another World” marks another<br />
achievement for TJ.<br />
Now, at age 34, TJ has become<br />
an active community member<br />
as a role model for young<br />
people with disabilities,<br />
inspiring them to be the<br />
best they can be.<br />
TJ works closely with various<br />
organisations that assist people<br />
with cerebral palsy, including<br />
the <strong>Cerebral</strong> <strong>Palsy</strong> <strong>League</strong> of<br />
Queensland.<br />
Kindly, TJ donates a percentage<br />

In recognition of his work, in 2005<br />
he was honoured to perform at<br />
the Australian <strong>Cerebral</strong> <strong>Palsy</strong><br />

ETS update<br />
<strong>League</strong> client launches children’s book<br />
THE last quarter has been a busy<br />
time at Equipment Technology<br />
Services (ETS).<br />
The team has undergone training<br />
and education on a range of topics,<br />
and the sales team has increased<br />
regional clinic days significantly, by<br />
offering more services and products<br />
to meet the needs of clients.<br />
Currently, ETS is focused on seated<br />
positioning and 24 hour postural<br />
care research.<br />
Through this research, the ETS<br />
team is developing new products<br />
to meet the needs of clients, whilst<br />
keeping clinically informed of new<br />
information that is being released<br />
in the “seating world”.<br />
In conjunction with Leckey, an<br />
overseas manufacturer of paediatric<br />
equipment, ETS is proactively<br />
becoming more involved in the<br />
research process.<br />
This will enable therapists, clients,<br />
and families to make informed and<br />
clinically sound choices.<br />
On a final note, we would also<br />
like to say a big, “Welcome Back”<br />
to Mike Edwards, a wheelchair<br />
technician, who has recently been<br />
away in Melbourne.<br />

Fond farewell to<br />
a founder<br />
IT is with regret that we announce<br />
the passing of Mrs Beryl Ahern.<br />
Mrs Ahern was one of the<br />
founding “mums” of the <strong>Cerebral</strong><br />
<strong>Palsy</strong> <strong>League</strong> of Queensland.<br />
Mrs Ahern’s 50 years of<br />
involvement with the <strong>League</strong> will<br />
be celebrated in the next issue of<br />
<strong>League</strong> News.<br />
AN INSPIRATIONAL 53-year-old<br />
Rockhampton resident has overcome<br />
great odds to write, illustrate and<br />
publish his very own children’s book.<br />
Sam Patane, who has multiple<br />
disabilities, launched his book,<br />
“The Hungry Dragon” at the North<br />
Rockhampton Library on May 12.<br />
Sam has spent countless hours<br />
learning how to paint and write over<br />
the past three years, supported by<br />
the <strong>Cerebral</strong> <strong>Palsy</strong> <strong>League</strong>.<br />
Sue Kraatz <strong>from</strong> the <strong>League</strong>’s<br />
art programs in Rockhampton,<br />
commended Sam’s efforts.<br />
“The story behind Sam’s book is a<br />
great testament to his courage and<br />
talent,” Ms Kraatz said.<br />
“Not only did he learn how to paint<br />
and author a book, he inspired others<br />

In memorium -<br />
a dear friend<br />
THE <strong>League</strong> extends sincere<br />
condolences to the family and<br />
friends of long standing volunteer,<br />
May Nevin.<br />
May was a familiar face at Fig Tree<br />
Pocket services for many years,<br />
assisting with a range of activities<br />
on a regular basis.<br />
She was a good friend to many.<br />
to donate their time and efforts to<br />
help him complete the project.<br />
“This includes a well-known<br />
Australian author, who flew to<br />
Rockhampton to teach Sam how to<br />
convert his paintings into a story,”<br />
she said.<br />
Sam won First Prize in the<br />
Rockhampton City Council’s<br />
“Children’s Book Week 2006”<br />
Competition, which led to<br />
sponsorship to publish his book.<br />
Sam regularly participates in the<br />
<strong>League</strong> art programs, which are<br />
open to the community and include<br />
painting, sculpture, photography,<br />
digital art, craft, drama and music.<br />

May’s efforts were formally<br />
recognised by the Board of<br />
Directors in September 2001 when<br />
she was presented with one of the<br />
<strong>League</strong>’s highest honours, the<br />
<strong>League</strong> Medal for Distinguished<br />
Service.<br />
May will be remembered with<br />
great fondness by those who had<br />
the privilege to know her.<br />

Far North CP<br />
Challenge<br />
FORESTERS will take a swing at<br />
raising funds for the <strong>League</strong> with a<br />
golf day.<br />
The Hoo Hoo Club, a fraternal order<br />
of forest industry workers dedicated<br />
to raising cash for charities, will host<br />
the day at the Cairns Golf Club on<br />
June 22.<br />
As money raised will support the<br />
Far North CP Challenge, the Hoo<br />
Hoo Club would like as many<br />
four-player teams as possible.<br />
The Far North CP Challenge is<br />
a sponsored endurance race<br />
where four Far North Queensland<br />
police officers will raise funds and<br />
awareness of cerebral palsy.<br />
Tasks have deliberately been made<br />
tough to highlight the challenges<br />
faced by people with cerebral<br />
palsy.<br />
The project also aims to make the<br />
community aware of the sheer grit<br />
and determination possessed by<br />
people with cerebral palsy and<br />
related disabilities.<br />
The four police officers will cycle,<br />
kayak, hike and run nearly 400km<br />
to raise $100,000 for the <strong>Cerebral</strong><br />

DISABILITY touches the lives<br />
of most Queenslanders in some<br />
way - through the experiences we<br />
have with friends and family, in the<br />
school, at the workplace and in the<br />
community.<br />
One in five Queenslanders has a<br />
<strong>disability</strong> of some kind.<br />
The key objectives of Disability<br />
Action Week are to encourage<br />
positive attitudes towards people<br />
with a <strong>disability</strong>, improve access<br />
and make our community a better<br />
place for everyone.<br />
THE <strong>Cerebral</strong> <strong>Palsy</strong> <strong>League</strong>’s<br />
Western Garden Service gained<br />
a new Ford Ranger Ute, with<br />
assistance <strong>from</strong> Member for<br />
Yeerongpilly, Simon Finn.<br />
On May 14, the <strong>League</strong> thanked<br />
Mr Finn for his help in applying<br />
for $23,000 in funds through the<br />
Gambling Community Benefit<br />
Fund.<br />
The vehicle will be used to<br />
transport workers, tools and<br />
materials to and <strong>from</strong> jobs,<br />
including lawn mowing, pruning,<br />
planting and rubbish removal.<br />

successfully obtain these funds,”<br />

Survey of Parents of School<br />
Students with Disabilities<br />
Investigating the Feasibility of<br />
Portable Funding for Students<br />
with Disabilities<br />
Monash University has been<br />
engaged by the Australian<br />
Government through the<br />
Department of Education, Science<br />
and Training (DEST) to investigate<br />
the portability of funding for school<br />
students with disabilities. A key<br />
part of this research will be a<br />
survey of parents of students with<br />
a <strong>disability</strong>.<br />
It is important that all parents of<br />
students with a <strong>disability</strong> are given<br />
the opportunity to participate in<br />
this survey, so Monash University<br />
and DEST have asked the national<br />
parent organisations to help get<br />
the information out to principals in<br />
schools right across the country.<br />
The Australian Council of State<br />
School Organisations (ACSSO)<br />
and the Australian Parents Council<br />
(APC) have long been concerned<br />
about a range of unresolved<br />
issues affecting the learning and<br />
development opportunities for<br />
students with disabilities, and the<br />
support needs of their families.<br />
We are asking principals and<br />
parent committees in every<br />
school across the country to work<br />
together to ensure information<br />
about this survey reaches every<br />
family in this situation, with strong<br />
encouragement for them to<br />
complete the form online.<br />

a good-hearted gesture and some<br />
spare change in his wallet.<br />

“The accommodation just made<br />
things so much easier, with the rain<br />
that seems to be part of the festival<br />
it was great to come back to a room<br />
rather than a tent,” Melinda said.<br />
Will was clearly excited to be able<br />
to participate in an event that isn’t<br />
normally recognised as being<br />
wheelchair accessible.<br />
“I got to hear some of the best,<br />
hanging out in the massive tent gave<br />
me a chance to get up close to some<br />
really great musicians,” Will said.<br />
