<strong>AT</strong> <strong>MELIA</strong> <strong>BALI</strong> <strong>VILLAS</strong> & <strong>SPA</strong> <strong>RESORT</strong><br />

Melia Bali, 07 October 2002 --- Following with the recent incident Bali Bomb II on October 01,<br />

2005, Meliá Bali Villas & Spa Resort recognizes the importance of to re-enforce security within<br />

the hotel area and extends cooperation within the Nusa Dua Area with Nusa Dua local authority<br />

to ensure guest’s safety and convenience, with the several action taken as follows.<br />

1. Nusa Dua area<br />

We have joined coordination meeting with BTDC (Bali Tourism Development Corporation) of<br />

Nusa Dua together with other hotels in Nusa Dua to apply the same standard to visitors in<br />

Nusa Dua area, which are:<br />

a. Check all vehicles entering hotel premises (for car, has to open the window)<br />

b. To extensively cautious at public area with in Nusa Dua including beach front<br />

c. For the security reason, the entrance to Nusa Dua area has been strengthened all<br />

the times where all visitors just can go through the main gate, and the other 3 gates<br />

have been closed. In addition to this, all the access to the Hotel has also restricted<br />

where the security personnel checking all the cars randomly and people come in to<br />

the hotel.<br />

2. Tour / transportation within Bali<br />

- We strongly advise our guests to use a reliable transportation services available at the<br />

bell desk, either by meter taxi or rental car.<br />

- We have conveyed message from the Consulates to respective guests to take extra<br />

precautions while traveling within Bali.<br />

3. Within the hotel premises<br />

We have exercised the following security precautions starting on Sunday, 02 October 2005,<br />

as per following:<br />

- All Management and staff from all departments have been informed about the current<br />

situation and aware of the importance to cooperate and to extend assistance in ensuring<br />

the security and safety of the hotel<br />

- We have added more personnel in our Security Department to ensure 24 hours<br />

surveillance, security guidelines in the rooms that contemplate security measurements<br />

and others.<br />

- All visitors to the hotel must be able to show proper ID card or Hotel Passport for guests<br />

otherwise direct body search will be conducted.<br />

- All hotel’s suppliers or vendors have to enter the hotel from the staff entrance and only<br />

allowed to enter the hotel premises after getting approval from the security.<br />

- Our multilingual Guest Relations Officers are fully informed and well trained to assist all<br />

guests’ inquiries.<br />

C. ADDITIONAL INFORM<strong>AT</strong>ION<br />

1- Increase security staff, undercover police included?<br />

(Please note separate section on the Security and Police arrangements for the Nusa<br />

Dua area under section D)<br />

Melia Bali has increased security staffing by adding 4 additional people from other<br />

departments. These people will be trained and educated in the procedures of<br />

security. All these people will be uniformed in casual batik shirts with dark pants. In<br />

addition to this increased staffing, the night staff is now patrolling with the security<br />

department providing an additional 3 people per shift at night. In addition to that, 2<br />

security Police Marine personnel were added to secure the security system in Melia<br />

Bali Villas & Spa Resort<br />

In addition to our internal implementation we have also increased coordination and<br />

coverage between the hotel security, BTDC security, Polsec, Tourism Police and<br />

Marine Police on public areas surrounding the hotel and keep updating & informing<br />

every issues or news received.<br />

2- Strengthen security check for vehicles entering hotel property<br />

Since Sunday October 02, all cars are stopped, checked and the drivers identification<br />

checked. Mirrors are used to check under the cars. The security portal is kept in the<br />

down position not to allow cars to proceed until they have been checked. A metal<br />

detector is also used to search for suspicious items in the car of on people. Drivers<br />

are instructed to stay with their cars in the car park. However this action is been<br />

carried out before the incident happened but now days the security level is raised up.<br />

3- Increase security checkpoints within hotel property<br />

Over 25 clock checkpoints are used daily and nightly to ensure the entire property is<br />

covered. The security post has just been added to 1 more efficient area, at villa area<br />

to improve awareness and the presence of the security team. Two security bicycles<br />

have been purchased to increase security patrols at a faster speed. The Meliá Bali<br />

security team is very quick to respond when necessary.<br />

Meliá Bali also has an established emergency response system designed to assist in<br />

case of bomb threats, fires, earthquakes, guest accidents, and evacuations. This is<br />

presented in every work area with a colored chart for all staff to ready.<br />

In addition to own security Nusa Dua police inspects property randomly every 2<br />

hours.<br />

Security Managers of Nusa Dua hotels will check other hotels weekly and submit<br />

report to General Manager<br />

4- Strengthening night shift program<br />

The night security team is assisted by other departments working in the evening and the<br />

Night Manager. The minimum standard is for 3 people to assist the resort’s security nightly.<br />

Undercover police at hotel nightly. Increased coordination and coverage with BTDC security,<br />

Polsec, Tourist Police and Marine police.


5- Strengthen random luggage checks, especially in hotel loading area<br />

All resort staff has been informed on procedures for suspicious luggage or people.<br />

Security Officers randomly check luggage moving in and out of the Front Lobby area.<br />

The resort’s metal detector is used randomly to assist this check.<br />

The Chief Security reviews a name list of all in-house guests, arrivals, and departures<br />

daily to know what clientele are staying with us and if there should be any concern<br />

with certain individuals.<br />

D. <strong>SECURITY</strong> ORGANIZ<strong>AT</strong>ION NUSA DUA<br />

Nusa Dua is a special Tourism Enclave, featuring a multi level security framework for the hotels,<br />

Golf Course and Galleria Nusa Dua Shopping Mall. The established security framework consists<br />

of:<br />

a. Polsec Bualu ( National Police Bualu station covering Nusa Dua and Bualu)<br />

84 officers – 24 hours<br />

b. Marine Police Benoa<br />

12 officers patrolling Nusa Dua and Tandjung Benoa Beach – 24 hours<br />

c. BTDC Security (Government Organization, owner of Nusa Dua)<br />

8 security posts in Nusa Dua, 4 shifts, 68 security staff<br />

d. Tourist Police – Nusa Dua<br />

12 officers, patrol each hotel in Nusa Dua every 2 hours, 3 shifts<br />

e. Individual Hotel Security<br />

Melia Bali: 35 full time staff, 3 shifts plus nightly<br />

Hotels in Nusa Dua work closely together on Security matters and since the October 1, 2005<br />

incident the following regular meetings are scheduled:<br />

• Monthly meeting attended by Hotel Security, BTDC security and local Police<br />

• Cross checks in neighbor hotels weekly<br />

• Bali Hotels Association (BHA) held regularly meeting which attended by the Hotel<br />

Managers where every news and information are shared during the meeting, in<br />

addition to that, BHA updating the all information to the member on daily basis.<br />

Medical Clinics and Ambulances in Nusa Dua Hotels<br />

All hotels in Nusa Dua ( Bali Hilton, Putri Bali, Grand Hyatt Bali, Melia Bali Villas & Spa Resort,<br />

Sheraton Lagoon, The Westin Resort, Nusa Dua Beach Hotel and Club Med ) have a medical<br />

clinic. Bali Hilton, The Westin Resort, and Grand Hyatt each have a dedicated ambulance<br />

standby which together with 2 ambulances at BTDC can be used at any of the Nusa Dua hotels in<br />

case of an emergency.<br />

BTDC has dedicated Fire Department with 4 Fire trucks located in Nusa Dua.<br />
