1.0 PROJECT DESCRIPTION<br />

1.1 PRINCIPLES OF PAVEMENT MANAGEMENT<br />

Nationwide, billions <strong>of</strong> dollars have been invested in roadway networks by municipal, state and federal<br />

governments. Locally, the <strong>City</strong> <strong>of</strong> <strong>Bartlesville</strong> has over 97 miles <strong>of</strong> major roadways (arterials and<br />

collectors) and 125 miles <strong>of</strong> residential roadways encompassing over 3.4M square yards <strong>of</strong> asphalt and<br />

concrete surfacing. At a replacement cost approaching $1.4M per mile – not including the value <strong>of</strong> the<br />

land, the <strong>City</strong> has over $304 million invested in their paved roadway network.<br />

Preservation <strong>of</strong> existing road and street systems has become a major activity for all levels <strong>of</strong> government.<br />

There is a shortage <strong>of</strong> funds to maintain street systems at the state and local government levels. Funds<br />

that have been designated for pavements must therefore be used as effectively as possible. One proven<br />

method to obtain maximum value <strong>of</strong> available funds is through the use <strong>of</strong> a pavement management<br />

system.<br />
