3.4 NETWORK RECOMMENDATIONS AND COMMENTS<br />

The following recommendations are presented to <strong>City</strong> <strong>of</strong> <strong>Bartlesville</strong> as an output from the pavement<br />

analysis, and must be read in conjunction with the attached reports.<br />

1. The <strong>City</strong> should adopt a policy statement identifying the desired level <strong>of</strong> service and acceptable<br />

amount <strong>of</strong> backlog. We suggest a PCI target that maintains the current network pr<strong>of</strong>ile on the order<br />

<strong>of</strong> 64, while maintaining the backlog at current levels.<br />

An annual budget <strong>of</strong> $1.25M is required to achieve this goal.<br />

2. The full suite <strong>of</strong> proposed rehabilitation strategies and unit rates should be reviewed annually as<br />

these can have considerable effects on the final program.<br />

3. All costs are in constant 2012 dollars. No allowances have been made for inflation or fluctuations in<br />

rehabilitation costs. The <strong>City</strong> will have to monitor and factor in inflation for each budget year.<br />

4. No allowance has been made for network growth or conversion <strong>of</strong> gravel roadways to pavement.<br />

As the <strong>City</strong> expands or increases the amount <strong>of</strong> paved roads, increased budgets will be required.<br />

5. No allowance has been made for routine maintenance activities such as crack sealing, sweeping,<br />

striping or patching. These costs are assumed to be outside the pavement management costs.<br />

Similarly the budget and unit rates used within this report do not include allowances for traffic<br />

control and site preparation, striping and pavement markings, engineering and inspection,<br />

landscaping, signals or signage upgrades, peripheral concrete repairs and miscellaneous costs or<br />

contingency. Typically these burdens, in addition to <strong>City</strong> overhead costs, can add 25 to 35% to<br />

the unit rates and overall budgets<br />

6. No allowance has been made for compliance with the Americans with Disabilities Act, which is<br />

required on all roadway rehabilitation projects that involve activities in excess <strong>of</strong> patching and<br />

crack sealing. The act requires all rehabilitation projects to include the provision <strong>of</strong> handicap<br />

ramp at all crosswalks and driveway approaches, minimum <strong>of</strong> 30-inch obstruction free clearance<br />

along all sidewalks, and a maximum <strong>of</strong> 1-inch lip <strong>of</strong> asphalt above the curb line.<br />

7. The <strong>City</strong> should resurvey their streets every few years to update the condition data and<br />

rehabilitation program.<br />
