The effect <strong>of</strong> the PWF is to place an emphasis on weaker asphalt streets with higher functional<br />

classes tapering down to stronger concrete residentials. Priority values are assigned at the<br />

project (supersegment level) and have been reported in Appendix C – Street Inventory by<br />

Supersegment.<br />

• Rehabilitation Strategies and Unit Rates – The rehab strategies, unit rates, PCI ranges and<br />

selection criteria used in the pavement analysis are presented below. Key items presented with<br />

the rehabilitation strategies are:<br />

Pavement Type – ACP = Asphalt or flexible pavement, PCC = concrete or rigid pavement.<br />

Rehabilitation and Description - defines the course <strong>of</strong> action to be taken complete with the<br />

asphalt thickness used to develop the unit rate. The rehabilitation activities may be modified to<br />

more closely match the <strong>City</strong>’s activities at any time. The critical function <strong>of</strong> each rehabilitation is<br />

to ensure sufficient funds have been set aside to be able to complete the work. For example, an<br />

Arterial Moderate Overlay may be exchanged for a grind and inlay complete with a micro surface<br />

so long as it can be completed for $14.50/yd2 and is structurally appropriate for that segment.<br />
