3.0 REHABILITATION PLAN AND BUDGET DEVELOPMENT<br />

3.1 KEY ANALYSIS SET POINTS<br />

Pavement management systems require user inputs in order to complete its condition forecasting and<br />

prioritization. Key operating parameters used in the analysis are as follows:<br />

• Pavement Performance Curves<br />

The basic shape <strong>of</strong> the curves follows traditional sigmoidal performance models such as those<br />

contained in MicroPaver and other commonly used pavement management applications. Similar<br />

curves were created for the concrete street segments.<br />

• Prioritization – The pavement management program prioritizes streets for rehab selection based<br />

on the following formula:<br />

Priority = (100 – PCI) X PWF, where the PWF is the priority weighting factor as follows:<br />
