2.4 INDEX DISTRIBUTION BY FUNCTIONAL CLASSIFICATION<br />

Figure 10, presented below, highlights the pavement condition distribution for the arterial, collector and<br />

residential functional classifications. From the plot it is apparent that arterials have the highest average<br />

PCI score, combined with the lowest number <strong>of</strong> streets below 40, followed by the collector then residential<br />

roadway networks.<br />
