2.2 NETWORK PRESENT CONDITION<br />

Figure 7, presented below shows distribution <strong>of</strong> pavement condition for the paved roadway network in the<br />

<strong>City</strong> <strong>of</strong> <strong>Bartlesville</strong> on a 0 to 100 scale, 0 being worst and 100 being best condition. The average PCI for<br />

the network at the time <strong>of</strong> survey was 65, and is currently approximately a 64. While direct comparisons<br />

to other agencies is difficult due to variances in ratings systems, overall, <strong>Bartlesville</strong> can be considered<br />

average among agencies recently surveyed by IMS.<br />

In comparison to the <strong>City</strong>’s 2006 ratings, the current network average PCI is similar in nature, but there is<br />

not an exact comparison between the two. Between the 2006 survey and now, the operating s<strong>of</strong>tware<br />

changed the way the data is managed and the PCI established. The former condition score had all inputs<br />

designed as deducts from a perfect score <strong>of</strong> 100, roughness, structural strength and the surface<br />

distresses were all reduced to a 0 to 10 score, assigned a weighting factor and then deducted from 100 to<br />

arrive at the PCI score. Under the current program, roughness was measured as its own Index, along<br />

with the surface distresses, no deflection data was collected. A variance <strong>of</strong> 10 to 15 points between<br />

measurements on any particular roadway is not uncommon. The distribution <strong>of</strong> pavement quality is<br />

similar between the two rating systems in that they are both skewed to the right with the majority <strong>of</strong><br />

streets rated as 60 or above with few streets rated below 20.<br />

The current PCI distribution is reflective <strong>of</strong> a relatively moderately aged network that has had reasonable<br />

maintenance efforts over time however it also indicates many <strong>of</strong> the streets are approaching the timing<br />

where heavier overlays and reconstruction may be required to extend service life.<br />
