COMMERCIAL BUILDING PERMIT PROCEDURES<br />
<strong>City</strong> <strong>of</strong> <strong>Bartlesville</strong>, Oklahoma<br />
INTRODUCTION<br />
Any and all kinds <strong>of</strong> construction or development activities require building permits. It is unlawful<br />
to commence the construction or the excavation for the construction <strong>of</strong> any building or structure,<br />
including accessory buildings, or to commence the moving or alteration <strong>of</strong> any building, including<br />
accessory buildings, until a building permit has been issued for such work. The <strong>Building</strong> <strong>Permit</strong><br />
Application Form (attached) must be used for all types <strong>of</strong> non-residential building construction,<br />
including any multi-family residential (3 or more dwelling units), commercial, or industrial alteration,<br />
addition or construction, or demolition <strong>of</strong> an existing structure.<br />
Activities exempt from a building permit include painting, re-ro<strong>of</strong>ing that does not change the existing<br />
pitch or structural elements <strong>of</strong> the ro<strong>of</strong>, replacement <strong>of</strong> existing doors and windows, and unenclosed or<br />
unro<strong>of</strong>ed patios and decks.<br />
PART I: DESCRIPTION OF MINIMUM STANDARDS FOR DOCUMENT SUBMITTAL<br />
A. Basic Design Requirements: All plans should include all <strong>of</strong> the items in this information pamphlet<br />
which apply to your particular project. Plans must be clear and legible reproductions <strong>of</strong> the original,<br />
on substantial paper. Blueprints, photocopies or ink drawings are acceptable. Pencil drawings are not<br />
acceptable. The plan must be drawn to scale. The recommended scale for the plans, other than site<br />
plans is ¼” = 1’ or 1/8” = 1’. For the site plan, the recommended scale is 1” = 20’, but any other<br />
scale can be used that will adequately show the lot and buildings on it. Where the plans involve<br />
additions to existing structures, label all existing construction as “existing” and all proposed<br />
construction as “proposed”. The plans must be complete and clearly show the extent and type <strong>of</strong><br />
work. The plans must be separated into two complete sets, with the exception <strong>of</strong> the extra site plans.<br />
Incomplete plans will not be accepted for review. Compliance with the following codes (most<br />
current edition) and other relevant statutes must be shown on the plans:<br />
1. Metropolitan Area Zoning Regulations<br />
2. International <strong>Building</strong> Code<br />
3. International Plumbing Code<br />
4. International Mechanical Code<br />
5. National Electrical Code<br />
6. International Fire Code<br />
7. NFPA Life Safety Code<br />
8. CABO 1 and 2 Family Dwelling Code<br />
B. Review Process: Once complete plans (with all required forms and drawings) have been submitted<br />
for review, the plan review process will begin. It is our goal to issue a permit and return an approved
set <strong>of</strong> plans within three working weeks. However, for small, interior remodel projects that involve<br />
fewer persons in plan review, process time averages 5 to 10 working days. At the time you submit<br />
two complete sets <strong>of</strong> plans for review, a plan review meeting will be set with you and those involved<br />
in the plan review process to review plan review comments. This plan review meeting is typically<br />
scheduled for seven (7) calendar days following plan submittal.<br />
Those involved in the plan review process (including the <strong>City</strong> Planner, Fire Chief or Marshall,<br />
Engineering Services Coordinator, Public Works Director, Water Utilities Director and Chief<br />
<strong>Building</strong> Official) are asked to communicate directly with you or your representative concerning<br />
required modifications to the submitted plans. If you do not hear from these persons directly, you can<br />
presume that they have approved the plans as submitted. Once the plans have been approved by all<br />
staff required, you will be telephoned that your permit is ready to pick up. In order to insure that your<br />
plans will be reviewed as expediently as possible, please turn in a thorough, complete set <strong>of</strong> plans<br />
with all required forms and drawings. Plans that do not have to be returned for modifications and<br />
corrections will be issued quicker than those that have to be returned and resubmitted.<br />
C. Required Forms and Drawings: In addition to the permit application, the following items must be<br />
supplied when plans are submitted. Additional items may be required in certain circumstances before<br />
the permit is issued. Be sure to see the information in Part II <strong>of</strong> this pamphlet covering those projects<br />
for specific requirements.<br />
1. Application for <strong>Building</strong> <strong>Permit</strong>: The owner, contractor, architect or other authorized agent can<br />
fill out an application for a building permit.<br />
2. Information for <strong>Building</strong> Remodeling, Enlargement, Alarm and Sprinkler <strong>Permit</strong> Applications:<br />
This document is required for remodeling, tenant finish, enlargement, and fire suppression<br />
systems. Its purpose is to determine the fire rating <strong>of</strong> the existing building. This allows the plans<br />
examiner to evaluate the effect that the proposed construction will have on the existing building.<br />
3. Architect’s or Engineer’s Seal: Your plans will probably need an architect’s seal if the building<br />
you are erecting, expanding, or remodeling is greater than two (2) stories in height (excluding a<br />
basement), and/or over $40,000.00 value for proposed construction. An engineer’s seal should be<br />
placed on any plans for proposed construction designed by an engineer. Additionally, any<br />
improvement (street, sewer or water line, or storm drainage facility) being dedicated to the <strong>City</strong><br />
must be signed and sealed by an engineer.<br />
4. Site Plan: This plans shows the general layout <strong>of</strong> the lot. It must show:<br />
a. Legal description <strong>of</strong> the property as recorded on the deed.<br />
b. Boundaries and dimensions <strong>of</strong> property, names <strong>of</strong> bordering streets. All property lines must<br />
be shown.<br />
c. Location and dimensions <strong>of</strong> existing and proposed buildings, structures, sidewalks, <strong>of</strong>f-street<br />
parking areas, and driveways. All existing and proposed structures and buildings must be<br />
identified. (Note: This will count as the required right-<strong>of</strong>-way permit for driveway<br />
construction.)<br />
d. Existing and proposed landscaping, including method <strong>of</strong> irrigation, size and type <strong>of</strong> plantings,<br />
and site screening. (Note: This may be included as a separate plan.)<br />
e. Distances from the two closest property lines to the proposed building or structure. Distances<br />
between any existing or proposed buildings. (NOTE: Any portion <strong>of</strong> the building that is to<br />
be located within 5 feet <strong>of</strong> a property line or easement must be pinned on the site prior to<br />
approval <strong>of</strong> the footing inspection.)<br />
f. Identify any easements and public rights-<strong>of</strong>-way. VERY IMPORTANT!<br />
g. Include all architectural projections, i.e. stairs, porches, balconies, fireplaces, etc.<br />
h. Location <strong>of</strong> all utility service lines and meters and their point <strong>of</strong> connection to the main line.<br />
i. North arrow.
j. Existing and proposed topography, which may consist <strong>of</strong> one <strong>of</strong> the following:<br />
1. Existing and proposed contour lines at 2-foot intervals.<br />
2. Existing and proposed spot elevations.<br />
k. Existing and proposed site drainage shown by drainage arrow. For sites <strong>of</strong> 2 acres or more,<br />
the <strong>City</strong> shall require on-site detention or fee-in-lieu with supporting hydrologic and<br />
hydraulic or impervious surface calculations. (Note: This may be included as a separate<br />
plan.)<br />
l. The finish floor elevation <strong>of</strong> the lowest floor <strong>of</strong> the proposed building.<br />
m. Fire hydrants.<br />
5. Foundation Plan: Provide dimensions and details <strong>of</strong> foundations including continuous footings,<br />
grade beams, and pier footings. Show footing dimensions, thickness <strong>of</strong> concrete slabs,<br />
reinforcing steel, access holes when applicable, and the North arrow.<br />
6. Wall Cross Section: This plan must show the following:<br />
a. Footing, stemwall, and slab detail.<br />
b. Interior and exterior wall finished.<br />
c. Size, spacing, and type <strong>of</strong> materials used.<br />
d. R-value, type and location <strong>of</strong> insulation.<br />
e. Connection details.<br />
f. Ro<strong>of</strong> framing details.<br />
7. Detail Sheets (when applicable): Show details <strong>of</strong> all fireplaces, stairs, girders, beams and<br />
headers, with size and type <strong>of</strong> materials to be used.<br />
8. Engineering Calculations: Construction involving structural design usually requires engineering<br />
calculations for design loads and the seal <strong>of</strong> a structural design engineer registered in the State <strong>of</strong><br />
Oklahoma.<br />
9. Floor Plan: Floor plans must show the following:<br />
a. Exterior and interior dimension.<br />
b. Use <strong>of</strong> all rooms, including seating (including outside seating for restaurants, etc.).<br />
c. Size and type <strong>of</strong> all windows and doors.<br />
d. Plumbing fixtures, gas appliances, water heater, and electrical equipment locations.<br />
e. Location <strong>of</strong> heating and air-conditioning facilities.<br />
f. Locations and types <strong>of</strong> smoke detectors, when applicable.<br />
g. Fire exit accesses and stair locations.<br />
h. Fire ratings on existing demising, ceiling, corridor, and fire walls.<br />
i. The North arrow.<br />
j. The scale.<br />
k. Exit lights.<br />
l. For enlargement <strong>of</strong> an existing building, the existing floor plans and the proposed floor plans<br />
are both required for review.<br />
10. Ro<strong>of</strong> Plan and Details: This plan must show the following:<br />
a. Ro<strong>of</strong> pitch.<br />
b. Size <strong>of</strong> hips, valleys, rafters, and ridges.<br />
c. Direction and span <strong>of</strong> rafters, trusses, beams, and headers.<br />
d. Any special framing at ro<strong>of</strong> area (skylights, panels, awnings, etc.)<br />
e. Complete ro<strong>of</strong>ing specifications.<br />
f. Lumber sizes, spacings, species, and grades.<br />
g. The North arrow.<br />
NOTE: If trusses, beams, girders, or columns not listed in the code tables are used, the plans<br />
must have the seal <strong>of</strong> an engineer licensed in the State <strong>of</strong> Oklahoma.<br />
11. Plumbing, Mechanical, Electrical Plans: A plan for each trade must show the location, nature,<br />
and extent <strong>of</strong> work proposed with supporting engineering calculations. Plans shall show enough<br />
detail to confirm that the work meets the minimum requirements <strong>of</strong> the applicable codes. For
uilding with more than two stories in height, plans should indicate where penetrations will be<br />
made for applicable trade systems and components and shall indicate the materials and methods<br />
for maintaining required structural safety, fire-resistance rating, and fireblocking.<br />
12. Soil Erosion Control Plan: This plan must show the location, type (including construction<br />
details) <strong>of</strong> the best management practice to provide temporary and permanent erosion and<br />
sediment control for the site.<br />
13. Elevations Plans: This is a drawing <strong>of</strong> the exterior walls showing the following:<br />
a. Doors, windows, and other openings.<br />
b. Exterior finishes.<br />
c. Height <strong>of</strong> structure and projections above the ground.<br />
d. Indicate North, South, East or West elevation.<br />
NOTE: A separate permit is required for signs.<br />
PART II: MINIMUM STANDARDS FOR DOCUMENT SUBMITTAL<br />
A. New Construction or Enlargement <strong>of</strong> an Existing <strong>Building</strong>: Reviewed by <strong>City</strong> Planner, Fire Chief<br />
or Marshal, Engineering Services Coordinator, Public Works Director, Water Utilities Director, and<br />
Chief <strong>Building</strong> Official.<br />

d. Two copies <strong>of</strong> the details sheets for stairs, girders, beams, and/or headers, if applicable.<br />
e. Two copies <strong>of</strong> engineering calculations.<br />
f. Two copies <strong>of</strong> proposed floor plans. (For enlargement <strong>of</strong> an existing building, the existing<br />
floor plans must be furnished.)<br />
g. Two copies <strong>of</strong> the ro<strong>of</strong> plan and details.<br />
h. Two copies <strong>of</strong> plumbing, electrical, and/or mechanical plans.<br />
i. Two copies <strong>of</strong> soil erosion control plan.<br />
j. Two copies <strong>of</strong> the elevation plans.<br />
NOTE: If the proposed use is food related, see Exhibit #1.<br />
B. Interior Remodel/Tenant Finish: Reviewed by Fire Chief or Marshall and Chief <strong>Building</strong> Official.<br />

C. Repair Only (Fire, Deterioration, Etc.): Reviewed by Fire Chief or Marshal and Chief <strong>Building</strong><br />
Official.

the restoration <strong>of</strong> a building which has been damaged. It can only be applied to buildings that<br />
are being restored to their original condition. If there is any structural damage repair, two<br />
sets <strong>of</strong> structural plans with engineering data may be required.<br />
D. Fire Alarm/Detection/Suppression: Reviewed by the Fire Chief or Marshal, and when applicable,<br />
the Water Utilities Director. NOTE: This information should be submitted directly to the Fire Chief<br />
or Marshal.<br />

E. Tents: Reviewed by <strong>City</strong> Planner, Fire Chief or Marshal, Chief <strong>Building</strong> Official, and when<br />
applicable, Engineering Services Coordinator, Public Works Director, and Water Utilities Director.<br />

dimensions, purlin and girt sizes, gauge and spacing, foundation details, and the manufacturer’s<br />
letter <strong>of</strong> load certification with erection drawings. Structural design details and engineering<br />
calculations bearing the seal <strong>of</strong> a Pr<strong>of</strong>essional Engineer registered in the State <strong>of</strong> Oklahoma. A<br />
complete legal description as recorded on the property deed must be recorded on the permit<br />
application and on each site plan.<br />

PART III. INSPECTIONS<br />
Listed below are all required inspections for all construction within the <strong>City</strong> <strong>of</strong> <strong>Bartlesville</strong>. It is<br />
the responsibility <strong>of</strong> each contractor on the project to call in for their respective inspections.<br />
Failure to request these inspections could cause serious financial hardship to your project in the<br />
form <strong>of</strong> reconstruction and providing pro<strong>of</strong> that all building codes and standards have been met.<br />
1. Footing Inspection<br />
a. Prior to pouring<br />
2. Heat and Air Inspections<br />
a. Ground work prior to pouring slab<br />
b. Rough-in prior to sheet rock (as applicable)<br />
c. Final interior installation <strong>of</strong> entire system<br />

NOTE: The water meter will not be transferred from the contractor to the homeowner<br />
until the final occupancy inspection has been approved.<br />
All inspections should be called in by 3:30 p.m. on the day needed. Inspectors try to respond to a<br />
call for inspection within three (3) hours <strong>of</strong> receipt <strong>of</strong> the inspection request.
EXHIBIT #1<br />
ADDITIONAL REQUIREMENTS FOR FOOD SERVICE FACILITIES<br />
For any new or extensively remodeled food-related facilities, the following additional information<br />
must be submitted with the proposed floor plan:<br />
1. The relationship between dining, kitchen, storage, waitress and rest room areas;<br />
2. An equipment layout with individual items drawn in place and identified;<br />
3. A plumbing layout showing the location <strong>of</strong> all floor drains and the equipment they serve.<br />
Also, include all sink systems, hand lavatories, hot water tanks, janitorial facilities, and<br />
location <strong>of</strong> the grease interceptor(s);<br />
4. The manufacturer’s detail <strong>of</strong> the grease interceptor and the calculations for sizing the unit.<br />
NOTE: Food service establishments also require separate approval from the Washington County<br />
Health Department, County Environmentalist, located at 3838 State Street, <strong>Bartlesville</strong>,<br />
Oklahoma, 918-335-3005.
