COMMERCIAL BUILDING PERMIT PROCEDURES
City of Bartlesville, Oklahoma
INTRODUCTION
Any and all kinds of construction or development activities require building permits. It is unlawful
to commence the construction or the excavation for the construction of any building or structure,
including accessory buildings, or to commence the moving or alteration of any building, including
accessory buildings, until a building permit has been issued for such work. The Building Permit
Application Form (attached) must be used for all types of non-residential building construction,
including any multi-family residential (3 or more dwelling units), commercial, or industrial alteration,
addition or construction, or demolition of an existing structure.
Activities exempt from a building permit include painting, re-roofing that does not change the existing
pitch or structural elements of the roof, replacement of existing doors and windows, and unenclosed or
unroofed patios and decks.
PART I: DESCRIPTION OF MINIMUM STANDARDS FOR DOCUMENT SUBMITTAL
A. Basic Design Requirements: All plans should include all of the items in this information pamphlet
which apply to your particular project. Plans must be clear and legible reproductions of the original,
on substantial paper. Blueprints, photocopies or ink drawings are acceptable. Pencil drawings are not
acceptable. The plan must be drawn to scale. The recommended scale for the plans, other than site
plans is ¼” = 1’ or 1/8” = 1’. For the site plan, the recommended scale is 1” = 20’, but any other
scale can be used that will adequately show the lot and buildings on it. Where the plans involve
additions to existing structures, label all existing construction as “existing” and all proposed
construction as “proposed”. The plans must be complete and clearly show the extent and type of
work. The plans must be separated into two complete sets, with the exception of the extra site plans.
Incomplete plans will not be accepted for review. Compliance with the following codes (most
current edition) and other relevant statutes must be shown on the plans:
1. Metropolitan Area Zoning Regulations
2. International Building Code
3. International Plumbing Code
4. International Mechanical Code
5. National Electrical Code
6. International Fire Code
7. NFPA Life Safety Code
8. CABO 1 and 2 Family Dwelling Code
B. Review Process: Once complete plans (with all required forms and drawings) have been submitted
for review, the plan review process will begin. It is our goal to issue a permit and return an approved

set of plans within three working weeks. However, for small, interior remodel projects that involve
fewer persons in plan review, process time averages 5 to 10 working days. At the time you submit
two complete sets of plans for review, a plan review meeting will be set with you and those involved
in the plan review process to review plan review comments. This plan review meeting is typically
scheduled for seven (7) calendar days following plan submittal.
Those involved in the plan review process (including the City Planner, Fire Chief or Marshall,
Engineering Services Coordinator, Public Works Director, Water Utilities Director and Chief
Building Official) are asked to communicate directly with you or your representative concerning
required modifications to the submitted plans. If you do not hear from these persons directly, you can
presume that they have approved the plans as submitted. Once the plans have been approved by all
staff required, you will be telephoned that your permit is ready to pick up. In order to insure that your
plans will be reviewed as expediently as possible, please turn in a thorough, complete set of plans
with all required forms and drawings. Plans that do not have to be returned for modifications and
corrections will be issued quicker than those that have to be returned and resubmitted.
C. Required Forms and Drawings: In addition to the permit application, the following items must be
supplied when plans are submitted. Additional items may be required in certain circumstances before
the permit is issued. Be sure to see the information in Part II of this pamphlet covering those projects
for specific requirements.
examiner to evaluate the effect that the proposed construction will have on the existing building.
3. Architect’s or Engineer’s Seal: Your plans will probably need an architect’s seal if the building
you are erecting, expanding, or remodeling is greater than two (2) stories in height (excluding a
basement), and/or over $40,000.00 value for proposed construction. An engineer’s seal should be
placed on any plans for proposed construction designed by an engineer. Additionally, any
improvement (street, sewer or water line, or storm drainage facility) being dedicated to the City
must be signed and sealed by an engineer.
