Interpretation of <strong>Watershed</strong> Conditions<br />

This chapter was intended to present the conditions of the watershed that<br />

can be used to identify the problems, the causes of the problems and the<br />

sources of the causes. The continuing analysis of problems, causes, and<br />

sources is presented in Chapter 5. This follows Chapter 4, Community<br />

Outreach, because the public input that was obtained throughout the<br />

planning process was also used to define the problems, causes, and sources<br />

and in addition helping define the targets to which the resources of the<br />

watershed should be managed.<br />
