Interpretation of Watershed Conditions This chapter was intended to present the conditions of the watershed that can be used to identify the problems, the causes of the problems and the sources of the causes. The continuing analysis of problems, causes, and sources is presented in Chapter 5. This follows Chapter 4, Community Outreach, because the public input that was obtained throughout the planning process was also used to define the problems, causes, and sources and in addition helping define the targets to which the resources of the watershed should be managed.
